I have made an audit of the collector's ac- counts for the period from Oct. 17, 1938 to Dec. 31, 1938. The books in the custody of the collector were examined. The collections were compared with payment to the treasurer, and the abatements were checked with the assessors' abatement slips. To verify the outstanding accounts, notices were sent to persons whose names appeared on the books as owing money to the town.

I submit herewith my report of an audit of the books and accounts of the collector of taxes of the Town of Berkley for the period from April 3 to October 17, 1938, made in accordance with the pro- visions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir :
In accordance with your instructions I have made an audit of the books and accounts of the col- lector of taxes of the town of Berkley for the period from April 3, 1938, the date of the previous audit, to October 17, 1938, the following report being sub- mitted thereon :
The audit of the collector's accounts was pre- ceded by an examination of a number of tax bills sent out by the collector to non-residents on account of their 1938 taxes. Twenty such tax bills were ex- amined and it was found that in each case the tax bill sent out was in excess of the amount of the tax committed by the assessors to the tax collector for collection. The overcharges thus made by the col- lector on the above mentioned twenty tax bills may be summarized as follows:

At the completion of the examination, the tax collector resigned and an audit of his accounts was made. The tax accounts outstanding at the time of the previous examination were audited, and the sub- sequent commitments of taxes were proved. The cash book additions were verified, the payments to the treasurer were compared with the treasurer's cash book, the abatements were checked to the as-

sessors' records of abatements granted, and the out- standing accounts were listed and proved.
The outstanding accounts were verified by mailing notices to all of the persons whose names appeared on the books as owing money to the town, the replies received thereto indicating that the ac- counts, as listed, are correct.
The total amounts outstanding on each of the several levies of taxes were given to the board of as- sessors for use in preparing the recommitment, and detailed lists of the taxes outstanding were obtained by the temporary collector for his use.
The surety bonds of the collector and the tem- porary collector were examined and found to be in proper form.
For the cooperation received from the several town officials during the progress of the investiga- tion and audit, I wish, on behalf of my assistants and for myself, to express appreciation.
