ENGINEER'S REPORT.
To the Board of Water Commissioners:
GENTLEMEN :-- I herewith present my report for the year ending December 31, 1900.
MAIN PIPES.
During the year the following extensions of mains have been laid.
Brooks extension, Topsfield Road, 3912 lineal feet of 6 inch cast iron pipe and 5 hydrants, 2 street gates.
Appleton extension, County street and Waldingfield Road, 6526 lineal feet of 6 inch cast iron pipe and 6 hydrants, 4 street gates.
The number of feet of mains laid to date and the sizes are as follows:

STREET GATES.
The total number now set is 135.
SERVICE PIPES.
There have been six leaks in service pipes during the year: four from bad soldered joints, one from a poor place in the lead pipe, and one from defective fitting. Thirty services have been added this year. Total number of services connected with works to date 647.

There are 17 services on which the water is shut off at the sidewalk. These do not include services supplying sillcocks only, or those at summer residences where the water is shut off at the sidewalk for the winter.

PUMPING PLANT.
The buildings at the pumping station are in good condition. The pumping engines, condenser, feed-pump and boilers are in good condition. The boilers have been inspected quarterly by the Mutual Steam Boiler Inspection and Insurance Company.

WATER COMMISSIONERS' REPORT.
STORAGE BASIN.
The water in the storage basin did not fall below the high wat- er mark until June 8. From that time it fell gradually until the 15th of September, when it reached the lowest point which was 2 feet and 8 inches below high water line. From that time the basin began to fill very slowly and on December 31st, it was still 10 inches below high water line. When we consider that this has been the driest season in this section for 47 years, according to report of the United States weather bureau, it is not to be won- dered at, that there has been trouble as to quality of the water during the extreme drought. The consumption of water has been larger this year than in any other since the works were built.

REPORT.
The beginning of the new year and of the new century finds the schools of Ipswich pursuing the even tenor of their way under favorable conditions and, in the main. in satisfactory environment. There has been nc retrograde movement during the past year, while during the century there has been a steady advance, until at the turning of this new leaf in Time's great volume, the schools of this town are doing as good work as any in the state. We hear much of the great improve- ment wronght by modern education. but many of the underlying prin- ciples claimed exclusively by the new have been, for centuries, the viv- ifying principles of the old. Changes in education must of necessity be either evolutionary or revontionary. The former would mark no new era, bat simply would indicate a healthy mental growth ; the lat- ter are the only ones for which modern educators deserve praise or blame, --- a part of each seeming to be their just due. The spirit of the · modern school tends rather to- the development of the milder virtues instead of the more virile ones of long ago. .In olden days, it.is claimed. the school system was harsh, repressive and repellent. The new system teaches that the child must ENJOY education and mental training ; one result of which seems to he, that the child seems some- times to get an idea that if education does not allure him, it is much the worse for education and not for himself. He· must be allowed to think he is at play ; he must be trained-according to the hackneyed phrase-"along the lines of least resistance," and so his mental pills are so thickly sugar-coated that in many cases the maladies of inattention and lack of self-control never are cured. During the last twenty-five years the schools of Ipswich have kept pace with the march of the cen- tury, not in the van, nor yet in the rear, but in the safe middle distance, where the rank and file step steadily together; not striving to be first in-
