Owing to circumstances it has been impossible to keep the ex- penditure for the Poor Department within the appropriation. There have been a number of calls for assistance, outside of the regular cases, and the expense in some of the cases has been quite large. In looking through the detailed expenditures, it will be seen that it has cost nearly $600. more in 1901 than 1900, for what is known as "allowances," which is money paid for support of minor orphan children. It has happened that a num- ber of these cases were thrown upon the town in one year, and it was imperative that the Overseers should look after them. The amount expended for partial supplies, is also about $400 more than last year. This has largely been due to a few cases where both parents were ill at the same time, and the families as well the parents have been provided for. Sickness and other misfortunes cannot be averted, and we are sure that the citizens do not begrudge any amount spent for alleviation of suffering or distress, when such amount is necessary and is wisely expend- ed.

The Overseers contracted with Dr. Macarthur for the care of the poor for the sum of $200. This care did not include surgi- cal operations, or cases of child birth, and the amount $81.92, paid him over the $200 was for cases outside his contract. He made 554 visits during the year. The Town received from other towns and cities $215, for visits made by Dr. Macarthur, so that the amount paid by Ipswich was only $66.92. The sums paid the other physicians were for Ipswich cases in Rowley, and for cases where a Homoepathic physician was requested.


It will be seen that the income from sales from the Farm the past year is $1274 less than the previous year, but that does not mean that the Farm is so much behind, for the amount of pro. duce on hand Jan. 1, 1902, is $918.50 more than it was the pre- vious year. It means that in 1900, we had sold the goods and received the cash, while this year we have the goods. It will also be noticed that the expenses at the Farm were 8468 LESS than the previous year.


The average cost of maintaining each inmate will appear to be larger this year than last, as we do not take into account the stock on hand in getting the average. As we figure it, it is $1.66 per week. If we followed the old plan of getting the average, deducting the increase of valuation of stock and produce from the excess of ex- penditures over income, the cost per week for each inmate at the farm, would be only 68 cents.


It will be recognized that the Farm has made a remarkably good showing, and that the superintendent has done well in keep- ing the expenses down.


We recommend the same amounts for appropriation both for the out- door poor and for the Farm as last year.
