REPORT OF THE TOWN CLERK For the Year Ending December 31st, 1940
Record of the Annual Town Meeting January 15th 1940, with its adjournments.
Article 1. To choose all necessary Town Officers, the following officers to be voted on one ballot, viz: a Moderator for one year, one Town Treasurer and Collector of Taxes for two years, one Selectman for three years, two members of the School Board for three years, one member of the Planning Board for five years, one member of the Board of Assessors for three years, three members of the Finance Commitee for three years.
Meeting called to order at 11:45 A. M., in precinct No. 2 by Moderator Clark in precinct No. one by Warden Allan and precinct No. 3 by Warden Cushman.

Article 3. To see if the Town will vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st 1940, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Voted to authorize the Town Treasurer, with the approval of the Selectmen to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1st 1940, and issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.
Article 4. To hear the report of any committees or officers of the Town; to appoint any committee, or take and action relative thereto.
Voted unanimously that a committee of nine be appointed consisting of: Roger W. Tillson, Lewis F. Harding, Edward C. Peterson, Luke F. Kelley, Allan M. Hale, Romeo Millette, John R. Thompson, James F. Shurtleff, Albert A. Thomas for the purpose of studying the Town Charter and to make any recommendations for changes thereto said committee to report at the next town meeting.

Article 5. To see if the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture, a sum not exceeding two hundred ($200.00) dollars, and choose a Town Director for one (1) year, as provided in Sections 41 and 45 of Revised Chapter 128 of the General Laws, or take any action relative thereto.
Voted to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture, the sum of two hundred dollars ($200.00) and choose as Town Director H. Arthur Standish for one year, as provided in Sections 41 and 45 of Revised Chapter 128 of the General Laws.
Article 6. To see if the Town will raise and appropriate a sum of money to establish a road machinery account for the purpose of repairing and operating road machinery; and act anything thereon.
Voted to appropriate the sum of one thousand five hundred eleven dollars and fifty seven cents ($1511.57) to be applied to the Road Machinery Account for the purpose of repairing and operating road machinery.
Article 7. To see if the Town will vote to raise and appropriate a sum of money by loan or otherwise for the purpose of continuing the W. P. A. work, and act anything thereon.
Voted to raise and appropriate the sum of twenty thousand dollars ($20,000) for the purpose of continuing the W. P. A. work for the year 1940. Said appropriation to be spent under the direction of the Board of Selectmen.
Article 8. To see if the Town will vote to transfer the unexpended balances in the following accounts to the Excess and Deficiency Fund as follows :- Premium on Notes $29.98, Clara Street $17.12, Baseball Field $15.11, Everett Street sidewalk $98.10, Town House Lawn $15.27, Steps and Canopy $240.37, and act anything thereon.
Voted to transfer the unexpended balances in the following accounts to the Excess and Deficiency Fund as follows :- Premium on Notes $29.98, Clara Street $17.12, Baseball Field $15.11, Everett St. sidewalk $98.10, Town House Lawn $15.27 and Steps and Canopy $240.37.
Article 9. To see if the Town will appropriate the sum of twenty-five hundred ($2500.00) dollars to be used for the maintenance and reconstruc- tion of Thompson Street said sum to be expended in conjunction with State and County Funds as provided by Chapter 90 and amendments of the General Laws, said sum to be transferred from the unexpended balance of the Plympton Street Construction account, and to take any action thereon.

Article 10. To see if the Town will vote to raise and appropriate the sum of five hundred ($500.00) dollars to be used for the maintenance and reconstruction of Thompson Street, said sum to be used in conjunction with State and County Funds as provided by Chapter 90 and amendments of the General Laws, and to take any action relative thereto.
Voted to raise and appropriate the sum of fifteen hundred dollars ($1500.00) to be used for the maintenance and construction of Thompson Street, said sum to be used in conjunction with State and County funds as provided by Chapter 90 and amendments of the General Laws.

Article 11. To see if the Town will vote to raise and appropriate the sum of thirty-five hundred ($3500.00) dollars for construction and oiling of Plymouth Street from Waterville to the end of the 1939 construction near Rocky Meadow Street, and act anything relative thereto.

Article 12. To see if the Town will vote to raise and appropriate the sum of five hundred ($500.00) dollars for resurfacing the Town Hall Park- ing Space lot, and act anything relative thereto.
No action taken on this article.
Article 13. To see if the Town will vote to raise and appropriate a sum of money for the purpose of purchasing materials for the construction of a sewer between Union Street and South Main Street in co-operation with the Federal Government as a W. P. A. Project, appropriation to be raised by loan or otherwise in accordance with Chap. 44 and amendments of the General Laws, and act anything relative thereto.
No action taken on this article.
Article 14. To see if the Town will vote to raise and appropriate the sum of five hundred ($500.00) dollars to be used for the purchase of a Gravel Pit situated on the westerly side of Cherry Street, which is a portion of the land now or formerly owned by Emma J. Sturgis, and act anything relative thereto.

Article 17. To see if the Town will vote to accept Jackson Street as laid-out by the Board of Selectmen, and act anything thereon.

To see if the Town will vote to raise and appropriate the sum of sixteen hundred thirty-three ($1633.86) dollars and eighty-six cents for settlement and expenses of Charles Liber suit for the taking of his property for the Union Street School, said sum to be in addition to the unexpended balance of this account, and act anything thereon.

Article 24. To see if the Town will vote to extend the water mains on Cherry Street a distance of approximately thirteen hundred and fifty feet in co-operation with the Federal Government as a W. P. A. project, the ap- propriation to be raised by loan or otherwise in accordance with Chapter 44 of the General Laws, and act anything thereon.
No action taken on this article.
Article 25. To see if the Town will vote to accept the new Plumbing Regulations as compiled by the Board of Selectmen which when adopted as required by law shall repeal the Plumbing Regulations which became ef- fective in the year 1894, and to act anything thereon.
Voted that the Board of Selectmen be authorized to publish the new Plumbing regulations as compiled by the Board of Selectmen and after publication of said regulations to hold a public hearing for consideration of said regulations and insert an article in the warrant for the next Town Meet- ing for the acceptance of same.

Article 26. To see if the Town will vote that the income from sales of gas and electricity to private consumers or for gas and electricity supplied to municipal buildings or for municipal power and street lights, be ap- propriated for the Municipal Light Plant, the whole to be expended by the Manager of the Municipal Lighting under the direction and control of the Board of Selectmen for the expense of the Plant for said fiscal year, as defined in Section 57 of Chapter 164 of the General Laws, and that, if said income shall exceed said expense for said fiscal year, such excess shall be transferred to the construction fund of said plant and appropriated and used for such additions thereto as may thereafter be authorized by the Board of Selectmen, and act thereon.

Article 27. To see if the Town will vote to authorize the Selectmen to dispose of property by sale left the town under the provisions of the will of Ida F. Rounseville, and to act anything thereon.
Voted that the Board of Selectmen be authorized to dispose of property by sale left the Town under the provisions of the Will of Ida F. Rounseville, sale price of each parcel to be not less than the values at the time of acceptance by the Town.
