This is my nineteenth and last annual report as town treasurer, and a little review may be in order.


Many changes have taken place in the town's financial affairs since 1938; such things as Blue Cross, federal withhold- ing taxes, and county retirement deductions were not dreamed of at that time.


The volume of town business has increased tremendously. In 1956 the cash taken in was approximately $185,000, while in 1938 the comparative figure is about $76,000. Payments were $191,000 in 1956 and $78,000 in 1938. These figures show that the volume of town business has increased about 250%, while the valuation has increased about 50% and the popula- tion only about 25%.


The number of records kept have necessarily increased and the amount of material on file takes up considerable space. It is my belief that it is well nigh impossible for one man to properly carry on the duties of this office as a part time posi- tion. For the past two years I have had the services of a part time clerk, and this is an arrangement which up to now has been working satisfactorily. The books and records in the treasurer's department are fully up to date and the only work now demanding special attention is that of foreclosing a number of tax titles.

About $82,000 in cash went through the collector's office in 1956. A town taking in this amount of money in taxes and excise should provide offices for the conduct of its business.


Again in 1956 time and effort was put into the collection of the outstanding taxes and excise, and the effort continues. In 1956 all the poll tax levies with the exception of 1956 were cleared, and the taxes represented by the outstanding balance of $22.00 at the year's end are in the hands of the deputy for collection.


Real estate levies for the years 1950, 1951, 1952 and 1953 were cleared in 1956; it was necessary in one case to commence suit against a taxpayer; the taxes sued for were paid with interest and costs when the trial was called in the District Court. Suit is now pending for the outstanding motor vehicle excise of 1950 and part of 1951, and the outstanding balances in the motor vehicle excise levies of 1952, 1953, 1954 and 1955 are in the hands of the deputy for collection.

ANNUAL REPORT


During the year, with the co-operation of the Board of Assessors, approximately fifty notices of non-payment of motor vehicle excises were sent to the Registry of Motor Vehicles for cancellation of registrations. The motor vehicle excise has become an important source of revenue in the last several years and taxpayers are reminded that excise bills are due and pay- able, and should be paid, within thirty days of the date of issue stamped on the bills. Unfortunately in 1956 many cards notify- ing the assessors of registrations of motor vehicles were very late in reaching them, otherwise a substantial addition to the amount collected and available to the town for use against the 1957 tax rate might have been noted. This however was a general condition throughout the state.


The detailed work in the collector's office is in large part made necessary by those few taxpayers who have to be pressed for payment in one way or another; and year in, year out, these are usually the same people. By far the greater number of tax- payers are prompt in their payments and to them I am grate- ful. I also wish to express thanks to all who during the year co-operated with me in the performance of my duties.

REPORT OF THE CHIEF OF THE FIRE DEPARTMENT

Gentlemen:


As your Chief of the Fire Department, I submit the fol- lowing report for the year of 1956:


During the year of 1956 there were a total of 39 fire calls answered by the Fire Department: 27 brush and grass fires, 12 building ( including chimney fires ), and the town dump was burned over twice.


I wish to take this opportunity to thank the residents of the town for their prompt action and cooperation with the Fire Department and also call their attention to the change in the RED NET FIRE CALL NUMBER 2-6354-have this number close to your telephone.


The fire extinguishers in the school library and Berkley church were inspected during the past year.


I wish to express my appreciation to the members of the Fire Department, Police Department, and all others who have cooperated in carrying out the duties of this office.

The books and accounts of the collector of taxes were examined and checked in detail. The collections as recorded were checked, the payments to the treasurer were verified, the recorded abatements, and the tax title accounts were verified, and the outstanding accounts were listed and proved.


The outstanding accounts were further verified by mailing notices to persons whose names appeared on the books as owing to the town, and from the replies received it appears that the accounts, as listed, are correct.

REPORT OF THE LIBRARY COMMITTEE

During 1936 the increase of maintenance for the building has cut into the funds available for the library, causing a sharp curtailment of purchases for the students' reference library.


It was necessary to ask for $500.00 to be used in repairing the front steps, which was granted and the work will be started as soon as weather permits.


It has been imperative to have repairs made to the heating system; however, the present system is not operating satisfac- torily and with the rising costs of coal it would be well to con- sider installation of an oil burner.


It was with regret that we noted the resignation of Mrs. Aguas as a member of the board.


The committee wish to express their appreciation to the Board of Selectmen for their splendid co-operation and help in securing a contractor to repair the steps.
