The appropriation for abatements was $500. and the abate- ments allowed on the taxes for this year amounted to $421.96 There were also abatements of $69.40 allowed on 1900 taxes. The tax rate was reduced from $13.00 to $12.00 this year.

A comparison of the valuation figures for this year and last year, will show that the valuation has increased $121,712.13. This increase has not been on personal property, as has been stated by some who seek to account for the good showing the Town has made, by stating that the large increase in personal property has brought it about, for as a matter of fact, the valua- tion of personal property for 1901 was, $19,411.40 LESS than for 1900. The increase in real estate was $141,123.53 and, deduct- ing the loss on personal property, the net increase was $121,712.13. That amount at $12 on $1000. would bring in only $1460.56 increased taxes, so that it is obvious that the increased income must be explained some other way. The true explana- tion is, that the Assessors have worked hard and earnestly to se- cure for Ipswich her full share of corporation tax, and that they have been successful this year to an extent far beyond all previous efforts. This can best be shown, by the fact that on the first award of corporation tax this year by the state, Ipswich received over $4000 more than last year, and that after that award was made, five days work looking over the cor- poration books at the State House, brought to light taxes to the amount of $1507 more, which had been awarded to other towns or cities, against which awards Ipswich filed a protest, and later the Assessors appeared before the Board of Appeal and won their case, the $1507 being awarded to Ipswich.


The Assessors wish to call the attention of those who own shares or stock in Massachusetts corporations, to the fact that it will be for their benefit, as well as for the benefit of Ipswich, if they will give the assessors a full list of those shares. The State taxes those shares, and later pays back to the town or city where the owners live, a propor- tionate part of the tax. In some cases the clerks of the the cor- poration do not give the State a correct list of stockholders with their last known residence. For instance, Mr. A. owns shares in the B. & M. R. R. Co. He resides in Boston in 1900, but in 1901 he moves to Ipswich. Unless the Corporation clerk has notice of his change of residence, and in turn notifies the State, his corporation tax will continue to be paid to Boston, when it should

come to Ipswich. By giving the assessors a list of his shares, it will give them an opportunity of having the correction made, and as every dollar received for corporation tax helps reduce the local tax rate, Mr. B. will be benefitted by a reduced rate in Ips- wich.


We are greatly pleased to have been able to drop the rate another dollar in 1901, which makes a total reduction of $3. in the rate in four years, in 1897 the rate being $15.00 on $1000, and $12.00 in 1901. It is a matter of still greater pleasure to say that the financial standing of the Town on Jan. 1, '02 is such that with the appropriations kept at the same figures as last year, the rate for 1902, can be, and probably will be, reduced $2. bringing it down to $10 on $1000.

TOWN CLERK'S REPORT.


TO THE SELECTMEN OF IPSWICH :


During the past year progress has been made in the preserva- tion and care of the records of the town, still much remains be- fore it can be said the work is done, many books are yet in a di- lapidated state, every one of them of great value, as they are the records of the past, and they are the history of the town, written by those who were active participants in the events which they re- cord. It is much to be regretted that steps were not taken years ago to do this work, but it is only another illustration of the truth of the saying, "That which is everybody's business is no one's." Fortunately the Legislature has enacted such measures that the work must now be done; and assisted by a growing interest of the citizens in the good work, all towns and cities will have in time, an almost, and in some instances, a complete set of records. Some of the oldest of our town records have been copied, but the originals must be preserved and properly bound, (they are of so much value), but they are in such condition that I am compelled to keep them from the general use until they can be put in proper form. I find upon examination of two books now in the Clerk's office, that some pages are very badly mutila- ted, and some are missing, but enough remains to demand care. Twice they have been put in condition for repair and binding, but parties from other places have been anxious to see them, and although every care was taken by myself to prevent injury or confusion, yet those who had examined them and made the copies they wished for, had exercised no care or judgment in handling the pages, the result being that days of careful work was spoiled and the work must all be done again. Since my last experiences

of that nature I have informed those asking for the original re- cord that the earlier ones were not in a condition to be used. I would suggest that the same course be adopted for the future until the records can be put in form to be handled.


The new shelves for the safe vaults are not yet in place, but arrangements have been made, by which they soon will be, and an additional safeguard added to the safety of the Town property, placed in the vaults.


I submit the following as the vital statistics as reported to the town clerk and recorded, copies of which have been forwarded the office of the Secretary of the Commonwealth, the copies be- ing made in detail.

REPORT OF THE BOARD OF HEALTH.


Whole number of cases of Contagious and Infectious diseases reported to the Board of Health, for the year ending Dec. 31st, 1901, was 32. Of these, 6 cases were of Diphtheria, 7 cases of Scarlet Fever, 18 cases of Typhoid Fever, and 1 case of Measles. Death due and resulting from same, 2 each from Scarlet Fever and Typhoid Fever. With the exception of the slight epidemic of Typhoid Fever, the general health of the town has been good. The board has been greatly assisted during the year in all cases by the hearty co-operation of the physicians and the school de- partment. In every instance there has been a quick response to all our requests and suggestions by the school committee and teachers, to which our success in the restriction and prevention of the spread of the Contagious diseases is mainly due.


During the latter part of the year, a recommendation was made to local Boards of Health by the State Board, urging the importance of vaccination on account of Small Pox being preve- lent in this section of New England, and this board at once issued an order requesting all persons who had not been success- . fully vaccinated within five years, to be vaccinated at once, and the order has been very generally complied with.


As regards the Sanitary Condition of the town, there is very little to be said. Complaints to the board have been very few, and in each case they have been carefully investigated and all our suggestions and requirements carried out.
