ANNUAL REPORT


FINANCE COMMITTEE


The Committee consists of seven persons. They are sworn to the faithful performance of their duties, and serve without salary and do not hold any other Town employment.


The Committee holds monthly meetings and examines the monthly expenditures of the Departments, and frequently confers with Department Heads throughout the year. The committee considers and advises as to all matters relating to proposed appropriations and the manner of raising the amounts appropriated, and reports in writing at each Town Meeting on all articles in the warrant relating to the appropriation or borrowing of money or the indebtedness of the Town.


The Committee makes recommendations in writing to the Town, or to the Board of Selectmen, relating to the financial affairs of the Town. It submits to the Town at the Annual Town Meeting a report showing appropriations recommended for each fund or department, the estimated income from all sources, the amount required to meet charges for interest and maturing indebtedness, and the estimated amount to be levied and raised by taxation to meet all expenses and liabilities of the Town.

being Wareham, Marion and Lakeville, and through Wareham we are able to give and receive messages with the Barnstable County Police Department.


The ambulance has covered 403 miles for the year: of this 46 were for accidents, total mileage 345. Fifteen calls for patrol, total mileage 43. Three calls for welfare, total mileage 15. Fifty-seven persons were taken to hospital in the ambulance.


Cruiser Car No. 1 traveled 12,773 miles in patrols and investiga- tions. Cruiser Car No. 2 traveled 19,872 miles in patrols and investiga- tions and took eighteen injured to hospital as stretcher cases from accidents. Total distance for both cruisers 32,645 miles.


There were two fatal accidents, one an operator of a motor vehicle, on Route 28; the other a small child running across Route 44 and hit by a motorist.


I wish to express my thanks and appreciation for the assistance and co-operation given by the Honorable Board of Selectmen, the Finance Board, the Fourth District Court, the Superintendent of Schools, and the teachers, the telephone operators, the staff of St. Luke's Hospital, the people of Middleboro and the officers of this Department who have helped to make the administration of this department a suc- cess during my second full year of office.

REPORT OF TREE WARDEN


During the year, the following trees were removed:

A special appropriation was made to cut out the dead wood on the elm trees to control the Dutch Elm Disease. This work was carried on, more or less, in the center of the Town in the last year. In order to continue combating this dread disease, we must continue trimming and removing dead elm trees. There was only one tree to be found with Dutch Elm Disease and this was removed and properly disposed of. It is intended to carry on the work in the coming year. Also many dead limbs that had become a hazard to persons and property have been removed.


The following trees were planted during the year:

Health and Sanitation


REPORT OF THE BOARD OF HEALTH


Contagious Diseases


There were no serious outbreaks of contagious diseases during the past year. Measles and Scarlet Fever were the most prevalent, but not serious enough to be epidemic in nature.


Deaths


During the year a total of 142 burial permits were issued. The number one cause of death is still the diseases of the heart and circula- tion with various forms of cancer in second place.


Clinics


Dr. L. H. Fuller, D.M.D., and Mrs. Mary Edgerly, R.N., conducted the weekly dental clinic held at the Union Street School during the past year.


There were 1440 pupils examined in the grade schools. There were 835 notices sent home for pupils with defective teeth; 210 pupils from the first and second grades were treated.


During the year there were 225 fillings, 79 extractions and 7 clean- ings.


Diphtheria Clinic


The diphtheria clinic was under the supervision of Dr. S. A. Silli- ker, M.D., and Mrs. Mary Edgerly, R.N. Assistance was given by the Middleboro District Nursing Association in compiling and completing the records of each child inoculated against diphtheria. .


There was quite a number of inoculations and booster shots given.


Collections


Garbage collection was done very well this year and any new places or receptacles missed were collected within a day after calls were received. The garbage truck underwent major repairs that were badly needed and yet in the near future a new unit will be needed.


Rubbish collections were made regularly and in an efficient man- ner. The area of collection and new construction of homes are making the collections much heavier.

This Department recommends that the rules governing collection of garbage and rubbish be thoroughly enforced in order that each day's routes can be collected.


Complaints and Inspections


Complaints and nuisances were all investigated and were abated or court action brought against the violator.


All required inspections were made and places were complying with the rules and regulations.


New rules and regulations were adopted for overnight camps and cabins.

Town Dump


Extensive work on leveling and grading was made at the dump this year. People are requested to place the material they bring to the dump where directed by the custodian in charge.


All illegal dumps were posted and violators will be prosecuted.


Tuberculosis


There are four patients in the Plymouth County Hospital and one was at the Lakeville State Sanatorium.


Monthly X-ray chest examinations are still held at the St. Luke's Hospital.


A free chest X-ray clinic was held in November and December under the Plymouth County Hospital supervision and sponsored by the Middleborough P.T.A., Middleborough Seal Sale Committee, Mid- dleborough District Nursing Association, with the cooperation of the Board of Health. A total of 1738 persons were X-rayed.

REPORT OF THE INSPECTOR OF MILK, ANIMALS AND SLAUGHTERING


Milk


All producers of milk have a certificate of registration issued by the Division of Dairying.


All milk dealers have a license issued by the Milk Control Board and one also issued by the Town of Middleboro to sell milk and cream.


Thirty-four samples of milk were taken to Steele's Laboratory, East Bridgewater, Mass., for analysis during the past year. Two cases of mastitis were found during these tests.
