Our town in its three hundred and tenth year, 1965, continued to transform itself from a suburban community to an urban area. The three hundred and twenty new home building permits indicated a slightly lower figure from the five hundred and six hundred issued in the years 1960 and 1961. However, again this year large tracts of land are in various stages of planning and development which indicate little abate- ment of our ever expanding residential growth.
The increasing effect of our major highway system bisecting the town can be seen in the gradual and steady growth of commercial and industrial properties. This type of assessments have helped in absorbing some of the tax burden associated with rapid residential expansion.
The present drought condition and use of land areas for building have created some concern regarding water conservation. A recent state law enacted with this problem in mind, appears to need further clarifica- tion. This is a problem which warrants considerable study before imple- mentation because of its ramifications regarding property rights and usage.
The police department occupied their new station late in the fall. This well equipped and functional building will solve a long recognized need of this busy and growing department. The removal of the police officers from the town hall has, in a small way, created some relief of the crowded conditions in this building. Also, looking toward the future a new town hall site committee has been appointed.

During the year action was taken concerning the construction of a third fire station. At a special town meeting authorization for the pur- chase of additional land adjacent to the South Chelmsford fire station was granted. At the same meeting a committee to present plans and specifications at the next annual meeting for a new station on this site was approved.
Increase in street mileage due to developments, drainage problems, and the ever-increasing waste collections occupied the highway depart- ment during the year. Location of the vital winter sand and salt supply created a complex problem this year. At present the relocation has been effected with a minimum of additional inconvenience and cost.
The Board of Registrars plans for realigning and addition of new precincts was approved at the annual town meeting in March. This be- came necessary because of uneven growth patterns effecting the previous ones. The annual town election will be the first test of the new lines and it is hoped less waiting and confusion from over-taxed facilities will be the result.
This year saw the opening of the new junior high school and the acquisition of land for a new elementary school. A report on this and other subjects relative to the school department will be covered more fully in the School Committee's report.
In this brief report to the townspeople we have tried to touch on a few of the problems and accomplishments of the year. We wish to express our thanks to the town officers and personnel for their cooperation and assistance in the past year. We are grateful to the citizens for their kind indulgence throughout the year and feel it has been an honor to serve as their selectmen.

Money received from seals, the sum of $597.55, has been turned over to the Town Treasurer.
As you will notice the amount of money collected this year far exceeds the amount collected over previous years. The reason is due to a new law passed this year (Chapter 55 acts of 1965) where as the sale of seals were highly increased.

On Monday, the first day of March, 1965, being the first Monday in said month, at 10 o'clock A.M. for the following purposes:
To bring in their votes for the following officers:
One Selectman for three years.
One Member of the Board of Public Welfare for three years.
One Member of the Board of Assessors for three years.
One Member of the Board of Health for three years.
One Member of the School Committee for three years.
One Park Commissioner for three years.
One Cemetery Commissioner for three years.
Two Public Library Trustees for three years.
One Sinking Fund Commissioner for three years.
One Member of the Planning Board for five years. Constable for three years.
The polls will be open from 10:00 A.M. to 8:00 P.M. and to meet in the Chelmsford High School Gymnasium on the following Monday, the eighth day of March 1965 at 7:30 o'clock in the evening, then and there to act upon the following articles, viz:

ANNUAL TOWN REPORT
ANNUAL BUSINESS MEETING MARCH 8, 1965
The meeting was called to order by the moderator Daniel J. Coughlin, Jr. at 7:45 P.M. who recognized the presence of a quorum. On a motion of Howard E. Humphrey the reading of the warrant was waived.
ARTICLE 1. To hear reports of Town Officers and Committees; or act in relation thereto.
UNDER ARTICLE 1:
The moderator called for a report of Town committees. There being none he proceeded to the election of Commissioner for the Varney Play- ground. Howard E. Humphrey moved the nomination of Henry Tucker as playground commissioner. It was so voted. Mr. Humphrey further moved the acceptance of the Town report as printed. It was so voted, with changes in the budget made by the chairman of the Finance Committee.
ARTICLE 2. To see if the Town will vote to amend Section 24, sub- titled "Job Titles and Standard Rates for Wages and Salaries of the Personnel, Wage and Salary By-Law" to read as follows:
A. ADMINISTRATIVE AND CLERICAL 1965
