REPORT OF THE CHIEF OF THE FIRE DEPARTMENT
To: The Board of Selectmen Town of Berkley
Gentlemen:
As your Chief of the Fire Department, I submit the fol- lowing report for the year 1962.
During the year of 1962 there were a total of 77 fire calls answered by the Fire Department, 28 ambulance calls, 19 trips to Morton Hospital in Taunton, 2 trips to Fall River Hospitals, 4 trips to rest homes with local people and 3 calls for the resuscitator.
The Fire Extinguishers in the schools, library and churches have been inspected during the past year, monthly fire drills are held during the school season under the su- pervision of a member of the fire department.
To the townspeople again I would like to call your atten- tion to the town ambulance that is under the supervision of the Fire Department, this is your ambulance and it is for the use of all residents of the town that require ambulance ser- vice, please remember that the personnel operating the ambulance are working people. Every effort will be made to handle emergency cases immediately and all other on their merits. In case you need the ambulance or the re- suscitator dial the FIRE TELEPHONE 2-6354 and every effort will be made to assist you.
I wish to take this opportunity to thank the residents of the town for their prompt action and cooperation with the Fire Department, also to express my appreciation to the members of the Fire Department, Police Department and all others who have cooperated and assisted in carrying out the duties of this office.

REPORT OF THE TRUSTEES OF THE BERKLEY PUBLIC LIBRARY
To the officers and townspeople of Berkley:
We are glad to report that we are going forward with our program of repair at the library. This year we have been able to have the outside trim and all window frames painted and windows reputtied. Two of the basement win- dows were replaced.
New draperies and suitable rods were installed in the hall.
During the past year the Brownies (two groups), Girl Scouts, Woman's Club, Tax-payers Association., Registrar of Voters, Planning Board and Berkley-Teens have used the hall for their various activities.
We would like to thank the Tax-payers Association for their gift of a fire-place set. It has been suitably inscribed with the name of the donor and the date. Besides enhancing the looks of the fire-place it has proved to be very useful.
Our thanks too, to Mr. and Mrs. Thomas Nelson for the gift of a metal file.
Our thanks and appreciation to all those who have helped with our library program, to the librarian and assistant for their untiring efforts to serve our patrons.
We hope that with your help and cooperation to be able to continue to improve our library services to the people of Berkley. We need your confidence and support.
We are grateful for the town appropriation and the State Aid Grant.

INDUSTRIAL DEVELOPMENT COMMISSION OF BERKLEY
ANNUAL REPORT
During the year 1962, the Industrial Development Com- mission of the Town of Berkley held five meetings.
The first three meetings were held in the basement of the Berkley Grammar School, and the last two Meetings were held in the Berkley Junior High School.
Mr. Benjamin Rose attended several meetings of the Regional Central Southeastern Massachusetts Economics Development Committee, as delegate of the Berkley In- dustrial Development Commission.
The meetings were well attended by all members of the Commission and the topics under discussion were varied and instructive. The Commission entertained a suggestion that a survey be made of all skilled laborers in the Town of Berkley.
The Commision discussed the erection of signs, locations to be used, the proper signs to be used to attract business and industry and the limitations to be used in the erection of signs in the town of Berkley.
The general discussion covered the Industrial require- ments and the methods to be used to induce new industry to locate in the town.

REPORT OF THE PLANNING BOARD
There were no new subdivisions in 1962 under the mean- ing of the Subdivision Control Law. There were only a few plans of land division or transfer requiring Planning Board review. With tax equalization a reality in 1963, it is con- ceivable that land and building construction may accele- rate considerably.
Three of our members attended Wheaton College this year where a short course was given in General Planning and Subdivision Control.
In the publication "A Regional Plan for Southeastern Massachusetts" prepared for the Southeastern Massachusetts Regional Planning District by their consultants, it is in- teresting to note that Berkley is described as having "only a minimal zoning by-law restricted to dimensional require- ments and lacking land use provisions." In the near future consideration should be given to the development and fin- ancing of a pilot or master plan for the town's growth which would indicate the need or lack of need for area zoning and land use control. Such a study is customarily prepared by professional consultants with up to three-quarters of the funds being supplied by the federal government.
There appears to exist a great need at present for a town inspector to facilitate enforcement of the provisions of the existing zoning by-law. Fees, derived from the issuance of building permits, could probably make this a self supporting program.
A joint meeting between the Planning Board and the town by-law committee resulted in proposals by both groups for additional town by-laws.
The Board has indicated that it is opposed to any increase in the number of automobile junkyards in the town at this time.

BERKLEY PUBLIC LIBRARY
To the Trustees and Townspeople of Berkley:
Once again it is a pleasure to bring to you the annual report of the library.
1962 Circulation: 18,569. An increase of 6,450 over 1961.
Adult borrowers, 183. Juvenile 326. Total 509. An in- crease of 86.
Volumes added: 414. By town purchase 159. By donation 255.
Our work with the school children was changed when the Junior High pupils attended, rather than the elemen- tary grades. We were able with the cooperation of the State Division at Boston and Fall River to borrow 164 additional books for these grades.
We are now trying to build up our own collection to an adequate number to take care of this situation. The help of Mr. Edward Peters and Mrs. Barbara Scherer is ap- preciated.
The following children have earned their State Reading Certificates during the year. Gail Bennett, Rosemary Buck- ley, Irene Caron, Betty Chew, Edward Crowninshield, Carol Fernandes, Ann Fournier, Donna Gouveia, Dawn LeCor- nec, Jason Miller, Marcia Mitchell, Deborah Raymond, Sharon Raymond, Douglas Stetson, Vincent Rose, Meryl Waterfield, Irene Paull, Robert Wirth, Linda Fisher, Her- bert Flint and Michael Flint.
We welcome the opportunity to help select the right books to earn these certificates and help young people improve their reading skill. Our congratulations to these children.
Several children have earned their Library Aid Pin by giving fifteen hours of service in the library.
Story Hours were held during the summer months and we enjoyed the best attendance of the past five years. Our thanks to those people who made it possible. Our special thanks to Mr. Gerald Flemming and Mrs. Ralph Hyde for the annual story hour pictures.
We have been fortunate in obtaining books through the Inter-Library-Loan at Taunton and New Bedford. Our thanks to Miss Ruth Synan and Mr. James Healey.

ANNUAL REPORT CIVIL DEFENSE
To the Board of Selectmen Town of Berkley
Gentlemen:
As your Director of Civil Defense, I submit the following report for the year 1962:
We have built a new Generator shed out of galvanized sheet metal and aluminum support bars. The generator has been installed in the shed and the power cables installed underground between the generator and the school build- ing. We have a 300 gallon gasoline supply underground hooked directly to the generator. We're now waiting for a double throw switch to be installed in the school. We hope to have the school covered by auxiliary power be- fore the end of February.
We carry a large tank of each of the following in the Rescue Truck-Oxygen; Compressed Air; and Acetylene Gas; also a cutting torch. We have purchased a chain saw, which is also carried in the Rescue Truck.
We have a Telephone Amplifier, which can be used for an intercom system in the school.
We hope to purchase more radio equipment and set up a better communication system at the control center next year, and also a couple more 2 way radios in cars.
I wish to thank all who helped Civil Defense this past year, and hope we get more volunteers and better coopera- tion next year.

ANNUAL REPORT OF THE DEPARTMENT OF PUBLIC WELFARE
The Annual Report of the Director of Public Welfare for the year ending December 31, 1962, is as follows:
AID TO DEPENDENT CHILDREN was granted to an average twenty eligible recipients, seven less than in the year 1961. Federal participation was the same as in the previous year, $20.50 for each eligible recipient regardless of the amount of assistance granted. It can be expected that the expenditures for the year 1963 will increase because the State Department of Public Welfare has directed local agencies to use a plan for more intensified services to the ADC clients.
The average caseload for OLD AGE ASSISTANCE was fifteen, four less than in the previous year. Federal partici- pation was increased from $49.80 to $54.00 per eligible case effective October 1, 1962. Transportation was increased from $4.00 to $5.00 per month.
It was the determination of the MEDICAL REVIEW TEAM of the Department of Public Welfare that the three applicants for DISABILITY ASSISTANCE were not per- manently and totally disabled. We had no persons eligible for this category of assistance during the year 1962.
MEDICAL ASSISTANCE FOR THE AGED was grant- ed to ten persons during the year 1963, three more than in the previous year. Expenditures for this category of as- sistance will continue to increase as those recipients who received Old Age Assistance, upon entering a licensed nurs- ing home are transferred to this program. Too, there was an increase in exemptions of legally liable children.
The GENERAL RELIEF caseload averaged six. This type of assistance is granted to those who do not meet the requirements for categorical assistance.

We are a member of the Taunton Police Radio Network and have five two-way radios and five receivers in use.
I thank the Selectmen, Police Officers, Firefighters, and all others for their excellent cooperation in carrying out the duties of the department.
