To John E. Johnson, a Constable of the Town of Chelmsford.
GREETING:
In the name of the Commonwealth aforesaid you are hereby re- quested to notify and warn the legal voters of said Chelmsford to meet in their several Polling Places, viz .:
Precinct 1, Town Hall, Chelmsford Centre.
Precinct 2. Town Hall, North Chelmfsord.
Precinct 3. Historical Hall, West Chelmsford.
Precinct 4. School House, East Chelmsford.
Precinct 5, Liberty Hall, South Chelmsford.
Precinct 6, Golden Cove School House, Westlands.
on Monday, the SIXTH DAY OF FEBRUARY. 1928. being the first Monday in said month, at 12 o'clock noon, for the followng purposes:
To bring in their votes for the following officers:
Moderator for one year.
One Selectman for three years.
One Member of the Board of Puble Welfare for three years.
Town Treasurer and Collector of Taxes for one year.
One Assessor to fill an unexpired term for two years.
One Assessor for three years.
Tree Warden for one year.
One Member of the Board of Health for three years.
One School Committeeman for three years
One Park Commissioner to fill the unexpired term for one year.
One Park Commissioner for three years.
One Cemetery Commissoner for three years.
Two Trustees for Adams Library for three years.
One Insurance Fund Commissioner to fill an unexpired term for one year.
One Insurance Fund Commissioner to fill an unexpired term for One Constable for one year.
All on one Ballot.
The polls will be open from 12 m. to & p. m. and to meet in the Town Hall of Chelmsford Center on the following MONDAY. THE THIRTEENTH DAY OF FEBRUARY, 1928, at 9.30 o'clock in the fore- noon .then and there to act upon the following articles, viz .:
ARTICLE 1. To hear reports of Town Officials and Committees; or act in relation thereto.
ARTICLE 2. To raise and appropriate such sums of money as may be required to defray Town Charges for the current year.
ARTICLE 3. To see if the Town will authorize the Selectmen io act as its agent in any suit of suits which may mise during the current year: also in such other matters as may arise requiring in their judgment the action of such agent and to employ Counsel therefor.
ARTICLE 4. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in anticipation of the Revenue of the current financial year.

ARTICLE 5. To see if the Town will vote to appropriate from money already in the hands of the Treasurer, a sum not exceeding two thousand dollars ($2000.00) to be used as a Reserve Fund at the discretion of the Finance Committee, as provided by law, Gen- eral Laws Chapter 40, Section 6: or act in relation thereto.
ARTICLE 6. To see if the Town will vote to raise and appropriate the . sum of four hundred dollars ($400.00), or what other sum for State Aid: or act in relation thereto.
ARTICLE 7. To see if the Town will vote to appropriate from money already in the hands of the Treasurer, a sufficient sum with which to meet unpaid bills of 1927; or act in relation thereto.
ARTICLE 8. To see if the Town will vote to authorize the Selectmen to contract with the Lowell Electric Light Corporation for the fol- lowing additional lights, and will raise and appropriate sufficient money to meet the expense thereof, viz .:
Four lights on Proctor Road:
Five lights on Carlisle Road:
Two lights on Coolidge Street ;
One light on Pine Hill Road:
One light on First Street;
Five lights on Richardson Road:
or act in relation thereto.
ARTICLE 9. To see if the Town will vote to accept Manning Road as laid out by the Selectmen as shown in their report duly filed in the office of the Town Clerk; or act in relation thereto.
ARTICLE 10. To see if the Town will vote to accept the relocation of High Street as laid out by the Selectmen as shown by their re- port duly field in the office of the Town Clerk: or act in relation thereto.
ARTICLE 11. To see if the Town will vote to accept Manahan Street so called, as laid out by the Selectmen as shown in their report duly filed in the office of the Town Clerk, or act in relation thereto.
ARTICLE 12. To see if the Town will vote to accept and allow War- ren Avenue to be laid out by the Selectmen for a distance of two hundred and twenty feet easterly from the end of that part of Warren Avenue that is now an accepted street, or act in relation thereto.
ARTICLE 13. To see if the Town will vote to instruct the Selectmen to lay out that part of the Ledge Road so-called, situated on the northwesterly side of the Dunstable Road; beginning at a point approximately one mile and a half from Vinal Square; or act in relation thereto.
ARTICLE 14. To see if the Town will vote to raise and appropriate the sum of Five Thousand Dollars ($5000.00) or some other sum for the purpose of completing construction of Acton Road, so-called, two-thirds of the expense to be borne equally by the Commonwealth and County of Middlesex, namely Five Thousand Dollars ($5000.00) from the said County; or act in relation thereto.
ARTICLE 15. To see if the Town will vote to raise and appropriate one thousand dollars ($1000.00) or some other sum for the pur- pose of graveling and oiling part of the Old Westford Road, so- called, two-thirds of the expense to be borne equally by the Con- monwealth and County of Middlesex; or act in relation thereto.
ARTICLE 16. To see if the Town will vote to raise and appropriate the sum of Twenty-five Hundred Dollars ($2500.00) or some other sum for the purposes of reconstructing Newfield Street: or act in relation thereto.

ARTICLE 17. To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3000.00) or some other sum for the purpose of constructing a shed at the rear of the Town Hall ,at the Centre Village for the use of the Highway Deparment; or act in relation thereto.
ARTICLE 18. To see if the Town will vote to raise and appropriate the sum of one hundred and fifty dollars ($150.00) or some other sum for the purpose of purchasing a plan Cabinet for the Town Clerk's office; or act in relation thereto.
ARTICLE 19. To see if the Town will vote to raise and appropriate the sum of Twelve Hundred Dollars ($1200.00) or some other sum for the purpose of grading a portion of the grounds of the West- lands School: situated on the Dalton Road, the same to be expended under the supervision of the Board of Selectmen: or act in relation thereto.
ARTICLE 20. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500.00) or some other sum for a well and equipment to be located in the village of South Chelms- ford; or act in relation thereto.
ARTICLE 21. To see if the Town will vote to accept Section 25 A, Chapter 14 of the Acts of 1921, which reads as follows: "In Towns which accept this section the Assessors may appoint and remove citizens the Town as assistant Assessors, who shall, sub- ject to the supervision of the Assessors, act assistant Assessors of the Town and shall have all necessary powers there- for. In this section the word towns shall not include cities." Or act in relation thereto.
ARTICLE 22. To see if the Town will vote to dispose of the Howe Hand Fire Pumper: or act in relation thereto.
ARTICLE 23. To see if the Town will vote to raise and appropriate the sum of three hundred dollars ($300.00) or some other amount and elect a Director, the money to be expended by, and the Di- rector to serve in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the provisions of Section 40 to 45, Chap- ter 128 General Laws of Massachusetts; or act in relation thereto.
ARTICLE 24. To see if the Town will vote to raise and appropriate the sum of Three Thousand Dollars ($3000.00) or some other sum for the purpose of completing the grading, grassing and improving of the Common, at the Centre Village; or act in relation thereto.
ARTICLE 25. To see if the Town will vote to reserve the fence sur- rounding the Common at the Centre Village; or act in relation thereto.
ARTICLE 26. To see if the Town will vote to raise and appropriate the sum of Fifty Dollars ($50.00) for the purpose of purchasing a flag for the Centre Village; or act in relation thereto.
ARTICLE 27. To see if the Town will vote to raise and appropriate Nine Thousand Dollars ($9000.00) or some other sum for the pur- pose of widening, making alterations and purchasing certain build- ings at Vinal Square in that part of Chelmsford called North Chelmsford; or act in relation thereto.
ARTICLE 28. In the event of an affirmative vote under Article 27 in the Warrant for the Annual Town Meeting, February, 1928, to see if the voters will authorize and empower the Board of Selectmen to exchange the buildings, to be obtained from Sigmund Rostler, in accordance with said Article 27, for land owned by James S. Wotton and others; or act in relation thereto.

ARTICLE 29. To see if the Town will vote to raise and appropriate the sum of Twenty-six Hundred Dollars ($2600.00) or some other sum, for the purpose of purchasing two parcels of land comprising about two and one-half acres, adjoining the school property at East Chelmsford on the easterly side of Carlisle Road. Said land to be used by the Town for school purposes; or act in relation thereto.
ARTICLE 30. To see if the Town will vote to raise and appropriate the sum of Fifteen Hundred Dollars ($1500.60) or some other sum for the purpose of installing a flush toilet system at the South Chelmsford School House, so-called the money to be expended un- der the supervision of the School Committee; or act in relation thereto.
ARTICLE 31. To see if the Town will vote to accept Section 97 of Chapter 41 of the General Laws, with Amendments thereto. Said Section of the General Laws reads as follows: "In towns which accept this section or have accepted corresponding provisions of earlier laws there shall be a police department established under the direction of the Selectmen, who shall appoint a Chief of Police and such other police officers as they deem necessary, and fix their com- pensation in an amount not in the aggregate exceeding the annual appropriation, therefor. The Selectmen may make suitable regu- lations governing the police department and officers thereof, and in towns which are not subject to provisions of Chapter 31 to the contrary may remove the Chief and other officers at pleasure. The Chief of police shall be in immediate control of all Town property used by the department, and of the police officers, who shall obey his orders." Or act in relation thereto.
ARTICLE 32. To see if the Town will vote to have a light now located on the northerly side of the entrance to Brick Kiln Road at Gor- ham Street relocated at the original location, namely at the inter- sections of Brick Kiln Road and Carlisle Road; or act in relation thereto.
ARTICLE 33. To see it the Town will vote to raise and appropriate the sum of one hundred and fifty dollars (150.00) for the purpose of repairing the flagpole at the Centre Village; or act in relation thereto.
ARTICLE 34. To see if the Town will vote to accept from Fred E. Varney M. D., the gift of a certain lot of land, to wit: Lots num- bered 147, 166 and 136 on a plan of land entitled. "Plan of land in North Chelmsford, Mass., belonging to Thomas J. Adams Est. and Charles W. S. Adams, scale 100 ft. to an inch, surveyed July and September, 1892, by Melvin B. Smith, C. E., with additions to No- vember, 1902, by Smith and Brooks Co., C. E.'s and additions to August, 1919, recorded with the Middlesex North District Registry of Deeds, Book of Plans 44, Plate 17; subject to the express reser- vation and conditions that said land is to be forever kept opin as and for a public playground or recreation center under the pro- visions of Chapter 45, Section 14 of General Laws, and that such playground be named and known as, "The Varney Playgrounds"; or act in relation thereto.
ARTCLE 35. To see if the Town will vote to sell and convey the land and buildings situated on the easterly side of the North Road, in the Center Vllage and generally known as the Old Grammar School; or act in relation thereto.
ARTICLE 36. To see if the Town will vote to appoint a Committee to investigate the advisability of relocating Central Square; or act in relation thereto.

ARTICLE 37. To see if the Town will vote to instruct the Selectmen . to negotiate with the Massachusetts Department of Public Works for the purpose of having the said state take over and assume con- trol of the following ways: Boston Road from Billerica Line to Warren Ave., North Road from Princeton Street to Crosby Street; or act in relation thereto.
ARTICLE 38. To see if the Town will authorize the Selectmen to ne- gotiate with the Lowell Electric Light Corporation with reference to the abandonment of certain lights as recommended by the Selectmen in their report under Article 1 for the Annual Town Meeting February 13, 1928; or act in relation thereto.
ARTICLE 39. To see if the Town will vote to accept from the Stand- ard Oil Company of New York the gift of a certain lot of land situated on the westerly side of Boston Road at the southeasterly termination of a curve formed by the intersection of said Boston Road and Acton Road, and more particularly described on a plan of land recorded with the Middlesex North District Registry of Deeds, Plan Book 50, Plan 19. Subject to the expressed condition that the said Town of Chelmsford shall lay out and construct a highway upon the described premises and shall cover the said highway with a hard finished surface within one year from the date hereof, and upon the further expressed condition that if the said Town shall at any time fail to maintain or keep in repair after the said one year from date of deed, the said premises, or the part not maintained or kept in repair shall revert to and become the property of the grantor free and discharged from the easement therein granted. Reserving the fee of the said property and the right to use the same for all purposes which do not interfere with the use of the said easement for street or highway purposes; or act in relation thereto.
AND YOU ARE DIRECTED to serve this Warrant, by posting at- tested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford and West Chelmsford and at the School House, East Chelmsford and the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the first meeting aforesaid.
HEREOF FAIL NOT, and make return of this Warrant, with your doings thereon to the Town Clerk, at the time and place of holding this meeting aforesaid.

BUSINESS MEETING FEBRUARY 13, 1928
At a legal meeting of the inhabitants of the Town of Chelmsford qualified to vote in Town affairs held pursuant to Warrant duly posted, at the upper Town Hall at Chelmsford Centre, Monday, February 13, 1928 at 9.30 A. M. the following business was transacted, to wit:
The meeting was called to order by Moderator Walter Perham and on a motion made by Selectman Robert W. Barris it was voted to waive the reading of the Warrant by the Town Clerk.
Under Article 1. It was voted to accept the Town Report as printed with corrections of typographical errors.
Under Article 2. It was voted to raise and appropriate the follow- ing sums of money to defray Town charges for the current year.
