Any owner or keeper of a dog not duly licensed which becomes three months old after the thirty-first day of March in any year shall, whenever it is three months old, cause it to be registered, numbered, described and licensed until the first day of the ensuing April, as provided in Sections 128 and 129 of Chapter 102 of the Revised Laws as amended, and shall cause it to wear around its neck a collar distinctly marked with its owner's name and its registered number.
ATTENTION IS CALLED TO THE CHANGE IN THE LAW REGARDING THE TIME DOG LICENSES SHALL BE PAID ON OR BEFORE THE LAST DAY OF MARCH, INSTEAD OF THE LAST DAY OF APRIL.
The Town Clerk is prepared to furnish blanks for births and deaths, and calls particular attention to the laws in relation to returns within the first five days of each month of all births occuring during the preceding month.

ANNUAL TOWN MEETING, 1911
At a legal meeting of the inhabitants of the Town of Chelmsford qualified to vote in Town affairs, held pursuant to Warrant at the Town Hall, Centre Village, Monday, March 27, 1911, at 8 o'clock in the forenoon, the following business was transacted, to wit :
The meeting was called to order and the Warrant read by the Town Clerk, Edward J. Robbins.
Under Article I, to choose a Moderator, J. Adams Bartlett was unanimously elected, the check list being used, and the oath of office was administered by the Town Clerk.
Under Article 2, relating to the election of town officers by the official ballot, the following Clerks and Tellers previously appointed by the Selectmen were sworn by the Town Clerk. Ballot Clerks : John P. Scoboria, Lewis H. Jennison ; Tellers: Arnold C. Perham, Daniel E. Haley, James B. McQuaid, William E. O'Neil, William E. Martin, William H. Quigley, Emile E. Paignon, Jr. The ballot box was examined and found to be empty, the register indicating zero. The ballots were then delivered to the ballot clerks by the Town Clerk, he taking their receipt therefor. The polls were opened at 8.15 a. m. and the balloting proceeded until 1 15 p. m, when the polls were closed. The ballots as counted were 600 and the check lists corresponding. During the canvass of the ballots the following business was transacted.

Under Article 5, the Committee on Annual Appropria- tions reported the sums necessary in their judgment, which, as amended, it was voted to raise and appropriate as follows:

Under this article it was voted that the Town raise and appropriate the sum of three thousand dollars ($3,000.00) to cover deficit due on loans.
Under Article 6, voted that that the Town authorize the Treasurer to borrow, subject to the approval of the Selectmen, such sums of money, not to exceed thirty-five thousand dollars ($35,000.00), as may be required for the demands upon him, in anticipation of the taxes of the current year, and payable therefrom.
Under Article 7, voted to lay the article upon the table until action under Article 21.
Under Article 8, voted to raise and appropriate the sum of three hundred dollars ($300.00) for grading the grounds at the schools at North Chelmsford. 1
Under Article 9, voted to raise and appropriate the sum of fifteen hundred dollars $1,500.00) to be paid the North Chelmsford Fire District for hydrant service for the current year.

Under Article 10, voted to raise and appropriate the sum of one hundred twenty-five dollars ($125.00) for the observance of Memorial Day and that the Moderator appoint a committee of seven to co-operate with the Veteran's Association in making arrangements for the observance of the day. The following were appointed by the Moderator to act upon said committee: Walter Perham, Charles E. Bartlett, Edward B. Emerson, George F. White, Fred L. Fletcher, John B. Emer- son and Henry S. Ripley.
Under Article 11, to raise and appropriate the sum of two thousand dollars ($2,000 00) for sewerage at school-houses and Town Hall at North Chelmsford, it was voted to dismiss the article.
Under Article 12, relative to the distribution of the Town Reports among the voters eight days at least before the caucus, the article was dismissed.
Under Article 13, voted to raise and appropriate the sum of one hundred dollars ($100.00) for the completion of draining Mt. Pleasant Street at North Chelmsford.
Under Article 14, voted to raise and appropriate the sum of fifty dollars ($50.00) to prepare and make records of inter- ments made in the several cemeteries prior to 1910.
Under Article 15, voted that a committee of three be appointed to investigate and report at the next Annual Town Meeting in regard to the best means of providing better fire protection in that part of the Town known as Chelmsford Centre. Arthur M. Warren, George M. Wright and Edwin R. Clark were chosen to serve as the committee.
Under Article 16, voted that the Town raise and appro- priate the sum of three thousand dollars ($3,000.00) for the purpose of constructing a macadam road in some section of the Town, the selection of the location and entire charge of the work to be left in the hands of a committee of three, who shall be authorized to carry out the provisions of the article.

Fred A. Varney, William H. Shedd and Edwin C. Perham were chosen as the committee.
Under Article 17, voted to that the Town should carry out the provisions of the State Laws relative to the inspection of plumbing.
Under Article 18, voted to raise and appropriate the sum of five hundred and fifty dollars ($550 00) for the purpose of purchasing a power sprayer for the moth work department.
Under Article 19, voted to raise and appropriate the sum of three hundred and twenty-five dollars ($325.00) for the purpose of fencing the school house lot in East Chelmsford, said sum to be expended by the School Committee.
Under Article 20, voted that the Town provide telephone service for one constable at the Centre Village and one constable at North Chelmsford. The one in each section receiving the highest vote to have the service.
Under Article 21, relating to the adoption of By Laws, it was voted to dismiss the article.
Took up Article 7, voted that the Town authorize the . Selectmen to act as its agent in any suit or suits which may arise during the current year ; also in such other matters which may arise requiring, in their judgment, the action of such agent, and to employ counsel therefor.
Under Article 22, voted that the Town raise and appro- priate the sum of one hundred and twenty dollars ($120.00) for the service of a janitor at the North and Centre Fire Houses.
Under Article 23, voted that the Town raise and appro- priate the sum of two hundred dollars ($200.00) for the pur- pose of repairing the Canal Road, so called, at East Chelms- ford, said sum to be expended under the direction of the Selectmen.
Under the Article 24, voted that the square formed by

the junction of Westford and Worthen Streets be named Perham Park.
Under Article 25, voted that the Town raise and appro- priate the sum of two hundred and fifty dollars ($250.00) for free band concerts the present season in the several villages of the Town.
Under Article 26, voted that the Town accept a deed from Mrs. James McNally in her own right and as guardian of her minor children, of McEnally Street, James Street, John Street and Highland Ave , being all the streets shown on a plan entitled "Plan of Land in North Chelmsford, Mass.," surveyed for John McEnally, Smith and Brooks, Civil Engineers, such deed or deeds to be in form satisfactory to the Board of Selectmen (or to the Town Clerk).

SPECIAL TOWN MEETING, AUG. 7, 1911
At a legal meeting of the inhabitants of the Town of Chelmsford qualified to vote at elections and town affairs, held pursuant to Warrant at the Town Hall, Centre village, Monday, Aug. 7, 1911, at eight o'clock p. m., the following business was transacted :
In the absence of the Town Clerk, the meeting was called to order and the Warrant read by Eben T. Adams, Chairman of the Board of Selectmen. Paul Dutton was chosen to serve as clerk pro tem. and was duly sworn to perform the duties of the office.
Under Article 1, to choose a Moderator, J. Adams Bartlett was unanimously elected, the check list being used and the oath of office duly administered.
Under Article 2, voted that the $3,000.00 voted for macadam road construction at our last annual meeting be used, under the direction of the same committee chosen at that time for the purpose of making specific or other repairs on the Acton Road.
Under Article 3, voted that the committee appointed be authorized to contract for the construction of the road as voted under Article 2.
Under Article 4, pertaining to a ten year contract with the Lowell Electric Light Corporation for street lighting, the article was dismissed.
Voted to dissolve the meeting.

At a legal meeting of the inhabitants of the Town of Chelmsford qualified to vote at elections and in town affairs, held pursuant to Warrant at the Town Hall, Centre village, Monday, Sept. 18, 1911, at eight o'clock p. m., the following business was transacted : The meeting was called to order and the Warrant read by the Town Clerk.
Under Article 1, to choose a Moderator, J. Adams Bartlett was unanimously elected, the check list being used and the oath of office administered by the Town Clerk.
Under Article 2, the Moderator appointed Walter Perham and James P. Dunigan as Tellers and they were duly sworn. . It was then voted that the Board of Selectmen be and are hereby authorized to enter into a five year contract with the Lowell Electric Light Corporation for street lighting at the rate of $19.50 per light per year. 99 voted in favor and 61 opposed.
Under Article 3, voted to authorize the Selectmen to agree to indemnify the Commonwealth for any land or grade damages which may arise in construction of the Littleton Road.
At 10.15 p. m., voted to dissolve the meeting.

SPECIAL TOWN MEETING, FEB. 19, 1912
At a legal meeting of the inhabitants of the Town of Chelmsford qualified to vote at elections and in Town affairs, held pursuant to Warrant at the Town Hall, Centre Village, Monday, Feb. 19, 1912, at eight o'clock p. m., the following business was transacted. The meeting was called to order and the Warrant read by the Town Clerk.
Under Article 1, to choose a Moderator, J. Adams Bartlett was unanimously elected, the check list being used, and the oath of office was administered by the Town Clerk.
