The appropriation for abatements was $500. and the abate- ments allowed on the taxes for this year amounted to $472.92. There were also abatements of $36.33 allowed on 1899 taxes. The tax rate was reduced from $14.00 to $13.00 this year.

IPSWICH TOWN. REPORT.
The valuation of the town has increased over that of last year, $153,403, but this excellent increase has not been brought about by a jumping of valuations, but almost entirely by new taxable real estate and new personal property, the proportion of the in- crease, being about two-thirds on Real Estate, and one-third on Personal Property. We are not in sympathy with the old meth- od which prevailed for so many years in Ipswich of keeping the valuations down, and consequently keeping the tax rate up. That policy is directly against the interest of every taxpayer, for a high rate acts as a barrier against the probability of men who pay large personal property taxes locating in Ipswich. There is no real benefit to the taxpayer in such a policy, for if a man owns a house worth $1,000, and pays a tax on that sum at the rate of $7.50, it costs him just $7.50 for his taxes. Suppose that the. old policy of valuing at about half is carried out, and his property is assessed for only $500 and the rate is $15.00 on 1000. He pays $7.50 just the same.
It is better to value property fairly, and keep the rate down for by so doing you will call in men who pay large personal property taxes and every taxpayer will receive a benefit by a re- duced tax rate in the future. We have interviewed a number of the non-residents who have summer homes in Ipswich, and have endeavored to persuade them to pay their poll tax in Ipswich on May 1st, and have in some instances received assurance that they will see the assessors before that time, and confer in regard to so doing.
We have tried in every way to benefit the taxpayers, and we call attention to the fact, that the present board of assessors, in the three years it has served, has reduced the tax rate from $15.00 to $13.00 per thousand, and that to with increased approp- · riations. Furthermore, that the coming year will undoubtedly see another substantial reduction, for a study of the statement of the conditon of the Town financies, will show that our policy has pro- vided sufficient funds, and has also left a balance of over $7,000.

TOWN CLERK'S REPORT:
TO THE SELECTMEN OF IPSWICH,
GENTLEMEN:
The action of the town at the Annual Meeting of one year ago has enabled the clerk to begin the work of repairing the old Re- cords and make the safes and vaults for their preservation all they should be. Arrangements are now being made to secure the most useful and at the same time the safest racks or frames for the books, and they will shortly be in place. I might say that in the near future more room will be necessary for books and papers that are required by law to be preserved. At the close of each year some books are completed and must be PRE- SERVED, such as the Assessors book's, Selectmen's records and va- rious other books of value. While I do not say this must be done at once, the time is rapidly approaching when it must be. I have prepared some of the old records for rebinding and re- pairing and when those are completed, the remaining volumes can be prepared I think the year 1901 will see the whole work completed.
I submit the report of Births, Marriages and Deaths for the year 1900, as well as other facts collected from the books in this office.

During the year 1900, 44 Seals tails have been left at this of- fice and for which orders have been issued against the Town Treasurer. The bounty paid by law is $3.00 per tail delivered to to the Town Clerk, as provided by the Acts of Legislature 1892, Chapt 234. Accordingly the Treasurer of the town has paid out the sum of $132.00 to be reimbursed by the County. Chapter 287, of the Acts of 1888, requires that the parties should under oath declare that they killed the seal before any bounty is paid. Chap. 234, 1892 is an amendment of the Acts of 1888, in that the price of the bounty is raised from $1.00 to $3.00.
During the year 195 dogs were licensed and one Kennel Li- cense was issued. Males 180. Females 15.

Increased demand for Police service made it necessary to place an officer at the High Street Crossing Saturday nights and Sun- days, also a day officer on the street two months during the Sum- mer. In addition to this there were numerous parades during the Fall which called for extra police service which has made the expense somewhat larger than last year.

IPSWICH TOWN REPORT.
REPORT OF THE BOARD OF HEALTH.
In submitting our report for the year ending Dec. 31st, 1900, it is a source of gratification to your board, to state that there has only been 28 cases of Contagious and Infectious diseases reported for the year, a decrease of 27 cases from the year 1899. Typhoid Fever leads the list with 16 cases; Diphtheria with 6 cases; Scarlet Fever 3 cases; Measles 3 cases. There were 3 deaths from Typhoid Fever. As to the sanitary condition of the town, there is very little to be said, as we believe that taking everything into consideration, there cannot be much fault find- ing as regards same, as your board are working for the welfare of the people at all times. There has been but a very few nuisances called to our attention during the year, and they have been promptly investigated and abated by our orders, without any harsh measures being resorted to. In fact your board have met with courteous treatment wherever they have been called upon to act, and greatly appreciate the same.
