Mr. John Carr moved that the Town vote to change the present voting precinct lines so that in place of the present six precincts there will be eleven, bounded and described in accordance with the description set forth commencing on Page 38 and ending Page 41 of the Finance Committee Report. It was so voted. Precinct seven was amended.


Precinct One: Beginning at the junction of Boston Road and Putnam Avenue in an easterly direction to First Street, turning southerly on First Street to East Putnam proceeding easterly on East Putnam Avenue to the junction of Third Street and East Putnam Avenue in a diagonal line thence northeasterly to the junction of Warren Avenue and River Meadow Brook thence following the course of River Meadow Brook until it crosses Turnpike Road thence northerly along center line of Turnpike Road and Golden Cove Road to the intersection of Rte 495 and westerly along center line of Rte 495 to the intersection of Hunt Road thence south- erly along center of Hunt Road to intersection of High Street, thence easterly along center line of High Street to Locust Road and Southerly on Locust Road to Byam Road, thence southeasterly down the center line of Byam Road to Acton Road and Parker Road and continuing down the center line of Parker Road to Boston Road then turning and following the center line of Boston Road in a northerly direction to point of beginning at intersection of Boston Road and Putnam Avenue.


Precinct Two: Beginning at the junction of Old Westford Road and the City Line of Lowell and proceeding westerly along the center line of Old Westford Road to the intersection of Old Westford and Route 3 and thence northwesterly along Rte 3 to the intersection of the Canal and Rte 3 then turning northerly along the center line of the Canal to Crystal Lake or Newfield Pond and then following the southerly and easterly lines of said pond to the center of Adams Street and running easterly on Adams Street to Vinal Square crossing said square and proceeding down Wotton Street to the Merrimack River. Then easterly along the Merrimack River to the city line and southerly along the city line to the point of beginning at Old Westford Road.


Precinct Three: Beginning at the intersection of Rte 3 and Old West- ford Road - proceeding in a westerly direction along the center line of Old Westford Road to the Westford Town Line. Then turning northerly and following the Westford Town Line until it intersects Rte 3, thence southeasterly along center line Rte 3 to a point of beginning at inter- section of Old Westford Road and Rte 3.


Precinct Four: All the land easterly of a line beginning at the Billerica-Chelmsford Town line and proceeding northerly along the center line of Rte 3 to the rear lot lines at the southerly end of McFarlin Road, thence westerly along said lines to the rear lot lines of the houses on the westerly side of McFarlin Road then northerly along said rear lot lines to the center of Riverneck Road, thence turning easterly and proceeding

To see if the Town will vote to transfer from the "constructing, originally equipping and furnishing an addition to the North School" account the sum of $5,349.47; to transfer from the "con- structing, originally equipping and furnishing an addition to the High School" account the sum of $24,650.53; and to transfer from available funds, raise and appropriate, or borrow the sum of $100,000.00 making a total of $130, 000.00 for the purpose of constructing and originally equipping and furnishing an auxiliary building to serve as a cafeteria-all purpose room connected to both the old high school and McFarlin School

buildings, determine how the money shall be provided for, by transfer from funds available in certain building accounts, by appropriation from available funds in the treasury, by taxation, and/or by borrowing from time to time under the authority of Chapter 44 of the General Laws and Chapter 645 of the Acts of 1948, as amended; or act in relation thereto.


UNDER ARTICLE 39:


Mr. Charles D. Harrington moved that the Town vote to transfer from the "constructing, originally equipping and furnishing an addition to the North School" account the sum of $5,349.47; to transfer from the "constructing, originally equipping and furnishing an addition to the High School" account the sum of $24,650.53; and to transfer from avail- able funds the sum of $100,000.00 making a total of $130,000.00 for the purpose of constructing and originally equipping and furnishing an auxiliary building to serve as a cafeteria-all purpose room connected to both the old high school and the McFarlin School buildings.


It was so voted.


ARTICLE 40. In the event of an affirmative vote on Article 39, to see if the Town will vote to authorize the Elementary School Needs Committee to proceed with the constructing, originally equipping and furnishing of an auxiliary building to serve as a cafeteria-all purpose room connected to both the old high school and McFarlin school buildings, and to enter into all necessary and proper contracts and agreements in respect thereto and to do all and any acts necessary for the construction of said project; or act in relation thereto.


UNDER ARTICLE 40:


Mr. Charles D. Harrington moved that the Town vote to authorize the Elementary School Needs Committee to proceed with the constructing, originally equipping and furnishing of a building (auxiliary) to serve as a cafeteria-all purpose room connected to both the old high school and the McFarlin School buildings, and to enter into all necessary and proper contracts and agreements in respect thereto and to do all and any acts necessary for the construction of said project.


It was so voted.


ARTICLE 41. To see if the Town will vote to adopt the following by-law: All toxic or caustic spray material, purchased by the Town in bulk form, by duly empowered Town officials or their agents; shall cause said spray material to be delivered and stored at the Highway Department garage, in a suitable safe place to be designated by the Board of Selectmen and approved by the Board of Health, said Select- men shall make and enforce such regulations in a manner not repugnant to law; as will insure the safe storing and handling of aforesaid material; or act in relation thereto.


UNDER ARTICLE 41:


Regarding the storage of toxic or caustic materials, Mr. Howard E. Humphrey moved that this Article be dismissed.

ARTICLE 42. To see if the Town will vote to transfer the $30,300.00 appropriation voted under Article 26 at the Annual Town Meeting held March 9, 1964 to the Conservation Fund to be used for conservation purposes in accordance with Massachusetts General Laws, said sum to be used to purchase the land bounded and described as follows:


Beginning at the northwest corner of the parcel at a stone bound, at the south side of Crooked Spring Road; thence easterly along Crooked Spring Road 2260 feet, more or less, to a stone bound, thence southerly by land once of one Wildes to a bound thence westerly by land of one Hunter 20 feet to a bound, thence southerly by land of Hunter 275 feet to a bound on the north side of Graniteville Road, thence westerly along Graniteville Road 575 feet, more or less, to a corner, thence northerly by land formerly of one Lord past a stone bound and by land of Dunn heirs to a corner, thence westerly by land of said Dunn heirs 1192.25 feet, more or less, to a stone bound, thence northerly by land of Snow heirs past a stone bound 416.7 feet more or less, to the point of beginning. Containing in all 35 acres, more or less, and being a part of Lot 204, Plan 197 in the Assessors' records. Be any or all of said measurements more or less, and however otherwise the said premises may be measured, bounded or described; or act in relation thereto.


UNDER ARTICLE 42:


Mr. Edmund Polubinski moved that the Town vote to transfer the $30,300.00 appropriated under Article 26 at the Annual Town Meeting held March 9, 1964 to the Conservation Fund to be used for conservation purposes in accordance with Massachusetts General Laws, said sum to be used to purchase the land bounded and described as follows:

UNDER ARTICLE 45:


Mr. Howard E. Humphrey moved that the Town vote to accept Bel Air Drive as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk.


It was so voted.


ARTICLE 46. To see if the Town will vote to accept Danforth Lane as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and appropriate, or transfer from available funds a certain sum of money for the purpose of reconstructing Danforth Lane; or act in relation thereto.


UNDER ARTICLE 46:


Mr. William L. Harvey moved that the Town vote to accept Danforth Lane as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk.


It was so voted.


ARTICLE 47. To see if the Town will vote to accept Carriage Drive as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and appropriate, or transfer from available funds a certain sum of money for the purpose of reconstructing Carriage Drive; or act in relation thereto.


UNDER ARTICLE 47:


Mr. Charles Egerton moved that the Town vote to accept Carriage Drive as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk.

To see if the Town will vote to accept Clover Hill Drive as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk and to raise and appropriate, or transfer from available funds a certain sum of money for the purpose of reconstructing Clover Hill Drive, or act in relation thereto.


UNDER ARTICLE 49:


Mr. Howard E. Humphrey moved that the Town vote to accept Clover Hill Drive as laid out by the Board of Selectmen and shown by their report and plan duly filed in the Office of the Town Clerk, and to raise and appropriate the sum of $300.00 for the purpose of reconstructing Clover Hill Drive.


It was so voted.


ARTICLE 50. To see if the Town will vote to accept Longmeadow Road as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and appropriate, or transfer from available funds a certain sum of money for the purpose of reconstructing Longmeadow Road; or act in relation thereto.


UNDER ARTICLE 50:


Mr. Howard E. Humphrey moved that the Town vote to accept Longmeadow Road as laid out by the Board of Selectmen and shown by their report and plan duly filed in the Office of the Town Clerk, and to raise and appropriate the sum of $450.00 for the purpose of reconstruct- ing Longmeadow Road.


It was so voted.


ARTICLE 51. To see if the Town will vote to accept Winslow Road as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and appropriate, or transfer from available funds a certain sum of money for the purpose of reconstructing Winslow Road; or act in relation thereto.

UNDER ARTICLE 52:


Mr. Charles Egerton moved that the Town vote to accept Conestoga Road as laid out by the Board of Selectmen and shown by their report and plan duly filed in the Office of the Town Clerk.

ARTICLE 53. To see if the Town will vote to accept Indian Drive as laid out by the Board of Selectmen, and shown by their report and plan duly filed in the Office of the Town Clerk; and to raise and appro- priate, or transfer from available funds a certain sum of money for the purpose of reconstructing Indian Drive; or act in relation thereto.


UNDER ARTICLE 53:


Mr. Howard E. Humphrey moved that the Town vote to accept Indian Drive as laid out by the Board of Selectmen and shown by their report and plan duly filed in the Office of the Town Clerk, and to raise and appropriate the sum of 900.00 for the purpose of reconstructing Indian Drive.
