To John E. Johnson, a Constable of the Town of Chelmsford.


GREETING:


In the name of the Commonwealth aforesaid you are hereby re- quested to notify and warn the legal voters of said Chelmsford to meet in their several Polling Places, viz .:


Precinct 1, Town Hall Chelmsford Centre.


Precinct 2., Town Hall, North Chelmsford.


Precinct 3, Historical Hall, West Chelmsford.


Precinct 4, School House, East Chelmsford.


Precinct 5, Liberty Hall, South Chelmsford.


Precinct 6, Golden Cove School House, Westlands.


on Monday, the Fourth Day of February, 1929, being the first Mon- day in said month ,at 12.00 o'clock noon, for the following purposes:


To bring in their votes for the following officers:


Moderator for one year.


One Selectman for three years.


One member of the Board of Public Welfare for three years.


Town Treasurer and Tax Collector for one year.


One Assessor for three years.


One Tree Warden for one year.


One member of the Board of Health for three years.


One School Committeeman for three years.


One Park Commissioner for three years.


One Cemetery Commissioner for three years.


One Cemetery Commissioner for two years (to fill unexpired term.) Two Trustees for Adams Library for three years.


One Insurance Fund Commissioner for three years.


One Constable for one year. All on one ballot.


The polls will be open from 12.00 M. to 8.00 P. M., and to meet in the Town Hall of Chelmsford Centre on the following: MONDAY, THE ELEVENTH DAY OF FEBRUARY, 1929, at 9.30 o'clock in the fore- noon, then and there to act upon the following articles, viz .:


ARTICLE 1. To hear reports of Town officers and committees; or act in relation thereto.


ARTICLE 2. To raise and appropriate such sums of money as may be required to defray Town charges for the current year.


ARTICLE 3. To see if the Town will authorize the Selectmen to act as its agent in any suit or suits which may arise during the cur- rent year; also in such other matteers as may arise requiring in their judgment the action of such agent, and to employ counsel therefor.


ARTICLE 4. To see if the Town will authorize the Treasurer, with the approval of the Selectmen. to borrow money in anticipation of the revenues of the current financial year.


ARTICLE 5. To see if the Town will vote to appropriate from money already in the hands of the Treasurer a sum not exceeding Two Thousand Dollars ($2000) to be used as a reserve fund at the dis- cretion of Finance Committee, as provided in General Laws, Chap- ter 40, Section 6; or act in relation thereto.

ARTICLE 6. To see if the Town will vote to raise and appropriate the sum of Four Hundred Dollars ($400), or what other sum, for State Aid; or act in relation thereto.


ARTICLE 7. To see if the Town will vote to appropriate from money already in the hands of the Treasurer, a sufficient sum with which to meet unpaid bills of 1928; or act in relation thereto.


ARTICLE 8. To see if the Town will vote to authorize the Selectmen to contract with. the Lowell Electric Light Corporation for the fol- lowing additional lights, and will raise and appropriate sufficient money to meet the expense thereof, viz .:


Six lights on Carlisle Road.


Four lights on Old Westford Road.


Five lights on Richardson Road.


Seven lights on Hunt Road. Three lights on Manning Road.


Three lights on Oak Knoll Avenue.


Three lights on the Dunstable Road.


Four lights on the Robbins Hill Road.


Six lights on Proctor Road. One light on Littleton Road.


Six lights on the Pine Hill Road.


One light on Bridge Street.


Or act in relation thereto.


ARTICLE 9. To see if the Town will vote to accept John Street as laid out by the Selectmen as shown by their report duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 10. To see if the Town will vote to accept James Street as laid out by the Selectmen as shown by their report duly filed in the office of the Town Clerk; or act in relation thereto.


ARTICLE 11. To see if the Town will vote to accept Larkin Avenue as laid out by the Selectmen as shown by their report duly filed in office of the Town Clerk; or act in relation thereto.


ARTICLE 12. To see if the Town will vote to raise and appropriate the sum of Twenty-five Hundred Dollars ($2500), or some other sun, for the purpose of constructing a cement bridge on Billerica Street and the aproaches thereto; two-thirds of the expense of said con- struction to be borne equally by the County and Commonwealth: or act in relation thereto.


ARTICLE 13. To see if the Town will vote to raise and appropriate the sum of One Thousand Dollars ($1000), or some other sum, for the purpose of continuing reconstruction of the Old Westford Road, so- called; two-thirds of the expense to be borne equally by the County and Commonwealth; or act in relation thereto.


ARTICLE 14. To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars ($300), or some other amount and elect a Director, the money to be expended by, and the director to serve in co-operation with, the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Ex- tension Service, under the provisions of Sections 40 to 45, Chapter 128, General Laws of Massachusetts.


ARTICLE 15. To see if the Town will vote to raise and appropriate the sum of Forty Dollars ($40) for the purpose of purchasing a flag for use at the Common in the North Village; or act in relation thereto.


ARTICLE 16. To see if the Town will vote to raise and appropriate the sum of Eleven Hundred Dollars ($1100) for the purpose of pur- chasing for the Highway Department a new gravel loader and to authorize the transfer to the seller the old gravel loader as part pay- ment thereof; or act in relation thereto.


ARTICLE 17. To see if the Town will vote to authorize the Selectinen to sell land now owned by the Town situated on the Northerly side of Middlesex Street, easterly of Riverside Cemetery, in that part of Chelmsford called North Chelmsford; or act in relation thereto.

ARTICLE 18. To see if the Town will vote to appropriate from money already in the hands of the Treasurer the sum of Six Hundred Dol- lars ($600), to provide for wiring and fixtures in the Adams Library; or act in relation thereto.


ARTICLE 19. To see if the Town will vote to appoint and authorize a committee to formulate plans for a celebration to be held on the Town of Chelmsford's 275th Anniversary in the year 1930; or act in relation thereto.


ARTICLE 20. To see if the Town will vote to raise and appropriate the sum of Six Hundred Dollars ($609), or some other sum, for the purpose of surfacing and grading the grounds of the "Westlands School," situated on the Dalton Road; or act in relation thereto.


ARTICLE 21. To see if the Town will vote to amend the present By- Laws by inserting in place of Article S, said Article 8 having been disapproved by the Attorney General, the following Article:


"That for the construction of a new sidewalk or the reconstruc- tion of a sidewalk with material of more permanent character than that with which it was originally constructed the board making the order shall assess fifty per cent of the cost upon abutting estate, but the total assessment upon any individual estate' sholl not ex- ceed one per cent of the value thereof as fixed by the last preceed- ing annual assessment for taxes."


This By-Law is made to conform with Section 26, Chapter 83, of the General Laws, or act in relation thereto.


ARTICLE 22. To see if the Town will vote to raise and appropriate the sum of Fifteen Hundred Dollars ($1500), or some other sum with which to construct a concrete sidewalk with stone curbing at locations to be selected by the Board of Selectmen and the money to be expended by the Board of Selectmen; or act in relation there- to.


ARTICLE 23. To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing a concrete side- walk with stone curbing on Billerica Street so-called to be located as follows: Beginning at the termination of the present concrete sidewalk on the North side of Billerica Street and running in an easterly direction a distance of 1209 feet. Said walk to be six feet in width: or act in relation thereto.


ARTICLE 24. To see if the Town will vote to raise and appropriate the sum of Eighty-two Dollars and Fifty Cents ($82.50) for the purpose of indemnifying Edward Dryden for injuries received and loss of services because of injuries received at the Wilson fire on July 8, 1928; or act in relation thereto.


ARTICLE 25. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500), for the purpose of pur- chasing three five alarm boxes from the Gamwell Fire Alarm Com- pany, which are now installed in the North Village; or act in rela- tion thereto.


ARTICLE 26. To see if the Town will vote to raise and appropriate a sum of money not to exceed Three Hundred Dollars ($309) for the purpose of grading the grounds at the fire house in East Chelms- ford; or act in relation thereto.


ARTICLE 27. To see if the Town will vote to raise and appropriate the sum of Three Hundred Dollars for the purpose of gravelling and resurfacing Albina Street; or act in relation thereto.


ARTICLE 28. To see if the Town will vote to raise and appropriate the sum of Four Thousand Dollars ($4000), or some other sum, for the purpose of installing a toilet system in the old Princeton Street School Buildings; or act in relation thereto.


ARTICLE 29. To see if the Town will vote to raise and appropriate the sum of Three Thousand Forty-five Dollars ($3045), or what other sum, for the purpose of paying for the cost of repairs made at the East Chelmsford Grammar School and to pay for whatever re- pairs that may be necessary to put the said school house in proper condition; or act in relation thereto.

ARTICLE 30. To see if the Town will vote to raise and appropriate the sum of Fourteen Hundred Dollars ($1400) for the purpose of in- stalling an oil burning system in the Chelmsford High School Build- ing; or act in relation thereto.


ARTICLE 31. To see if the Town will vote to raise and appropriate the sum of Two Thousand Dollars ($2000) for the purpose of im- proving the Varney Playgrounds at North Chelmsford; or act in relation thereto.


ARTICLE 32. To see if the Town will vote to authorize and empower the Board of Selectmen to accept a deed in behalf of the Town from the United Statees Worsted Corporation containing a pro- vision that a right of way different from the one therein granted and different from the one now in use may be substituted by the said United States Worsted Corporation at any time in the future at its election; ro act in relation thereto.


ARTICLE 33. To see if the Town will vote to raise and appropriate the sum of Fifteen Hundred Dollars ($1500). or what other sum, for the purpose of purchasing a tract of land consisting of about 15 acres more or less situated westerly of the Richardson Road, southerly and northerly of Fish Road, so-called, in that part of Chelmsford, called North Chelmsford, for the purpose of a municipal dump; or act in relation thereto.


ARTICLE 34. In an event of an affirmative vote under Article 33, to see if the Town will vote to raise and appropriate the sum of Two Hundred Dollars ($200) for the purpose of cutting brush, trees, and otherwise putting the dump and its approaches in proper condi- tion for use; or act in relation thereto.


AND YOU ARE DIRECTED to serve this WARRANT by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford and West Chelmsford, and at the School House, East Chelmsford, and at the Golden Cove School House, Westlands, seven days at least before the time appointed for holding the first meeting aforesaid.


HEREOF FAIL NOT, and make return of this WARRANT. with your doings thereon, to the Town Clerk, at the time and place of hold- ing the first meeting aforesaid.

ANNUAL TOWN MEETING February 11th, 1929


At a legal meeting of the Inhabitants of the Town of Chelmsford qualified to vote in Town affairs held pursuant to Warrant duly posted, the meeting was held at the upper town hall, at Chelmsford Centre, on Monday, Feb. 11, 1929, at 9.30 a. m., and the following business was trans- acted :

Under Article 1. To hear the reports of the Town officers and com- mittees,


It was voted to accept the Town Report as printed with typograph- ical errors corrected.


The following report was made by Herbert C. Sweetser for the committee appointed to construct and equip a well at South Chelmsford: The committee appointed to construct a well and equip the same at South Chelmsford, have attended to that duty. After the well was lo- cated on the westerly side of the Acton Road opposite the park, bids were called for and the contract was awarded to Frank M. Banks, of Acton, Mass. The well is now complete and equipped with a deep well pump, the stone trough was moved from the old well to the new, and placed on a cement foundation. Analysis of the water proved it to be good for drinking and domestic purposes.

Roy Clough reported for the committee on improving the common at Chelmsford Centre, as follows:


The committee appointed on improving the common at Chelmsford Centre cannot at this time make a final report as the contract on this work will not be completed until the fall of this year.


This report was accepted as a report of progres ;.


George Rigby reported for the committee appointed to report on "The advisability of relocating Central Square,' as follows:


This committee asks for further time to study these conditions and asks that they report at the next Annual Town Meeting, and it was 30 voted.


George Rigby reported for the Selectmen on "Surveying the street lighting system," as follows: The Selectmen ask for further time in this matter, and it was so voted.


Frank J. Lupien reported for the committee appointed to investi- gate school housing conditions at North Chelmsford as follows:


This committee have done nothing since making its last report and do not feel that business conditions warrant any radical change for a few years to come.


This report was accepted and placed on file.


Town Clerk Harold C. Petterson read a report submitted by the new grade school building committee, as follows:


"At the Annual Town Meeting held on Monday, Feb. 9, 1925, a com- mittee comprising of Charles H. Clough, Thomas H. Varnum, M. Edward Riney, F. Vincent Kelley, and William E. Belleville, were appointed to purchase land, construct, equip, furnish and grade the grounds around a new school building, this new school building was completed as voted by the Town, the appropriation for said building was $144,725.00, of this amount $96,144.43 was expended in 1925, $48,211.12 was expended in 1926, $270.00 was expended in 1927, and $162.00 was expended in 1928, leaving a balance of $37.45. .


The school committee have used this building for school purposes since Sept. 1926 and we believe that this is one of the best of school buildings in this county and We ask at this time that the voters act upon this report and that this committee be discharged.

George Rigby reported for the Selectmen regards the state taking over the Boston and North roads so-called, as follows:


That the Selectmen had petitioned the state in conjunction with the Town of Billerica to take over as state highways the Boston Road and the North Road and that they were awaiting a hearing on this matter with the state highway officials.


Under Article 2. On a motion made by J. C. Monahan it was voted to postpone this article until after the noon recess, 1 p. m.


Under Article 3. On motion made by Ralph P. Adams, it was voted; to authorize the Selectmen to act as its agent in any suit or suits and to employ counsel to defend and prosecute such suit or suits or claims that may arise.


Under Article 4. On a. motion made by Ralph P. Adams, it was voted; That the Town authorize and empower the Treasurer to borrow money with the approval of the Selectmen from time to time in antici- pation of the revenue of the financial year beginning January 1, 1929 and to issue a note or notes therefor payable within one year for any debt or debts incurred under this note to be paid from the revenue of such financial year.


Under Article 5. On a motion made by J. C. Monahan, chairman of the Finance Committee, it was voted; That the sum of $2000 be raised and appropriated to be used as a reserve fund at the discretion of the Finance Committee, as provided in General Laws, Chapter 40, Section 6.


Under Article 6. On a motion made by J. C. Monahan, chairman of the Finance Committee, it was voted; To raise and appropriate the sum of $250 for State Aid.


Under Article 7. On motion made by George Rigby to raise and appropriate the sum of $3180.87 and amended by Ervin W. Sweetser, to raise and appropriate the sum of $3282.44 for the purpose of paying bills contracteed for in excess of their appropriations in the year 1928, it was voted; to raise and appropriate the sum of $3282.44 for this pur- pose, the amendment being carried.


Under Article 8. On a motion made by J. C. Monahan, chairman of the Finance Committee, it was voted; that the sum of $210 be raised and appropriated and that the Selectmen be authorized to contract with the Lowell Elecric Light Corporation for ten additional street lights at locations to be designated by the Selectmen.


Under Article 9. On a motion made by Ralph P. Adams, it was . voted; to accept John Street as laid out by the Selectmen as shown by their report duly filed in the office of the Town Clerk.
