TOWN WARRANT
Article 1. To hear the report of the Finance Committee and act thereon.
Article 2. To act on reports of town officers.
Article 3. To see if the town will appropriate a sum of money for the Public Library including the Dog Fund.
Article 4. To fix the compensation for the tax collector and treasurer for the ensuing year.
Article 5. To choose all necessary officers, one Selectman and Overseer of the Poor for three years, one Assessor for three years, one Burial Ground Commissioner for 3 years, one School Com- mittee member for three years, one Trustee of the Library for three years, one Burial Ground Com- missioner for two years, Town Treasurer for one year, Collector of Taxes for one year, Auditor for one year, three Fish Wardens for one year, Road Surveyor for one year, Moderator for one year, Tree Warden for one year, seven Constables for one year, three Oyster Wardens for one year and also to bring in your ballots on the question ;- Shall licenses be granted for the sale of certain non intoxicating beverages in this town. The form of ballot to be yes or no.
Article 6. To raise and appropriate sums of money for highways and bridges, including an amount for bridge tender.
Article 7. To raise and appropriate a sum of money for schools, including supplies, high school tuition, salary of superintendent, transportation of scholars, and repairs on buildings.
Article 8. To raise and appropriate a sum of money for salaries of Town Officers, incidentals, in-

Article 9. To see if the town will vote to raise and appropriate definite sums of money for the administration expenses including supplies for the various departments of the town or act thereon.
Article 10. To raise and appropriate a sum of money to be expended in suppressing the gypsy and brown tail moths, including private work.
Article 11. To choose a memorial committee and appropriate a sum of money for the same.
Article 12. To raise and appropriate a sum of money to be used in the cemetery and on the care of graves of soldiers and sailors.

To see if the town will vote to raise and appropriate the sum of $500.00 and authorize the treasurer, with the consent of the Selectmen, to borrow $1,500.00 to be repaid in three equal annual installments of $500.00 each, these moneys to be used in conjunction with Chapter 90 funds of $4,000.00 from the state and $2,000.00 from the county, for the purpose of constructing approximately one-half mile of hard surfaced road on Padelford St. be- ginning at a location near the Paul farm where the present hard surfaced road ends and going west from there toward the corner of Padelford and An- thony streets, or act thereon.

Article 17. To see if the town will vote the amount per hour to be paid for labor, trucks, and horses for highway department work or act thereon.
Article 18. To see if the town will vote to set the amount per hour to be paid for labor, trucks, and autos relative to the fire department.
Article 19. To see what action the town will take in regard to the removal of snow and to set the amount per hour to be paid for labor and trucks.
Article 20. To see if the town will vote to raise and appropriate a sum of money to be used for W. P. A. purposes or act thereon.

Article 29. To see what action the town will take in regard to license fees for gasoline stations, junk dealers, peddlers, pasturization fees, slaughter houses, etc.

BRIEF REPORT OF W. P. A.
Since the WPA appropriation has gotten to be quite a sizeable item in our budget it seems wise to make a brief report of the WPA activities in the town for the past year.
The number of men working on WPA during the year has increased from about thirty early in the year to forty-six at the end of the year.
The total cost of the WPA to the town of Berk- ley for the year 1938 was $4,214.10. Approximate- ly $400.00 of this expense was for the maintenance of the local WPA Commissary and the town's share of maintaining the WPA warehouse at Taun- ton and our share of the State office expense at Bos- ton.
The bulk of the WPA expenditures went to pay for the trucks, gravel and materials. The largest single item outside of truck labor was $790.62 for gravel.
The contribution made by the Federal Gov- ernment toward the WPA projects carried on in Berkley during the year 1938 amounted to approxi- mately $27,000 paid out for labor. The WPA Com- missary also distributed between $6,000 and $7,000 worth of food and clothing. In other words the U. S. Government supplied something over $33,000 in money and materials in comparison with the $4,214.10 contributed by the town of Berkley or putting it in another light the people of Berkley received about $8.00 from the U. S. Government for every dollar spent by the town of Berkley.
The accomplishments of the WPA for 1938 in- cluded the widening, straightening and graveling of over three miles of dirt roads. In this connection I would call to your attention the fact that the Farm

to Market Road projects of this and past years made possible the releasing of sufficient Chapter 81 money to oil during 1938 approximately three miles of roads built from WPA funds.
Another project which was carried out by the WPA as an emergency project was the clean up after the hurricane. This probably saved the town in the neighborhood of $2,000 as most of this work must otherwise have been done with town funds.
A third project carried out by the WPA was the gypsy moth project. While this project is not as valuable to the town as the road projects, it has been more worthwhile than some of us realize. This project includes not only the suppression of the gypsy moth but also the control of the brown tail moth, tent caterpillars and other pests. In con- nection with this project a large amount of brush which harbors these pests has been cleaned up along our roadsides.
According to Mr. Briggs, our moth superinten- dent, the gypsy moth infestation has been greatly reduced during the past year. The destruction of these gypsy moths along the roadsides and woods bordering the road has greatly improved the ap- pearance of our roadsides as well as preserving the vigor of the trees and the condition of the foliage.
