REPORT OF THE FINANCE COMMITTEE
The total budget for 1957, as recommended by the Finance Committee, represents, at $135,532.36, an increase over last year's budget of $6,495.02. It is not possible at this date to accurately estimate the tax rate for this year based on this budget, due to a number of reasons. The "Cherry Sheet" from the State Division of Accounts is not yet available, the total valuation of the Town is not known, there will be a loss of revenue to the Town because of the change in the personal property tax laws. However, as a rough estimate, we believe that if this budget is voted, the rate will be approximately $2.00 higher than last year's rate of $70.00. We will try to have a more accurate estimate for the town meeting if the figures are available. Of course, any additional money voted on the annual town meeting warrant could change these figures considerably. ,
The increase in the total budget is due again this year to the budget of the School Department. The net increase in this department is $5,455.00, the largest single item being an increase of $3,099.00 in teacher's salaries. The over-all cost of welfare continues to show an encouraging downward trend.
The general financial condition of the town remains about the same. The Surplus Revenue Account as of December 31, 1956, as shown in the Treasurer's report, amounts to $56,330.79. The outstanding debt is $6,000.00 on the School Remodeling Loan and $7.000.00 on the Fire Station Loan. The Massachu- setts State Director of Accounts has certified that the amount of available funds, or "free cash", as of January 1, 1957 for the Town of Berkley is $35,393.93.

WARRANT FOR ANNUAL TOWN MEETING MARCH 11, 1957
ARTICLE 1 .- To hear the report of the Finance Committee, or act thereon.
ARTICLE 2 .- To act on the reports of the town officers.
ARTICLE 3 .- To see if the town will vote to authorize the treasurer, with the approval of the selectmen, to borrow money in anticipation of the revenue for the current financial year, and to issue a note, or notes, therefor, in accordance with the provisions of Chapter 44 of the General Laws, or act thereon.
ARTICLE 4 .- To see if the town will vote to authorize the selectmen to contract with the Department of Public Works and County Commissioners of Bristol County for the construc- tion and maintenance of the public highways for the ensuing year, or act thereon.
ARTICLE 5 .- To see if the town will vote to fix the salaries and compensation of all elective officers of the town as pro- vided by Section 108 of Chapter 41 of the General Laws as amended, as follows: Moderator, Selectmen, Auditor, Treas- urer, Collector, Assessors, Town Clerk, Town Clerk's Fees, Constables, Tree Warden, Highway Surveyor, Board of Public Welfare, School Committee, Library Trustees Chairman, and Burial Ground Commissioners, and raise and appropriate sums of money for same, or act thereon.
ARTICLE 6 .- To see if the town will vote to raise and appropriate sums of money for the following expense accounts, namely: Finance Committee Expense, Industrial and Develop ment Commission, Selectmen, Auditor, Treasurer, Collector, Assessors, Town Clerk, Planning Board, or act thereon.
ARTICLE 7 .- To see if the town will vote to raise and appropriate sums of money for the following departments, namely: Town Counsel, Elections, Registrations, Town Hall, Police Department, Fire Department, Tree Department, Sealer of Weights and Measures, Dog Officer, and Board of Health, or act thereon.

ARTICLE 8 .- To see if the town will vote to raise and appropriate a sum of money for a dental clinic, or act thereon.
ARTICLE 9 .- To see if the town will vote to raise and appropriate $200.00 to be expended in suppressing the gypsy and brown tail moth; also $508.67 for Dutch Elm Disease control, or act thereon.
ARTICLE 10 .- To see if the town will vote under the provisions of Section 4-A of Chapter 41, to authorize certain town boards to appoint one or more members to other positions and fix the salary for same, or act thereon.
ARTICLE 11 .- To see if the town will vote to raise and appropriate the sum of $3,075.00 for the town's share of Chapter 81 Highway Maintenance, and appropriate and transfer the sum of $11,275.00 from the excess and deficiency account to cover the State's share, said sum to be returned to the excess and deficiency account on receipt from the State, or act thereon.
ARTICLE 12 .- To see if the town will vote to raise and appropriate for Chapter 90 Highway Maintenance, the sum of $1,800.00, and to appropriate and transfer a sum of money from the Excess and Deficiency Account to cover the State and County shares, said sum to be returned to the Excess and Deficiency Account on receipt from the State and County, or act thereon.
ARTICLE 13 .- To see if the town will vote to raise and appropriate a sum of money, not exceeding $1,000.00 to be spent for Highway Repair, and/or reconstruction purposes on Bryant Street; independently of, or in addition to, any other highway maintenance program which the town may vote upon.
ARTICLE 14 .- To see if the town will vote to raise and appropriate sums of money for the following accounts, namely: Berkley-Dighton Bridge expense, road machinery account, and street lights, or act therecn.
ARTICLE 15 .- To see if the town will vote to raise and appropriate a sum of money for snow removal, sanding and snow fence, or act thereon.

ARTICLE 16 .- To see if the town will vote to raise and appropriate sums of money for General Relief, Old Age Assistance, Aid to Dependent Children, Disability Assistance, Welfare Administration, and Veterans' Services, or act thereon.
ARTICLE 17 .- To see if the town will vote to raise and appropriate a sum of money for the school department, or act thereon.
ARTICLE 18 .- To see if the town will vote to raise and appropriate a sum of money for the public library, and its basement, including the dog fund, or act thereon.
ARTICLE 19 .- To see if the town will vote to raise and appropriate sums of money for the following accounts, namely : Care of Berkley Common, Town Reports, Memorial Day, Care of Veterans' Graves, Myricks Building and Town Water, or act thereon.
ARTICLE 20 .- To see if the town will vote to raise and appropriate a sum of money for compensation insurance for town employees, or act thereon.
ARTICLE 21 .- To see if the town will vote to appropriate and transfer a sum of money from the Overlay Surplus Account to the reserve account, or act thereon.
ARTICLE 22 .- To see if the town will vote to raise and appropriate a sum of money to be used in the cemeteries, or act thereon.
ARTICLE 23 .- To see if the town will vote to raise and appropriate a sum of money to cover interest on loans, or act thereon.
ARTICLE 24 .- To see if the town will vote to pay the unpaid bills of previous years, and to see if the town will vote to appropriate a sum of money therefor, to be provided by taxation or by transfer of available funds.
ARTICLE 25 .- To see if the town will vote to raise and appropriate the sum of $569.73 for the Bristol County retire- ment assessment for the fiscal year of 1957, as certified to by the board of county commissioners, or act thereon.

ARTICLE 27 .- To see if the town will vote to close out the following special appropriations by transferring the balances in these accounts to the Excess and Deficiency Account: Town Boundary Marker Reset $16.00 Test Borings-Well Construction 53.62
ARTICLE 28 .- To see if the town will raise and appropriate a sum of money for an electric adding machine for the collector. The adding machine now being used by the collector to be turned over to the Town Clerk.
ARTICLE 29 .- To hear the report of the committee on the enlargement of the Berkley Fire Department for the Myricks section of Berkley.
ARTICLE 30 .- To see if the town will vote to raise and appropriate, and/or appropriate and transfer, and/or borrow a sum of money to construct and equip a fire station and obtain title to a suitable parcel of land on which to construct said fire station in the Myricks section of Berkley, or act thereon.
ARTICLE 31 .- To see if the town will vote to raise and appropriate, and/or appropriate and transfer a sum of money for the purchase of a new fire truck, including equipment. Truck and equipment must meet the approval of the New England Fire Insurance Rating Association, or act thereon.
ARTICLE 32 .- To see if the town will vote to appoint a committee of seven members, one to be the fire chief, to have complete power and authority to construct a fire station, obtain title to land and purchase truck and equipment, said committee to be appointed by the moderator or act thereon.
ARTICLE 33 .- To see if the town will vote to become a member of the South Eastern Regional Planning Board under the provisions of Chapter 40B of the General Laws or take any action thereto.

ARTICLE 34 .- To see if the town will vote to raise and appropriate the sum of $51.36 to cover expenses of joining the Regional Planning Board.
ARTICLE 35 .- By petition to see if the town will raise and appropriate the sum of $2,000.00 to be spent by the Planning Board for comprehensive master plan studies, and said sum to be raised and appropriated, or take any other action thereto.
ARTICLE 36 .- To see if the town would raise and appro- priate the sum of $1,000.00 to be used to repoint and waterproof the Berkley Grammar School.
ARTICLE 37 .- To see if the town will vote to establish a committee to study the needs of additional town by-laws, said committee to be appointed by the Board of Selectmen, and report back at some future Town Meeting, or act thereon.
ARTICLE 38 .- To see if the town will vote to raise and appropriate a sum of money for Civilian Defense purposes, or act thereon.
ARTICLE 39 .- To see if the town will vote to raise and appropriate a sum of money to be used for the modernization of the Public Library Heating System, or act thereon.
ARTICLE 40 .- To see if the town will authorize and direct the assessors to take a sum of money from available funds to reduce the tax levy for the current year, or take any action relative thereto.
ARTICLE 41 .- To see if the town will vote to raise and appropriate a sum of money to cover a deficit in the 1956 Chapter 81 Highway Maintenance Account.

SELECTMEN'S REPORT
We are pleased to report that the Town is in good finan- cial condition; the present outstanding debts being the School Heating System and the Fire Station notes.
During the past year approximately three thousand feet of roadway was constructed and oiled on Bryant Street. The interior of the Town Hall which has been in need of painting has been completed. A new Town Dump Site is presently under construction adjacent to the present dump on Bryant Street. We feel that under proper regulation and maintenance this dump ought to serve the needs of the Town's residents for many years.
The Welfare Budget calls for no increase in the Old Age Assistance and Disability Accounts, and decreases to the Aid to Dependent Children, General Relief, and Department of Veteran's Service Accounts.
We approve an increase of $800.00 to Chapter 90 Road Maintenance Account to complete the widening and resurfac- ing of Myricks Street from the Railroad Crossing to Church Street.
We recommend that a sum of $1,000.00 be made available to continue the construction and oiling of Bryant Street.
At the coming Annual Town Meeting several articles con- cerning the construction of a Fire Station and purchase of a Fire Truck for the Myricks section will be acted on. We feel that additional fire fighting equipment located in Myricks will immensely benefit that area, by furnishing better protection, as well as augmenting the Town's present equipment to control fires.
We would like to stress the importance of voters to attend Town Meetings and to express their views, for the appropria- tions votes at these meetings will decide the year's tax rate.
At this time we wish to express our appreciation to all who have co-operated with us in the conduct of the Town's business.

PLANNING BOARD REPORT FOR 1956
The Planning Board met every month during the year 1956 with an average of at least four members present at every meeting.
Requests from land owners to divide 17 parcels of land without requiring Planning Board approval under the Sub- division Control Law were received and it was determined in every case that approval under the Subdivision Control Law was not required and the Registry of Deeds was so notified in every case.
An effort was made without success to locate a proper permanent meeting place for the Planning Board.
Inquiries from out-of-State people as to the advantages of living in Berkley were answered.
The Planning Board worked in close co-ordination with the Selectmen to map out By-laws to present to the Town Meeting, including one for the establishment of a Board of Appeals, and for the establishment in the Town of Berkley of an Industrial Development Commission.
Much time was spent to try to carry out the wishes of many townspeople in preventing the extension or unwise relocation of the "Junk Yard" industry in the town of Berkley. The Board feels very strongly that additional By-laws should be enacted to give the Selectmen more rigid control over "Junk Yards" and that no new yards should be allowed to be established under any conditions.
Mr. Abilio de Oliveira Aguas has been very instrumental in obtaining the extreme momentum behind the Dighton Rock State Park project even to now obtaining sanction for the State to build a swimming pool here. We feel that the Park will soon be a well known and often visited National Shrine.
The Regional High School Building Committee has been supported in its efforts to bring better education to the children of Berkley.
It was voted by the Planning Board that all of the meet- ings and the minutes of their meetings should always be open to the general public.

The Board has consistently pushed for the establishment of a new town dump.
The members have been active with and Mrs. Effie Rob- bins is on the "Steering Committee" of the South Eastern Mass. Economic Conference.
The Massachusetts Department of Commerce officials have lead the discussion at two open public forum meetings this past year to further inform the townspeople on the respon- sibilities and duties of the Planning Board as well as other special subjects of vital interest to the people of Berkley.
Other projects which the Berkley Planning Board has worked on this past year include control of outside sewerage, the Assonet Steel Plant, arborization of roads, building codes, building permits, zoning, and the establishment of a program to get aid under the government's Title 7 program to make land "Base Map" studies of the Town.

Gentlemen:
This is to certify that the books and accounts of the town of Berkley were audited by the Bureau of Accounts, Depart- ment of Corporations and Taxation, as of November 24, 1956, at which time they were found to be correct with all funds properly accounted for.
The report will recommend that proceedings be started by the town treasurer to foreclose the rights of redemption on all tax titles held over two years, as required by law, and that action be taken by the tax collector to secure settlement of the delinquent taxes and motor vehicle and trailer excise of prior years.
A detailed report of the audit will be forwarded as soon as possible.
