WARRANT FOR ANNUAL TOWN MEETING MARCH 11, 1963


ARTICLE 1. To hear the report of the Finance Com- mittee, or act thereon.


ARTICLE 2. To act on the reports of the town officers.


ARTICLE 3. To hear the report of the Town By-Law Committee, or take any action relative thereto.


ARTICLE 4. To see if the Town will vote to authorize the treasurer, with the approval of the selectmen, to bor- row money in anticipation of revenue for the current finan- cial year, and to issue a note, or notes, therefor, in ac- cordance with the provisions of Chapter 44 of the General Laws, or act thereon.


ARTICLE 5. To see if the Town will vote to authorize the selectmen to contract with the Department of Public Works and County Commissioners of Bristol County for the construction and maintenance of the public highways for the ensuing year, or act thereon.


ARTICLE 6. To see if the Town will vote to fix the salaries and compensation of all elective officers of the Town as provided by Section 108 of Chapter 41 of the Gen- eral Laws as amended, as follows: Moderator, Selectmen, Auditor, Treasurer, Collector, Assessors, Town Clerk, Con- stables, Tree Warden, Highway Surveyor, Board of Public Welfare, School Committee, Library Trustees Chairman, and Burial Ground Commissioners, and raise and appro- priate sums of money for same, or act thereon.


ARTICLE 7. To see if the Town will vote to raise and appropriate sums of money for the following expense ac- counts, namely; Finance Committee, Industrial Develop- ment Commission, Selectmen, Auditor, Treasurer, Collector, Assessors, Town Clerk, Planning Board, or act thereon.


ARTICLE 8. To see if the Town will vote to raise and appropriate sums of money for the following departments, namely: Town Counsel, Elections, Registrations, Town Hall, Police Department, Fire Department, Tree Department, Sealer of Weights and Measures, Dog Officer, Board of Health, Tax Title Expense and Civil Defense, or act thereon.


ARTICLE 9. To see if the Town will vote to raise and appropriate a sum of money to be expended in suppressing the gypsy and brown tail moth; also a sum of money for Dutch Elm Disease Control, or act thereon.

ARTICLE 10. To see if the Town will vote under the provisions of Section 4-A of Chapter 41, to authorize cer- tain town boards to appoint one or more members to other positions, and fix the salary for same, or act thereon.


ARTICLE 11. To see if the Town will vote to rescind the vote taken on September 11, 1961, on Article 4, author- izing the Selectmen to dispose of the Myricks School Build- ing, or act thereon.


ARTICLE 12. To see if the Town will vote to raise and appropriate a sum of money for the Town's share of Chap- ter 81 Highway Maintenance, and to authorize the treasurer, with the approval of the selectmen, to borrow money for the State and County shares, and to issue a note or notes therefor, in accordance with the provisions of Chapter 44 of the General Laws.


ARTICLE 13. To see if the Town will vote to raise and appropriate a sum of money for the Town's share of Chap- ter 90 Highway Maintenance, and to authorize the treasurer, with the approval of the selectmen, to borrow money for the State and County shares, and to issue a note or notes therefor, in accordance with the provisions of Chapter 44 of the General Laws.


ARTICLE 14. To see if the Town will vote to raise and appropriate a sum of money for Chapter 90 Berkley-Digh- ton Bridge Maintenance, and to authorize the treasurer, with the approval of the selectmen, to borrow money for the State and County shares, and to issue a note or notes therefor, in accordance with the provisions of Chapter 44 of the General Laws.


ARTICLE 15. To see if the Town will vote to raise and appropriate a sum of money to be spent for highway re- pair, and/or reconstruction purposes on Anthony Street; independently of, or in addition to, any other highway maintenance program which the Town may vote on.


ARTICLE 16. To see if the Town will vote to authorize the Selectmen to lay out and relocate a section of Anthony Street as a public way, or take any action relative thereto.


ARTICLE 17. To see if the Town will vote to raise and appropriate a sum of money for surveying and legal fees, expenses, relative to layout and relocation of a section of Anthony Street, or take any action relative thereto.

ARTICLE 18. To see if the Town will vote to raise and appropriate a sum of money to be spent for highway repair, and/or reconstruction purposes on Riverside Drive; inde- pendently of, or in addition to, any other highway main- tenance program which the Town may vote on.


ARTICLE 19. To see if the Town will vote to raise and appropriate, or transfer from available funds in the treasury, a sum of money for chapter 90 Highway Construc- tion, or take any action in relation thereto.


ARTICLE 20. To see if the Town will vote to authorize the Selectmen to contract with the Department of Public works and the County Commissioners to layout a section of South Main Street, beginning at the end of the 1962 layout and continuing to Elm Street as a chapter 90 Highway Re- construction Project, or take any action relative thereto.

ARTICLE 23. To see if the Town will vote to raise and appropriate a sum of money for Snow Removal, Sanding, and Snow Fence, or act thereon.

REPORT OF EMERGENCY FINANCE BOARD USE OF POST WAR FUND APPROVALS


May 15th, 1962


At a meeting of the Emergency Finance Board of the Commonwealth, held on the 15th day of May, 1962, a major- ity of said Board being present, the following vote was un- animously passed:


VOTED: To approve for the TOWN OF BERKLEY, in accordance with the provisions of Chapter 5 of the Acts of 1943, and the vote passed at the Annual Town Meeting held on March 12, 1962, the transfer of FOUR HUNDRED DOLLARS ($400.00) from the Post War Rehabilitation Fund to be used to "purchase and place on Berkley Com- mon a suitable stone as a Memorial to honor those who served our country from Berkley".

ANNUAL REPORT


REPORT OF THE BERKLEY FINANCE COMMITTEE


The total requests submitted to the finance committee for 1963 amounted to $301,496.86 an increase of $63,876.96 over 1962 requests. There are so many items the town has to raise such as schools, welfare, interest and principal on the town debts ,workmens compensation, retirement, that is frustrating when one tries to keep down expenses.


There were several good requests made to the committee that they just could not approve this year.


The chairmen would like to thank all the members of the committee. They all gave freely of their time on many occasions during the past year.

ANNUAL REPORT


REPORT OF SELECTMEN FOR 1962


The town continues to be in good financial condition at the present time. The many town departments remained within their operating budgets. In the welfare category a sizeable transfer of funds was necessary in medical aid to the aged, which also includes the Old Age Assistance Account.


Under our highway program, Plain Street, from Orchard Street to the Berkley-Taunton line was reconstructed and oiled. The reconstruction of a section of South Main Street, beginning at the Berkley-Freetown line, will start early in 1963. The first phase of this work will involve 3700 feet of reconstruction.
