Chelmsford, as many other towns in the Commonwealth, has fol- lowed the old custom of making a revaluation of the real estate once in ten years. The last time such a valuation was made, was in 1920. We hope an article may be inserted in the Warrant for the Annual Town Meeting, to see if the taxpayers are desirous of having the same meth- od carried out in 1930. We believe it would not be possible for the assessors to canvas the town with that end in view, and use the results of such canvas in the 1930 assessment. We endeavor to equalize the values on all property as much as is possible, for instance, when a new

house is built we place a value on it, the next year a complaint comes in from someone who thinks the man with the new house is not assessed as much as himself with an older house; in such cases, we investigate and if we find a just cause for complaint, we do all that can be done to equalize the values. Since we have a great many of such complaints some values do not remain the same through the ten-year period. Some towns in the State are employing engineers to survey and make maps of the real estate that will assist the assessors in making values. If this could be done for Chelmsford, we think in a very few years it would prove to be one of the best ventures the town ever made.

CEMETERY COMMISSIONERS' REPORT
December 16, 1929.
To the Board of Selectmen,
Chelmsford, Mass.
Gentlemen:
The Cemetery Commissioners beg to submit the following report for the year ending December 31, 1929:
Forefathers' cemetery has received the usual good care. In the old section, where all the slate slabs were reset two yars ago, it has been kept mowed with lawn mowers all the season and a number of lot owners have had their lots re-graded which helps to give the ceme- tery a much better appearance.
Pine Ridge has had a number of improvements. The brush around the new lots has all been cut and burned. New lots are being taken up here each year as Forefathers is all full.
Hart Pond, the remainder of old section, has been graded and re- seeded and all of that section will now be mowed with lawn mower, which will add a great deal to the appearance of the cemetery. We are filling in some of the walks and seeding them each season. Three new lots have been sold in 1929.
Riverside has received the usual good care and improvement. The lots in this cemetery are nearly taken. Some were put in to perpetual care this past season.
West Cemetery has been kept most attractive this past season. Everything has been kept mowed and all the walks and drives well cleaned and raked. One of the large pine trees was struck by lightning and had to be removed.
Fairview, the town's new cemetery, lots are being taken up quite readily; this will be one of the town's most attractive cemeteries, as more lots are sold.
At our annual meeting this year we adopted the following rule, con- cerning foundations under monuments and markers: "After April 1st, 1929, under all monuments and markers in Chelmsford cemeteries there must be a foundation of stone and cement throughout, the full size of the base and to go five feet into the ground. This foundation must be built by the superintendent, or under his instruction."
This is a rule that now exists in most cemeteries and is one, we feel, is most necessary, as all monuments will be permanent.
The cemetery commissioners feel that all the cemeteries have shown a marked improvement this past season.

REPORT OF INSPECTOR OF ANIMALS

Board of Selectmen:
In accordance with Section 19, of Chapter 129 of the General Laws, an inspection of all neat cattle, sheep and swine found in this town was ordered by the State Division of Animal Industry to be completed be- fore March 15, 1929.
There were 196 stables in which were kept 846 cows, 16 bulls, 168 young cattle, 361 hogs, 16 sheep and 3 goats. Four cows having tuber- culosis were killed. In January at the Town Farm three of the six cows kept were condemned for tuberculosis upon physcial examination. I recommend that all cattle kept on this farm be tested and the reactors killed.

The number of hogs is decreasing but their condition is improving as most of them are inoculated against hog cholera. No cases of this disease were found this year and no cases of glanders in horses were found this year.
Thirty-tive reported dog bites have been investigated, none of which proved serious and some were trivial. No cases of rabies developed dur- ing the year, but twenty dogs which had bitten persons were quaran- tined and held under observation for two-week periods.
A progressive feature of the work this year has been the interest shown by eattle owners in tuberculosis eradication. An interesting and instructive meeting on this subject was held at the town hall in July. The arrangements for this meeting were made by your inspector and the principal speaker was Mr. Evan F. Richardson, Director of Massa- chusetts Division of Animal Industry. Other speakers were present from the Massachusetts Department of Agriculture and Middlesex Coun- ty Extension Service. The campaign against this disease has resulted in the testing of 214 cattle in 17 herds, 174, or 81 1-3 per cent reacted and were killed, on second test in 4 herds 3 of 26 cows reacted or 11 1-2 per cent. Any cattle owner who is interested in having this test ap- plied to his herd can secure the required papers and information from his inspector.
