BERKLEY IN ENVIABLE CONDITION
The Town of Berkley is in an enviable financial condition. According to the State Auditor's Report dated December 11, 1943, the Town has a Surplus Rev- enue of $30,955.09, which amount is within $2,000.00 of the total tax commitment to the assessors for 1943. The final payment on the School House Note was made this past year so that the Town has no funded debt.
The tax situation of the Town has steadily contin- ued to improve. There are very few outstanding taxes over two years old. The less than two year old taxes are less than half what they were a few years ago.
Mr. George Tormey, assisted by Miss Bernice An- drews, has done a very efficient job in handling the administration of Public Welfare, Old Age Assistance and Aid to Dependent Children.
The cost of Public Welfare has continued to de- crease.
Because of the increased cost of living the budget allowance for Old Age Assistance has been somewhat increased. This will necessitate an increase in the Old Age Assistance appropriation for 1944.
The selectmen and finance committee have recom- mended that $10,000.00 of our surplus revenue be in- vested in War Bonds to build up a reserve for the Post War Program.
It would seem that it might be a good move for the Town at its annual meeting to elect a Post War Plan- ning Committee to plan a Post War Program for Berkley.

TOWN WARRANT
Article 1. To hear the report of the Finance Committee and act thereon.
Article 2. To act on reports of town officers.
Article 3. To see if the town will appropriate a sum of money for the Public Library including the dog fund.
Article 4. To fix the compensation of elected town officials for the ensuing year.
Article 5. To raise and appropriate sums of money for highways and bridges including an amount for bridge tender.
Article 6. To raise and appropriate a sum of money for salaries of Town officers, incidentals, in- terest,, fire department, public welfare, old age assist- ance, soldiers' relief and aid to dependant children.
Article 7. To raise and appropriate a sum of money for schools, including supplies, high school tu- ition, salary of superintendent, transportation schol- ars and repairs on buildings.
Article 8. To see if the town will vote to raise and appropriate definite sums of money for the admin- istration expenses including supplies for the various departments of the town or act thereon.
Article 9. To raise and appropriate a sum of money to be expended in suppressing the gypsy and brown tail moths, including private work.
Article 10. To choose a memorial committee and appropriate a sum of money for the same.
Article 11. To raise and appropriate a sum of money to be used in the cemetery and on the care of graves of soldiers and sailors.

Article 12. To raise and appropriate the sum of $689.32 for the Bristol County Tuberculosis Hospital maintenance and repair.
Article 13. To raise and appropriate a sum of money for snow removal and sanding in the year 1944.
Article 14. To see if the town will vote to raise and appropriate a sum of money for compensation in- surance for town employees or act thereon.
Article 15. To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money in anticipation of the revenue of the current fi- nancial year, and to issue a note or notes therefor, in accordance with the provisions of Chapter 14 of the General Laws as amended.
Article 16. To see if the town will vote to author- ize the treasurer, with the approval of the selectmen, to sell at such time or times as may be deemed to be of benefit to the town, certain parcels of land of low value taken by the town at a sale held under the pro- visions of Sections 79 and 80 of Chapter 60 of the Gen- eral Laws.
Article 17. To see if the Town will raise and ap- propriate a sum of money for mosquito control or act thereon.
Article 18. To see if the town will vote to raise and appropriate a sum of money for Civilian Defense or act thereon.
Article 19. To raise and appropriate a sum of money for certain unpaid bills of 1943 or act thereon.
Article 20. To see what action the town will vote to take in regard to raising and appropriating a sum of money for expenses of the Rationing Board, and act thereon.

Report of Agent of Board of Public Welfare

Gentlemen:
We believe it will be of interest to the citizens of the Town to learn that the total cost of Public Assist- ance through its four branches or categories of relief was $2,158.38 less in 1943 than in the preceding year in spite of the fact that Old Age Assistance payments were higher in 1942. There was no appreciable change in the case load as shown by the following figures:

The detailed statement of all receipts and expen- ditures is included in the usual excellent report of your Efficient Town Treasurer and need not be included here. However, a brief analysis of separate totals may be considered.
The figures will show that for Public Welfare (sometimes known as General Relief or Temporary Aid) the sum of $2,318.58 was spent as against $3,477.77 in 1942. Of this $2,318.58, nearly half ($1,074.08) was in- curred for hospital, medical or funeral expenses.
Of the total $2,318.58 the amount of $609.78 was charged to the State or to other cities or towns for per- sons aided here but legally settled elsewhere, or who were without legal settlement in the Commonwealth. All but $75.00 of the $609.78 has been collected and is in the hands of the Town Treasurer. The $75.00 is guar- anteed and will be paid. Net cost to the Town for Pub- lic Welfare $1,648.80.
Nothing was spent from the Soldiers' Relief ac- count. The appropriation of $200.00 went back into Town funds.

Old Age Assistance expenditures showed an in- crease particularly since September 8th, when new or revised laws passed by the last session of the State Leg- islature went into effect. These laws not only liberal- ized eligibility requirements, but guaranteed to all cli- ents of this category uniform consideration in the mat- ter of monthly allowances. All such grants must now be based on a budgetary guide issued by the State De- partment, and the actual living expenses as determined by those standards, less any income being actually re- ceived, must be met or State and Federal reimburse- ment might be withheld.
Some idea of the many changes may be formed by calling attention to the Manual of Rules and Proce- dures issued by the State Department on November 1, 1943, that contains 264 closely printed pages of rules and policies for study, direction and reference.
That our Old Age Assistance recipients might also know their rights and privileges under the new laws and regulations, we mailed to each of them a pamphlet containing the information. We also furnished appeal blanks which they were at liberty to use if, for any rea- son, they were not satisfied with our decisions or al- lowances.
Because we followed consistently since May, 1942, the State standards, we were not affected as much as we would have been had we followed the old methods of granting assistance, but the added expense warrants the request of increased appropriations as contained in the estimates submitted.
Aid to Dependent Children payments were $507.84 less than in the preceding year due to the fact that we held our case load to one case until the beginning of this year. We now have two cases and may increase this figure. Here, too, an increased appropriation is asked.
Administration costs for 1942 were $932.11; for 1943 they totaled $920.44.
This in brief is a summary of the work of the past year. May I include with this report my acknowledg- ment and appreciation of the assistance and coopera-

tion I have received in the discharge of my duties as Agent of your Board.
You, gentlemen, Selectmen and Members of the Board of Public Welfare, have invariably been kind and courteous and your supervision of my work and your sound advice and suggestions have assisted in making sound and equitable decisions. Please believe me when I say that it has been both a pleasure and a privilege to work with you, for you, and for the Town.
With the citizens of the Town, clients and others as well my contacts have been almost 100 per cent cor- dial and cooperative. I fully appreciate also the ad- vice and help of Town Treasurer Francis F. G. Andrews and the courtesy accorded me by your Finance Commit- tee when I have had occasion to meet with them.
In our work we have many contacts with the State Department of Public Welfare and I am sure you gen- tlemen will join with me in an acknowledgment of the helpful advice, thorough interpretation of the laws and gracious assistance given by our District Supervisor, Mrs. Herman C. Rowe of the New Bedford Office and our Area Visitor, Mr. David M. Kilroy.
Last, but by no means least, I extend my thanks to our Clerk, Miss Bernice Andrews, whose more than or- dinary efficiency, knowledge of required details and willingness to give unlimited service has rightly enti- tled her to a major portion of any credit due our efforts or any success we may have enjoyed.
