To Alfred M. Butler, or either of the Constables of the Town of Middleborough.
Greeting:
In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn all the inhabitants of said town qualified to vote inTown affairs, to meet in the Town Hall of said Town on Monday, October 28th. 1940, at 7:30 o'clock P. M., to act on the following articles, viz:
Article 1. To hear the report of any committee or officers of the Town, to appoint any committee, or take any action relative thereto.
Article 2. To see if the Town will vote to appropriate a sum of eight thousand ($8,000) dollars from the free cash now in the hands of the Town Treasurer to provide the Old Age Assistance Department with sufficient funds to meet its necessary expenses for the remainder of the year 1940, and to act thereon.

Article 3. To see if the Town will vote to appropriate a sum of five thousand ($5,000) dollars from the free cash now in the hands of the Town Treasurer to provide the Welfare Department with sufficient funds to meet its necessary expenses for the remainder of the year 1940, and to act thereon.
Article 4. To see if the Town will vote to appropriate a sum not to exceed twenty-five hundred ($2,500) dollars from the free cash now in the hands of the Town Treasurer for the purpose of painting and repairing the exterior of the Town Hall and act thereon.
Article 5. To see if the Town will vote to appropriate a sum not to exceed eight hundred ($800.00) dollars from the free cash now in the hands of the Town Treasurer for the purpose of painting the exterior of the Court House and Police Station on North Main St., and act thereon.
Article 6. To see if the Town will vote to appropriate a sum not to exceed ten thousand ($10,000) dollars from the free cash now in the hands of the Town Treasurer for the purpose of making the necessary repairs to the Water Tower on Barden Hill, and act thereon.

Greeting:
In the name of the. Commonwealth of Massachusetts you are hereby required to notify and warn all the inhabitants of said town qualified to vote by law in elections, to meet at their respective polling places in said town, on Tuesday, November 5th, 1940, that being the first Tuesday after the first Monday in November. In precinct 1 at Pratt Free Hall, in precinct 2 at the Fire Station on North Main St., in precinct 3 at the South Middle- boro Grange Hall, all three at 6:30 A. M. to bring in their ballots to the Warden of their respective precincts for the following officers and questions:
Presidential Electors; Governor; Lieutenant Governor; Secretary; Treasurer; Auditor; Attorney General; Senator in Congress; Representa- tive in Congress; Councillor; Senator; Representative in General Court (1); Clerk of Courts; Register of Deeds; County Commissioners (2).
Questions
To obtain a full expression of opinion, voters should vote on all three of the following questions:
(a) If a voter desires to permit the sale in this town of any and all alcoholic beverages to be drunk on and off the premises where sold, he will vote "Yes" on all three questions.
(b) If he desires to permit the sale herein of wines and malt beverages only to be drunk on and off the premises where sold, he will vote "No" on question one, "Yes" on question two and "No" on question three.
(c) If he desires to permit the sale herein of all alcoholic beverages but only in packages, so called, not to be drunk on the premises where sold, he will vote "No" on questions one and two and "Yes" on question three.
(d) If he desires to permit the sale herein of wines and malt beverages to be drunk on and off the premises where sold and in addition other alco- holic beverages but only in packages, so called, not to be drunk on the premises where sold, he will vote "No" on question one and "Yes" on questions two and three.
(e) If he desires to prohibit the sale herein of any and all alcoholic beverages whether to be drunk on or off the premises where sold he will vote "No" on all three questions.

1. Shall licenses be granted in this town for the sale therein of all alcoholic beverages (whiskey, rum, gin, malt beverages, wines and all other alcoholic beverages) ? Yes No
2. Shall licenses be granted in this town for the sale therein of wines and malt beverages (wines and beer, ale and all other malt beverages) ? Yes. No.
3. Shall licenses be granted in this town for the sale therein of all alcoholic beverages in packages, so called, not to be drunk on the premises? Yes. No
4. Shall the Senator from this district be instructed to vote for the establishment of a lottery to be conducted by the Commonwealth, the net proceeds of which shall provide additional revenue for the Old Age Assist- ance Fund?
5. Shall the Senator from this district be instructed to vote for legis- lation providing for ten dollar weekly payments to each recipient of Old Age Assistance?
All the above officers and questions to be voted for on one ballot. The polls not to be closed before eight o'clock P. M. in each precinct.
And you are further directed to serve this warrant by causing it to be published in the Middleboro Journal, a newspaper published within said town, seven days at least before the time of said meeting.

The recount was held at the Police Station on No. Main Street and started at 1:15 P. M. and completed at 8:15 P. M.
William P. Scanlon, Sarah N. Sheehy, Leslie M. Woodward and Waldo S. Thomas were Registrars who did this work.

REPORT OF THE TOWN MANAGER
To the Honorable Board of Selectmen Middleboro, Massachusetts
Gentlemen :
I herewith present the annual report of the Town Manager for the year ending December 31st, 1940.
Highways. The program of resurfacing gravel roads with a perma- nent type of surface, was begun this year and should be continued until all the Town roads are completed. By means of this planned program road maintenance costs will

be cut considerably and the wear on the vehicles operating on the highways will be greatly reduced, also the public will be furnished safer, more convenient and more econom- ical means of travel.
