In conclusion, we are greatly pleased to state that Ipswich has has had a very prosperous year. Reference to the financial state- ment of the Town is ample proof of the fact. It is, of course, a pleasure to us to be able to make so good a showing at the end of our third year. We desire to thank the citizens and the vari- ous officials for the assistance they have given us, and we trust that the good start which Old Ipswich has made at the begin- ning of the new century, will continue, and that increased pros- perity will come to all of its citizens, individually and collec- tively.

REPORT OF WATER COMMISSIONERS.
TO THE CITIZENS OF IPSWICH :
The Board of Water Commissioners herewith submit their annual report for the fiscal year ending Dec. 31st, 1900, being the seventh annual report since the introduction of the water system.
MAINTENANCE. 1
The cost of maintenance the past year has been somewhat greater than in 1899, owing to the extra amount of labor used and the large increase in the cost of fuel, there being none pur- chased in 1899.
The reservoir not having been cleaned since it was built, it was deemed necessary to do so, in order to satisfy the public, that the cause of the unpleasant taste and odor, which prevailed last fall, was not located there, as many predicted ; accordingly arrange- ments were made late in the fall to pump directly into the mains; the speed of the pumps was regulated by the consumption; the pumps were kept going day and night until the work was com- pleted. Nothing obnoxious was found in the reservoir, and only about two inches of sediment, which was thoroughly scraped up and removed.

A great deal of credit is due the engineer and his assistants for the skillful and careful manner the pumps were handled, for any great increase of pressure might have caused serious trouble.
Last season a petition was sent to the State Board of Health, requesting its advice upon the matter of our water supply, em- bracing the problem of cleaning out the storage basin and filtra- tion. Their answer which did not come until the first of the present year is printed in full below; also the recommendation of Freeman C. Coffin, Civil engineer:

In response to your application for advice as to the purification of the water supply of Ipswich an examination of the source and its surroundings has been made. It will be necessary, before defin- ite advice can be given you as to the purification of the water, that some experiments be made, and for this purpose it will be essen- tial that samples of the water be forwarded to the laboratory at frequent intervals. I write to ask whether you can furnish us with four gallons of the water of the reservoir twice a week if we will furnish the bottles. If you can undertake to do this we will make the necessary preliminary experiments without delay.

I have postponed writing to you upon the matter of filtration experiments upon your water until now.
I have consulted with the Chief Engineer of the Board of Health and found that there was no occasion for immediate ac-

tion in the matter. Nothing definite can be determined, of course, until the unpleasant tastes and odors appear again in the water, which I understand, is free from them at present. I would strongly advise you, however, to prepare for making such experiments the following season.
It will probably be impossible to do anything in the way of constructing filter beds for use the coming season, and the town will have to get along with the water the best it can, but certain- ly the experiments should be made and information obtained as soon as possible, or in other words, you should be prepared to make these experiments whenever the water shows signs of de- terioration.
I would advise, if it is necessary, an appropriation be obtained at the next town meeting, which will enable you to construct such experimental filters at the pumping station as the State Board of Health suggests. If you will construct the filters, and have them attended to by your engineer, or some one else, I un- derstand that the Board will do all of the other necessary work connected with the investigation, such as analyzing the water and advising you in regard to the result.
I presume that an appropriation of $500.00 will amply cover all that you will need to do in this matter the coming season, or until such information can be obtained as will assist in design- ing a final plant for purification. In the meantime I would ad- vise that you furnish the State Board of Health with all of the samples of the water which they require, both from Dow's Brook and from the Storage Basin. I understand from Mr Goodnough that he would like to have these samples whenever any taste ap- pears in the water.

EXTENSIONS.
The mains were extended, under the vote of the Town at its last annual meeting, along the Topsfield Road as far as the resi- dence of Mr. John F. Brooks.

others, along the County Road, through Waldingfield Road to residence of Mr. Francis R. Appleton.
Tables showing the length and cost of these extensions will be found appended to this report.
These extensions were put in under a six per cent. guarantee.
FINANCIAL.
The total receipts from water rates for the year amount to $7,622.31, an increase over last year of $680.29. This we think, is a good showing, when we consider the number of vacant tene- ments there are at the present time.
The suit of Mr. John W. Nourse against the town has been settled by the payment of $165.00.
The Board of Commissioners estimate receipts for 1901 to be $7,800 ; the disbursements $11,743.50, as follows: Sinking Fund, $2,363.50; Maintenance, $3,000; Services, $500; Interest on Bonds, $5,880.
They recommend appropriations to be levied by taxation as follows: 127 hydrants at $13.00 per hydrant for fire service amounting to $1651 and $2363.50 for sinking fund, these to- gether with the income from water sales will enable them to meet the ordinary expenses for the year 1901.
