Under Article 10. On a motion made by Eliphalet G. Brown, it was voted; To accept James Street as laid out by the Selectmen as shown by their report duly filed in the office of the Town Clerk.


Under Article 11. On a motion made by Eliphalet G. Brown, it was voted; To accept Larkin Avenue as laid out by the Selectmen as shown in their report duly filed in the office of the Town Clerk.


Under Article 12. On a motion made by Eliphalet G. Brown, it was voted to raise and appropriate the sum of $2500 for the purpose of build- ing a cement bridge and approaches thereto on Billerica Street. This amount of money representing one-third the cost of the said bridge and approaches, the other two-thirds of the expense to be borne equally by the County of Middlesex and the Commonwealth of Massachusetts.


Under Article 13. On a motion made by George Rigby that the sum of $1000 be raised and appropriated for continuing the construction of the Old Westford Road so-called. This amount of money representing one-third the cost thereof, two-thirds of said cost to be borne equally by the County and Commonwealth, an amendment to this motion was made by John J. Monahan to dismiss this article, the amendment was defeated and the original motion was carried.


Under Article 14. On a motion made by Perley Kimball, it was voted; To raise and appropriate the sum of $300, the money to be

expended by a director and the director to serve in co-operation with the Middlesex County Trustees for County Aid to Agriculture in the work of the Middlesex County Extension Service, under the provision of Sections 40 to 45, Chapter 128 of the General Laws of Massachusetts. On a motion made by Arnold C. Perham, Perley Kimball was elected the director.


Under Article 15. On a motion made by Michael J. Welsh, it was voted; To raise and appropriate the sum of $40 for the purpose of purchasing a flag to be used at the Common at North Chelmsford.


Under Article 16. On a motion made by George Rigby it was voted; To raise and appropriate the sum of $850 for the purpose of purchasing for the Highway Dept. a new gravel loader, and to authorize the Select- men to transfer in behalf of the Town the title of the old gravel loader to the seller as part payment for the new gravel loader.


Under Article 17. On a motion made by Edward J. Robbins, it was voted; to dismiss this article relating to the sale of a certain parcel of land situated adjacent to the Riverside Cemetery in North Chelmsford.


At this point of the meeting it was voted; To adjourn this meeting until 1 P. M. and to take up article 18 after the noon recess.


The meeting resumed at 1 P. M. and as was voted in the forenoon the next article in order is number 2.

Under Article 18. On a motion made by Albert Davis to appropriate from money already in the hands of the Treasury the sum of $600 for the purpose of wiring and purchasing fixtures for the Adams Library, a motion was made by Town Clerk Harold C. Petterson to amend this motion by raising and appropriating this sum, the amendment was car- ried and it was voted to raise and appropriate $600.00


Under Article 19. On a motion made by Roy A. Clough that a Com- mittee of seven be appointed to formulate plans for a celebration to be held on the Town of Chelmsford's 275th Anniversary and that said com- mittee bring in their plans and recommendations and report at the next annual town meeting, this motion was amended by Edward J. Robbins that the Moderator appoint said Committee and it was so voted. The Moderator appointed the following committee: Charles E. Bartlett from Chelmsford Centre, Rev. Wilson Waters from Chelmsford Centre, Dr. Fred E. Varney from North Chelmsford, Capt. John J. Monahan from West Chelmsford, Henry C. Shedd from East Chelmsford, Sidney E. Dupee from South Chelmsford and Williston Carll from the Westlands.


Under Article 20. It was voted to raise and appropriate the sum of $600 for the purpose of surfacing and grading the grounds at the West- lands School situated on the Dalton Road.


Under Article 21. In regards to amending the By-Laws, it was voted to dismiss this article.


Under Article 22. In regards to appropriating money for sidewalks it was voted to dismiss this article.


Under Article 23. In regards to the construction of a sidewalk on Billerica Street, it was voted to dismiss this article.


Under Article 24. On a motion made by Archibald Cooke, it was voted to raise and appropriate for the purpose of indemnifying Edward Dryden for injuries received and loss of service received at the Wilson Fire on July 8, 1928, the sum of $82.50.


Under Article 25. On a motion made by Sidney E. Dupee, it was voted; To raise and appropriate the sum of $250 for the purchasing of three fire alarm boxes from the Gamewell Fire Alarm Co. which are already installed at North Chelmsford. This sum of money to be ex- pended under the direction of the Fire Engineers.


Under Article 26. In regards to the grading the grounds at the East Chelmsford Fire House. it was voted to dismiss this article.


Under Article 27. It was voted to raise and appropriate the sum of $300 for the purpose of gravelling and surfacing Albina Street in East Chelmsford.


Under Article 28. On a motion made by Edward B. Russell, it was voted; To raise and appropriate the sum of $3800.00 for the purpose of installing a toilet system in the Old Princeton Street school building. The installation and the expenditure of this appropriation to be made under the direction of the School Committee.


Under Article 29. On a motion made by Edward B. Russell, it was voted; To raise and appropriate the sum of $1240.69 for the purpose of paying for the cost of repairs made at the East Chelmsford School and to pay for whatever repairs that may be necessary to put the said school house in proper condition and repair.


Under Article 30. In regards to purchasing an oil burning system to be used at the High School, it was voted to dismiss this article.


Under Article 31. On a motion made by Fred E. Varney it was voted; To raise and appropriate the sum of $2000 for the purpose of improving the Varney Playgrounds in North Chelmsford. The Modera- tor appointed William Shanks, Royal Shawcross and Fred E. Varney to constitute a committee to work in conjunction with the Park Com- missioners to expend this appropriation for said improvement as their judgement directs.

Under Article 32. On a motion by George Rigby it was voted; to instruct the Selectmen not to accept a deed from the United States Worsted Corporation containing the following provision, viz: " That the corporation, its successors and assigns shall have the right at any time or times to substitute for the easements herein before granted or for the easements or casoments at the time being vested in the Town, its successors or assigns in substitution therefor, a general right of way over any strip of land, whether now owned by the corporation or not, leading from any public way, whether now in existence or hereafter created, to said triangular parcel of land."


Under Article 33. In regards to the purchase of 15 acres of land on Fish Road so-called to be used for a public dump. it was voted; To lay this article on the table until Annual Town meeting in 1930.


Article 34. It was voted to dismiss this article in regards to cutting brush, trees, and otherwise putting the dump in proper condition for use.


Voted to adjourn this meeting at 4 P. M.

WARRANT FOR SPECIAL TOWN MEETING


At Upper Town Hall, Chelmsford Centre, Wed. Eve., March 20, 1929 COMMONWEALTH OF MASSACHUSETTS

To John E. Johnson, a Constable of the Town of Chelmsford. GREETING:


In the name of the Commonwealth aforesaid, you are hereby re- quired to notify and warn the legal voters of the Town of Chelmsford to meet in the Upper Town Hall, at Chelmsford Centre, on Wednesday, the Twentieth day of March 1929 at eight o'clock in the evening, then and there to act upon the following articles, viz:


ARTICLE 1. To see if the Town will vote to raise and appropriate the sum of $2000 or what other sum to be used by the police depart- ment for the protection of life and property, or act in relation there- to.


ARTICLE 2. In event of an affirmative vote under the preceding article to see if the Town will vote to instruct the Selectmen to ap- point a permanent police officer to do duty in that part of the Town know as Precinct 4; or act in relation thereto.


ARTICLE 3. To see if the Town will vote to rescind the action taken under Article 4 at a special town meeting held at Chelmsford Centre on Wednesday Evening, June 6, 1928, whereas it was voted to pur- chase from the United States Worsted Corporation a parcel of land situated in that part of Chelmsford called North Chelmsford and known as "Silesia Park", for the sum of $6000; or act in relation thereto.


ARTICLE 4. To see if the Town will vote to raise and appropriate the sum of $250 or what other sum for the purpose of furnishing sup- plies for the fire truck numbered 4; or act in relation thereto.


ARTICLE 5. To see if the Town will vote to appoint a committee to investigate the advisability of purchasing a certain tract of land with the buildings thereon, from Loren J. Ellinwood, on the North- erly side of Main Street in that part of Chelmsford called West Chelmsford, for the purpose of establishing a fire house. Said com- mittee to make its report at the next annual town meeting; or act in relation thereto.


AND YOU ARE directed to serve this warrant by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford and West Chelmsford and at the School House, East Chelmsford and at the Golden Cove School House in the Westlands seven days at least before the time appointed for the holding of the meeting aforesaid.

SPECIAL TOWN MEETING


March 20, 1929


At a legal meeting of the Inhabitants of the Town of Chelmsford qualified to vote in Town affairs, held pursuant to Warrant duly posted, the meeting was held as directed at the Upper Town Hall at Chelmsford Centre on Wednesday Evening, March 20, 1929, at 8 o'clock and the following business was transacted, as follows:


Under Article 1. In regards to the appropriation of $2000.00 or some other sum to be used by the police department for the protection of life and property, on a motion made by Selectman George Rigby, it was voted; To dismiss this article.


Under Article 2. Article one having been acted upon in the nega- tive this article became automatically dismissed, regarding an additional regular policeman.


Under Article 3. On a motion made by Selectman George Rigby, it was voted; to rescind the action taken at the Special Town Meeting held on June 6, 1928 under article 4, and that the money appropriated therefor be returned to the Excess and Deficiency Fund, excepting how- ever that portion appropriated for legal services; Article 4 under meet- ing held June 6, 1929, pertained to the purchase of "Silesia Park" at North Chelmsford for playground purposes.


Under Article 4. In regards to appropriating $250.00 or some other sum for the purpose of purchasing supplies for the fire truck No. 4, on a motion made by J. C. Monahan, it was voted; To dismiss this article.


Under Article 5. On a motion made by Sidney Dupee, it was voted; That the Moderator appoint a committee of five to investigate the ad- visability of purchasing a certain tract of land with the buildings thereon, from Loren J. Ellinwood, on the northerly side of Main Street in that part of Chelmsford called West Chelmsford, for the purpose of establishing a fire house, said committee to make its report at the next annual town meeting, the Moderator appointed the following committee, Archibald Cooke, Sidney Dupee, Willis MacComb, Herbert C. Sweetser and Roger W. Boyd. Mr. Sweetser declined to serve and the Moderator named James A. Grant in Mr. Sweetser's place.


The meeting was adjourned at 8.25 p. m.

GREETING :


In the name of the Commonwealth aforesaid you are hereby re- quired to notify and warn the legal voters of said Chelmsford to meet in the Upper Town Hall at Chelmsford Centre on Wednesday, the sev- enth day of August, 1929, at eight o'clock in the evening then and there to act upon the following articles, viz .:


Article 1. To see if the Town will vote to accept from the J. Cush- ing Co. an interest in the property formrly known as the Cushing Mill Pond, together with the right to use the dam and gates appurtenant thereto; or act in relation thereto.


Article 2. In the event of an affirmative vote under Article 1 to see if the Town will vote to appropriate and transfer from the Board of Health's aid account a sum of money not exceeding Three Hundred Dollars, for the purpose of rebuilding and repairing the dam and gates described in Article 1 and to clean the bed of the pond; or act in rela- tion thereto.


Article 3. To see if the Town will vote to accept Sherman Street as laid out by the Selectmen as shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.


Article 4. To see if the Town will vote to accept Beaulieu Street as laid out by the Selectmen as shown by their report and plan duly filed in the office of the Town Celrk; or act in relation thereto.


Article 5. To see if the own will vote to accept Glen Avenue as laid out by the Selectmen as shown by their report and plan duly filed in the office of the Town Clerk; or act in relation thereto.


Article 6. To see if the Town will vote to sell the land with the buildings thereon situated on the Southerly side of Mt. Pleasant Street in that part of Chelmsford called North Chelmsford; said land and buildings being formerly used to house fire apparatus; or act in rela- tion thereto.


Article 7. To see if the Town will vote to sell One White Automo- bile Bus and one Federal Automobile Bus and one Federal Automobile Bus, heretofore used for the transportation of school children; or act in relation thereto.


And you are directed to serve this Warrant by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford and West Chelmsford and at the School House, East Chelmsford and at the Golden Cove School House, West- lands, seven days at least before the time appointed for holding the meeting aforesaid.

SPECIAL TOWN MEETING


August 7th, 1929


At a legal meeting of the Inhabitants of the Town of Chelmsford qualified to vote in Town affairs, held pursuant to Warrant duly posted, the meeting was held as directed at the Upper Town Hall at Chelmsford Centre on August 7th, 1929, at & p. m. and the following business was transacted. to wit:


The meeting was called to order by Town Clerk Harold C. Petter- son and the first matter to be taken up was the election of a temporary Moderator.


On a motion made by George Rigby it was unanimously voted that Capt. John J. Monahan be elected temporary Moderator, after quali- fying, Capt. Monahan proceeded with the business under the Warrant


On a motion made by George Rigby. it was voted to waive the read- ing of the Warrant by the Town Clerk.


Under Article 1. On a motion made by Representative Edward J. Robbins it was voted: That the own authorize the Board of Health to accept in behalf of the Town such an interest in the property of the Cushing Mill Pond and the appurtenances thereto as the judgment and opinion of the Board of Health deems adequate for the purposes for which it is to be used, when approved by the Town Counsel.


Under Article 2. On a motion made by George A. McIntosh, it was voted: To appropriate and transfer from the Board of Health's Aid ac- count a sum of $300.00 for the purpose of rebuilding and repairing the dam and gates at the Cushing Mill Pond, so-called, and to clean the bed of said pond. The expenditure and supervision of the work to be done under the direction of the Board of Health.


Under Artilce 3. On a motion made by Selectman George Rigby, it was voted: To accept Sherman Street as laid out by the Selectmen as shown by their report and plan duly filed in the office of the Town Clerk.


Under Article 4. On a motion made by Selectman Frank J. Lupien, it was voted to accept Beaulieu Street as laid out by the Selectmen as shown by their report and plan duly filed in the office of the Town Clerk.


Under Article 5. On a motion made by Selectman Eliphalet G. Brown it was voted: To accept Glen Avenue as laid out by the Select- men as shown by their report and plan duly filed in the office of the Town Clerk.


At this point of the meeting on a motion made by George Rigby it was voted to take up Article 7.


Article 7. On a motion made by Edward B. Russell, it was voted; To sell one White automobile bus and one Federal automobile bus here- tofore used for the transportation of school children. That said auto- mobile busses shall be sold at public auction by a duly licensed auction- eer. That the School Committee shall be authorized and empowered to execute and deliver in behalf of the Town a good and sufficient bill of sale of same, and that the sum of $100 be appropriated to defray the expense of sale thereof.


Under Article 6. A motion to dismiss this article was made by Rob- ert W. Barris, under Mr. Barris motion it was voted not to dismiss this article. On a motion made by George Rigby it was voted; to sell the land wtih the buildings thereon situated on the Southerly side of Mt. Pleasant Street in that part of Chelmsford called North Chelmsford, for- merly used to house fire apparatus. that said property shall be sold at public auction and by a duly licensed auctioneer. That the Board of Selectmen shall be authorized and empowered to execute and deliver in behalf of he Town a good and sufficient deed (Quitclaim) and that the sum of $50.00 be appropriated to defray the expense of this sale.


Voted to adjourn this meeting at 9.15 p. m.

Article 1. To see if the Town will vote to transfer from the sum of money raised and appropriated under Article 14 of the Warrant for the Annual Town Meeting, held February 13, 1928, the sum of Eight Hundred Dollars and Fifty-four Cents ($800.54) for the purpose of com- pleting the construction of a cement bridge on Billerica Street and the approaches thereto; or act in relation thereto.


And you are directed to serve this Warrant by posting attested copies thereof at the Post Offices in the Centre of the Town, South Chelmsford, North Chelmsford and West Chelmsford and at the School House, East Chelmsford and at the Golden Cove School House, West- lands. seven days at least before the time appointed for holding the meeting aforesaid.
