REPORT OF THE TOWN MANAGER
To the Honorable Board of Selectmen Middleborough, Massachusetts
Gentlemen:
I herewith present the annual report of the Town Manager for the year ending December 31, 1951.
During the year 1951, the new Sewage Treatment Plant was in opera- tion for the first full year. The results of the treatment on the sewage, as shown by the analyses of the State Department of Public Health, have been very satisfactory. The quality of the water in the river should be improved as no untreated sewage in any quantity should now be flowing into the Nemasket River.
Highway
In the Highway Department, the usual maintenance work was car- ried out with the thought in mind of resurfacing to improve the riding qualities where needed as well as treating the present surface. About five miles of highway were honed and surface treated. Gravel roads in various sctions of the Town, about two and one-half miles, were improved and asphalt applied.
Under Chapter 90 Maintenance a little more than three miles of high- way were seal-coated, about three miles honed, and four hundred feet, a mixed-in-place surface constructed.
A section of Plymouth street, four thousand feet, was widened and reconstructed, bad curves eliminated, trees removed, drainage and culverts installed. This work was carried on under Chapter 90 Construction.
Sidewalks were reconstructed on the following locations: Montello Street, Bourne Street, Frank Street, Vine Street and Oak Street, as well as general repairs throughout the Town.

Water
In the Water Department, requests for new services and replacement of old continued about the same as in the previous year. No new exten- sions of mains were made except on a housing development off East Main Street. The new wells constructed at the Rock continue to furnish water of first class quality. This station pumps water twenty-four hours a day without interruption under the efficient operation of the pumping station engineers.
Routes 28 and 44
During the past year several serious and fatal accidents have occurred along West Grove Street, Route 28. To correct this, as much as possible, the State Department of Public Works was requested to install traffic lights at the junction of Routes 28 and 44. The State has promised to do this, and it is hoped that this will control traffic along this highway and materially reduce accidents.
Insect and Pest Control
To date no positive evidence of the Dutch Elm Beetle has been found in Middleborough, although it has been in some neighboring Towns. All samples of trees sent to Amherst for analysis have been found negative. Efforts to combat this, under advice of the State, is being carried on. Several elm trees, about 15 to 20, showing signs of decay have been cut down and burned; throughout the Town work of removing dead limbs and burning has been carried on. As there are over 2,000 elm trees, this is a large project.
There was no airplane spraying this year but the results of the spray- ing in the previous year were noticeable. Traps set out by Town workers under the supervision of the State did not show any signs of gypsy moths. The elm trees throughout the Town were sprayed by the Town-owned sprayer.
Pearl Street Parking Lot
The new parking area on Pearl Street has been filled in and graded. This has been allowed to settle and it is hoped to surface this area early in the year. Upon completion, this will give off-the-street parking to approximately 100 cars.
I am referring you to the reports of the Town Departments for in- formation regarding their activities for the year which are listed in this report.
I wish to extend my thanks and appreciation for the fine cooperation extended by the Board of Selectmen and the Departments of the Town in the accomplishments of the year's work.

REPORT OF THE TOWN CLERK For the Year Ending December 31, 1951
ANNUAL TOWN MEETING January 15, 1951 with its Adjournments
Article 1: To choose all necessary town officers, the following officers to be voted on one ballot, viz .: A Moderator for one year; two Selectmen for three years; two members of the School Committee for three years; one member of the Board of Assessors for three years; two members of the Finance Committee for three years; one member of the Planning Board for five years; one member of the Planning Board for four years.
The polls will be open at 12 o'clock noon for vote on the foregoing article and will not be closed before 8 o'clock P.M.
Meeting was called to order at 11:45 A.M. in Precinct 1 by Robert West, Precinct 2 by Moderator Fletcher Clark, and in Precinct 3 by Harlas L. Cushman.
The polls were declared open at 12 noon.
The following election officers were sworn in:

Article 4: To hear the report of any committees or officers of the Town, to appoint any committee or take any action relative thereto.
No action taken under this article.
Article 5: To see if the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agri- culture, a sum not exceeding two hundred ($200) dollars, and choose a Town Director for one (1) year, as provided in Sections 41 and 45 of Chapter 128 of the General Laws, or take any action relative thereto.
Voted to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture, a sum not exceeding two hun- dred dollars ($200) and choose a Town Director, namely, H. Arthur Standish for one year, as provided in Sections 41 and 45 of Chapter 128 of the General Laws.
Article 6: To see if the Town will vote that the income from sales of gas and electricity to private consumers and for gas and elec- tricity supplied to municipal buildings and for municipal power and street lights, be appropriated for the Municipal Lighting Plant, and the whole to be expended by the Manager of the Municipal Light Depart- ment under the direction and control of the Board of Selectmen for the expense of the plant for said fiscal year, as defined in Section 57 of Chapter 164 of the General Laws, and act thereon.
Voted to adopt with the following amendment: that the sum of $2092.50 be withheld from the earnings of the Plant to take care of the Gas and Electric Pension article listed in the budget.
Article 7: To see if the Town will vote to raise and appropriate the sum of three thousand ($3000) dollars to meet the Town's share of the cost of Chapter 90 Highway Maintenance, and that in addition, the sum of six thousand ($6000) dollars be transferred from unappro- priated available funds in the treasury to meet the State's and County's share of the cost of the work, the reimbursements from the State and County to be restored upon their receipt, to unappropriated available funds in the treasury, and act thereon.
Voted to adopt.
Article 8: To see if the Town will vote to raise and appropriate the sum of five thousand ($5000) dollars to meet the Town's share of the cost of Chapter 90 Highway Construction, and that in addition, the sum of fifteen thousand ($15,000) dollars be transferred from unappro- priated available funds in the treasury to meet the State's and County's shares of the cost of this work, the reimbursements from the State and County to be restored, upon their receipt, to unappropriated available funds in the treasury, and act thereon.
Voted to adopt.

Article 9: To see if the Town will vote to transfer the sum of two thousand fifteen and 73/100 ($2015.73) dollars from the Road Machinery Fund to the Road Machinery Account, and act thereon.

Article 10: To see if the Town will vote to raise and appropriate the sum of three thousand two hundred ten ($3210) dollars for the purpose of repairing Road Machinery, and act anything thereon.

Article 11: To see if the Town will vote to raise and appropriate the sum of four hundred ($400) dollars for the celebration of the Fourth of July, and act thereon. (By request)
Voted to raise and appropriate the sum of one hundred and fifty dollars for the celebration of the Fourth of July. An amendment changed the appropriation under this article from $400 to $150.
Article 12: To see if the Town will vote to extend the water mains on Wood Street, from Sachem Street to East Main Street, or from East Main Street to Sachem Street, whichever appears to be the more feasible, and appropriate by transfer, loan or otherwise a sum of money therefor, and act anything thereon. (By request)
The motion was made to appropriate the sum of $30,000 for the extension of water lines along Wood Street. This motion was lost.
Article 13: To see if the Town will authorize the Selectmen to sell at private sale for such price and upon such terms and conditions as the Selectmen may deem best, a certain parcel of land on the East- erly side of Bedford Street containing about 1/4 of an acre conveyed to the Town by deed of Albert F. Reed dated January 23, 1880 and re- corded with Plymouth County Registry of Deeds, Book 503, Page 229, and act anything thereon. (By request)

Article 14: To see if the Town will vote to appropriate a sum of money to be taken from free cash in the treasury to purchase the land opposite the New York, New Haven and Hartford railroad station, bounded on the North by Courtland Street, on the East by Elm Street, and on the South and West by other land of the Railroad Company, and authorize the Board of Selectmen for and on behalf of the Town to purchase said land and to convey the same for $1.00 consideration to the Military Department of the Commonwealth of Massachusetts for the purpose of erecting thereon a Garage or Armory or both, the cost of which will be paid by the Commonwealth of Massachusetts, and act anything thereon.
Voted to appropriate a sum of $4,000 to be taken from free cash in the treasury to purchase the land opposite the New York, New Haven and Hartford railroad station, bounded on the north by Courtland Street, on the East by Elm Street, and on the South and West by other land of the Railroad Company, and authorize the Board of Selectmen for and on behalf of the Town to purchase said land and to convey the
