I submit herewith my report of an audit of the books and accounts of the town of Berkley for the period from September 25, 1941 to December 11, 1943, made in accordance with the provisions of Chapter 44, General Laws. This is in the form of a report made to me by Mr. Herman B. Dine, Assistant Director of Accounts.

Sir:
As directed by you, I have made an audit of the books and accounts of the town of Berkley for the period from September 25, 1941, the date of the previous exam- ination, to December 11, 1943, and report thereon as follows:
The financial transactions as recorded on the books of the several departments receiving or disbursing town funds or sending out bills for collection were examined and checked in detail.
The books and accounts of the town treasurer were examined and checked. The receipts were analyzed and compared with the records of the departments collecting money for the town and with the other sources from which money was paid into the town treasury. The pay- ments were checked with the warrants of the selectmen authorizing them, the cash book additions were verified. and the cash balance on December 11, 1943, was proved by actual count of the cash in the office, by reconcilia- tion of the bank balances with statements received from the banks of deposit, and by examination of the savings bank book.
The trust and investment funds in the custody of the town treasurer were examined and listed. The in- come was proved, and the transfers to the town were verified.
The recorded payments on account of maturing debt and interest were checked with the amounts falling due and with the cancelled securities on file.
The tax title deeds on hand were listed and the amounts transferred to the tax title account were veri- fied. The reported redemptions were checked with the receipts as recorded on the treasurer's cash book, the disclaimers were verified, and the tax titles on hand were listed, proved, and compared with the records in the Registry of Deeds.

Overlay deficits for the levies of 1936 and 1937, as shown on the balance sheet and aggregating $171.91, should be raised by the assessors in accordance with the provisions of Section 23, Chapter 59, General Laws, as amended.
It is recommended that the salary and compensa- tion of all elected officials be fixed annually by vote of the town in accordance with the provisions of Section 108, Chapter 41, General Laws.
The books and accounts of the collector of taxes were examined and checked. The tax and assessment ac- counts outstanding according to the previous examina- tion and all subsequent commitment lists were audited and proved with the assessors' warrants issued for their collection. The collections, as recorded, were checked, the payments to the treasurer were verified, the re- corded abatements were proved by comparison with the assessors' record of abatements granted, and the out- standing accounts were listed.
Verification of the outstanding accounts was made by sending notices to a number of persons whose names appeared on the books as owing money to the town and from the replies received it appears that the outstanding accounts, as listed, are correct.
Interest on deferred payments of taxes should be enforced in accordance with the provisions of Section 57, Chapter 59, and Section 2, Chapter 60A, General Laws, as amended.
It is recommended that complete records be kept of all departmental bills sent out for collection in order that the accounts receivable may be audited.
The town clerk's records of dog and sporting li- censes issued were checked and the payments to the State and the town were verified.
The surety bonds of the town officials required to furnish them for the faithful performance of their duties were examined and found to be in proper form.
General ledger accounts were compiled, the appro- priation accounts were analyzed and checked to the amounts voted by the town, and a balance sheet, which

is appended to this report, was prepared showing the financial condition of the town on December 11, 1943.
Appended to this report, in addition to the balance sheet, are tables showing a reconciliation of the treas- urer's and the collector's cash, summaries of the tax, assessment, and tax title accounts, together with tables showing the condition and transactions of the trust and investment accounts.
While engaged in making the audit, cooperation was received from all town officials, for which, on be- half of my assistants and for myself, I wish to express appreciation.

GENERAL INFORMATION
Entrance Age:
First grade registration in September of any year will be limited to those children who are at least six years of age or who will become six years of age on or before the following April first. There will be no ex- ceptions to this ruling. Registration must be during the first three weeks of school in September.
Birth Certificates:
Presentation of a birth certificate is required for entrance to first grade.
Vaccination :
Every child who enters school for the first time must present a certificate of vaccination or a statement from his physician that vaccination is inadvisable.
No School Information:
When weather conditions are such that our buses are unable to run, a no school notice will be broadcast at 7:00 A. M. and at regular intervals from radio station WEAN. Parents are urged to use their own good judg- ment about sending their children to school on stormy days. The fact that school is in session does not mean that attendance by all pupils is advisable.
Transportation :
The law requires that transportation be provided for pupils residing more than two miles from the school attended or more than one mile from the nearest bus stop. Many pupils living at lesser distances along estab- lished routes are tranpsorted if the seating capacity of the bus will permit. From time to time it is necessary to refuse transportation to some of these living under the required distance when our buses are filled to capac- ity with children living at a greater distance.

REPORT OF THE BERKLEY SCHOOL COMMITTEE
To the Citizens of Berkley:
On May 28, 1943, the Joint Committee of the Digh- ton-Berkley-Freetown-Gosnold Superintendency Union received and accepted with regret the resignation of E. Perley Eaton, for three years superintendent of schools in the district. To the superintendency the committee elected in June, John J. Rolfe, superintendent of schools in the Hinsdale-Windsor-Washington-Peru Union where he had served for four years.
The only change in the teaching staff was occa- sioned in November, 1942, when the committe accepted the resignation of Miss Barbara Allan, teacher at the Myricks School. To the vacancy thus created Miss Mary Magina of Taunton, a graduate of the State Teachers College at Bridgewater, was elected in April, 1943.
The schools of Berkley should be a source of pride for its citizens. Our boys and girls are adequately housed in comfortable, well equipped buildings. And, of more importance, we have a fine corps of teachers. With men teachers called to active service in the armed forces and women teachers in great demand, the committee feels that it is fortunate in retaining the regular staff during this period.
The committee would call attention to the report of the superintendent of schools. His treatment of the status of the educational program in our schools is worthy of careful consideration by all the townspeople.
The committee anticipates that $24,377.09 will be needed to cover the School costs for the ensuing year. Attention should be called to the state reimbursement which will amount to approximately $13,838.26 leaving a net cost of $10,538.83 to be borne by the town for the operation of its schools. It should be made clear that the reimbursement allowed by the state reverts directly to the town treasury and not to the school department.

The committee meets regularly on the Wednesday preceding the first and third Wednesday of each month. Townspeople should feel free to approach the committee and superintendent whenever they are concerned with matters pertaining to the schools.

REPORT OF THE SUPERINTENDENT OF SCHOOLS
To the School Committee and Citizens of the Town of Berkley :
I herewith submit my first annual report as Super- intendent of Schools for the Town of Berkley. The report contained herein is confined largely to the period from August first to December thirty-first, the time that has elapsed since I became your Superintendent of Schools.
PERSONNEL:
During the past year we have had but one change in our teaching staff. Miss Mary Magina of Taunton was elected to the position created by the resignation of Miss Barbara Allan at the Myricks School in November of 1942.
Berkley is indeed fortunate to have had but one va- cancy during the year. The town of Dighton had a teacher turnover of forty per cent last year. Replace-
ent of teachers will become more and more difficult during the next few years and we face the prospect of having to employ teachers of inferior ability as the sit- uation becomes more acute.
PUPIL ENROLLMENT:
The Berkley Elementary School enrollment is like- ly to remain fairly constant for a number of years unless we have considerable home building. Our average en- rollment is 21 pupils. At the present time there are 53 students from Berkley who attend the Dighton High School. Eight of them will graduate in June.
ATTENDANCE:
The school attendance law provides that all chil- dren between the ages of seven and sixteen must attend school if they are physically and mentally able to do so. The school superintendent at his discretion may issue an employment certificate or a home permit. Such cer- tificates or permits will be issued only to those children whose best interests will be served by such action. For-

mer superintendents have repeatedly set forth in the town reports the responsibility of the parents in regard to school attendance.
The number of parents who are willing and ready to steal from their children the opportunities of an ed- ucation is appalling. Since the opportunities for em- ployment have increased, many parents under the guise of patriotism have induced their children to leave school in order that more money may be forthcoming into the family pocketbook. Any parent who encourages a child to want to terminate his education is doing that child grave injustice unless the best interests of the school and the child himself will be better served thereby. The War Manpower Commission has repeatedly declared that the obligation and the responsibility of every boy and girl under eighteen years of age is in the school.
Parents must see to it that their children attend school on every day possible from the time the child enters the first grade. A large number of parents permit their children to be absent for such reasons as: He had to get a haircut; he had to buy a pair of shoes; mother did not get up in time; he went to bed late the night before; he had to feed the chickens. The more intelli- gent parents are sometimes the worst offenders. A child who is permitted to be absent at the whims of his par- ents will soon develop the attitude that school is not so important after all, and will soon be absenting him - self without their knowledge.
