In Memoriam

C. Brooks Hudson served as a member of the Board of Water Com- missioners for the past seven years. Mr. Hudson was born Nov. 13, 1881, in Marshfield, Vermont, and was educated in the public schools there. In 1904 he went to Lowell, Mass., where he continued his education while working in a power plant as a stationary fireman. In 1912 he ob- tained his first class engineer's li- cense, and was employed as a power plant engineer in Mass. and N. Y. state prior to coming to the Plym- outh Cordage Co. as Chief Engineer in 1920. During his 30 years with the Plymouth Cordage Co., he was widely recognized as a capable man in his field and contributed regu- larly to technical magazines. He


was formerly a member of the Board of Water Commissioners in the Town of Kingston, a member of the Church of the Pilgrimage and its Men's Club, a member of the Society of Mayflower Descendents, a direc- tor of the Plymouth Cordage Credit Union and its president for several years.


Herbert S. Maxwell served as a member of the Plymouth Board of Health for thirty-one years. He had also served for twelve years on the Plymouth Board of Selectmen and had served as a member of the Herring Committee.


Mr. Maxwell was born in Ogunquit, Maine, and as a young man lived in Dover, New Hampshire. He attended schools in Dover and was a graduate of the Massachusetts College of Pharmacy and Dr. Patrick's School of Pharmacy in 1904.


Following his graduation from the Massa- chusetts College of Pharmacy he worked at the Cooper Drug Company in Plymouth and later he opened the Maxwell's Pharmacy in North Plymouth which he operated for 33 years.


In 1904 he married Laura Manter, daughter of Police Chief and Mrs. Freeman Manter. Mr. Maxwell was a charter member of the Plymouth Lodge of Elks.


He served the Town in many capacitles but was most active as a member of the Plymouth Board of Health on which he served for 31 years to the time of his death, July 1, 1950. He was a faithful and conscientious member of the Board, rarely missed a meeting and had a keen insight into the responsibilities of the Board and sound judgement in matters that came before the Board.

ANNUAL REPORT OF THE BOARD OF SELECTMEN


For The Year Ending December 31, 1950


This report is a brief resume of the administration of the Town Government for the year 1950.


In the interest of economy, it is requested that all department reports be as brief as possible reserving the most space for essential statistical records.


The records of the Town Accountant will be found in another part of this book which will disclose the expendi- tures by departments and with the exception of emergen- cies within the budgetary appropriation of the last annual meeting.


The cave-in at the Market Street Bridge was an expen- sive emergency but financial assistance from the State and County greatly reduced the Town's cost.


The slumping of a section of Water Street was another one and a sizeable sum was saved by the gracious services of a Boston engineering firm without cost to the Town.


Because of the extremely high cost of materials and supplies, highway repairs were confined to those con- sidered most essential in the interest of public safety.


The street lighting system was surveyed in an effort to better distribute the lights. Some lights were elimi- nated, some increased in wattage and others re-located to accomplish this purpose.


A change in the heating system at Memorial Building was made this year which resulted in a substantial saving in fuel, illuminating gas and labor.


The Police Department has efficiently served all areas

providing police protection in a manner that reflects favorably upon the Town.


The fish ladder was carefully protected during the spawning season and a large run is expected this year. It is planned to realize from the sale of herring rights sufficient money to make it at least self-supporting.


The commercial fishing industry is increasing each year and it is hoped to improve facilities at the Town Wharf when financial conditions have improved.


Depending upon favorable action by the State authori- ties, substantial repairs to the shore line at Warren's Cove, White Horse Beach, Manomet Point and Ellisville Harbor are planned this year with funds already appro- priated by the Town and County.


Home Building continues to increase improving many areas that were previously undeveloped which will in- crease the revenue by taxation and also create a need for utilities and public service.


The financial transactions of the Town were checked by the State Auditors and found to be in good order. The financial status of the Town is sound and should continue to be so if economy is practiced by all departments.


The valuation for 1950 was $26,980,080 which is an increase due partly to adjusted real-estate valuations and new construction.


In summary, all departments operated efficiently and to the best of their ability to keep within their budgets.

ANNUAL TOWN MEETING


March 25, 1950


The meeting was called to order by the Moderator at 1:30 o'clock, P.M.


Article three:


Mr. William H. Armstrong made a report for the Plumbing Committee, and requested that since a final report was not ready that the Committee be continued for another year.


Mr. Kendall H. Holmes made a report for the Harbor Committee, and requested that the Committee be con- tinued for another year.


On motion of Herbert K. Bartlett, Voted: That the reports of the several boards of Officers and Committees of the Town be accepted and placed on file.


Article four:


Voted: That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1951, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chapter 44, General Laws.

and that it be recorded as the sense of this meeting, that the Selectmen be instructed to establish a 40-hour week schedule for all members of the Police Department to become effective at such time as the Selectmen have been advised this action would have the legal approval of the Attorney General of the State of Massachusetts; other -. wise the amount of $3,885.60 shall remain as an unex- pended balance of the Police Dept. Appropriation, but the motion was lost by a ballot vote, 350 voting in the affirma- tive and 467 in the negative.


Article seven:


Voted: That the Town raise and appropriate the sum of fifteen thousand five hundred dollars ($15,500), in- cluding the dog tax of $1,982.32, in aid of the Plymouth Public Library.


Article eight:


Voted: That the Town raise and appropriate the sum of four thousand seven hundred dollars ($4,700) to be expended by the Plymouth Public Library for the Loring Library.


Article nine:


Voted: That the Town raise and appropriate the sum of one thousand one hundred and eighty dollars ($1,180) in aid of the Manomet Public Library.


Article ten:


Voted: That the Town raise and appropriate the sum of six hundred dollars ($600) for the observance of Memorial Day, to be expended under the direction of the Board of Selectmen.


Article eleven:


Voted: That the Town raise and appropriate the sum of one thousand four hundred dollars ($1,400) for the observance of July Fourth, to be expended under the direction of the Board of Selectmen, $150 of this amount to be expended for the sponsoring of children's sports.

Article twelve:


Voted: That the Town raise and appropriate the sum of three hundred and fifty dollars ($350) for the observance of Armistice Day, said appropriation to be expended under the direction of the Board of Selectmen.


Article thirteen:


Voted: That the Town raise and appropriate the sum of five hundred dollars ($500) for the observance of Thanks- giving Day, to be expended under the direction of the Board of Selectmen.


Article fourteen:


Voted: That the Town raise and appropriate the sum of three thousand four hundred and eighty dollars ($3,480) for the employment of one or more district nurses, said appropriation to be expended under the direction of the Board of Selectmen.


Article fifteen:


Voted: That the Town raise and appropriate the sum of one hundred and fifty dollars ($150) for the use of the Plymouth County Trustees for County Aid to Agriculture and choose a Town Director.


On motion of James T. Frazier, Voted: That Robert B. Bowler, Jr., be appointed Town Director of County Aid to Agriculture.


Article sixteen:


Mr. William S. Brewster moved that the Town adopt a by-law to read as follows: "The Board of Selectmen is authorized to sell, after first giving notice of the time and place, by posting such notice of sale in some convenient and public place in the Town, fourteen (14) days at least before the sale, property taken by the Town under tax title procedure, provided that the Selectmen or whomso- ever they may authorize to hold such public auction may reject any bid which they deem inadequate."

Mr. Howard P. Barnes moved to amend by substituting the following motion: "That the Board of Selectmen is authorized to sell property taken by the Town under tax title procedure provided the Selectmen or whomsoever they may authorize to hold such public auction, may reject any bid which they deem inadequate. Such sales shall be held only after first giving notice of the time and place, by posting such notice of sale and listing of property or parcels in at least three convenient and public places, and by publication of such notice and listing in at least one weekly issue of the newspaper published in Plymouth two weeks preceding such sale." The motion was carried.


Mr. Brewster's motion as amended was then put before the meeting and carried.


Article seventeen:


Voted: That the Town raise and appropriate the sum of twelve hundred dollars ($1,200) for compensation and expenses of the Dog Officer required by Chapter 320 of the Acts of 1934, $900 of which shall be for salary retro- active to Jan. 1, 1950 and $300 for other expenses.


Article eighteen:


Voted: That the Town accept twenty-one cemetery perpetual care funds, amounting to five thousand one hundred and twenty-five dollars ($5,125), received and deposited in the Plymouth Savings Bank in the year 1949 in accordance with the usual votes of the Cemetery Com- missioners and Selectmen, and listed as New Funds in the Town Report.


Article nineteen:


Voted: That the Town raise and appropriate or trans- fer from available funds the sum of ten thousand dollars ($10,000) for the Reserve Account in the hands of the Advisory and Finance Committee, $7,000 of which shall be from the Reserve from Overlayings of Taxes and $3,000 from Excess and Deficiency.

Article twenty:


Voted: That the Town raise and appropriate or trans- fer from available funds the sum of $39,000 under the provisions of Chapter 90 of the General Laws, $24,000 of which shall be for the improvement of Rocky Hill Road and $15,000 for Standish Avenue, contributions from the State and County to be returned to the Excess and De- ficiency Account.


Article twenty-one:


Mr. William S. Brewster moved: That the Town raise and appropriate or transfer from available funds the sum of twenty-five hundred dollars ($2,500) to pay for any possible land damage in connection with the new County lay-out of Rocky Hill Road.


Mr. LeRoy S. Williams moved: That the Town take no action under this article, and the motion was lost.


The original motion was then put before the meeting and unanimously carried.


Article twenty-two:


Voted: That the Town assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws for all damages that may be incurred by work to be per- formed by the Department of Public Works of Massa- chusetts for the improvement, development, maintenance and protection of rivers, harbors, tide waters and fore- shores, in accordance with Section 11 of Chapter 91 of the General Laws and to authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.


Article twenty-three:


Voted: That the Town raise and appropriate the sum of fifteen thousand dollars ($15,000) for the purpose of continuing the Survey and Assessors' Plans, to be ex- pended under the direction of the Assessors, with the approval of the Planning Board.

Article twenty-four:


Voted: That action under Article 24 be deferred until after Article 33 is acted upon.


Article twenty-five:


Voted: That the Town raise and appropriate the sum of two hundred and fifty dollars ($250) as provided in Chapter 40, Section 5, Clause 37 of the General Laws, said appropriation to be expended under the direction of the Board of Selectmen.


Article twenty-six:


Voted: That the Town raise and appropriate or trans- fer from available funds, the sum of $25,000 for the Stabilization Fund, as authorized by the provisions of Chapter 124 of the Acts of 1945.


Article twenty-seven:


Voted: That the Town raise and appropriate the sum of $750 for the purpose of maintaining the mosquito con- trol works, constructed in the Town of Plymouth, as estimated and certified to by the State Reclamation Board, in accordance with the provisions of Section 4, Chapter 112, Acts of 1931.


Article twenty-eight:


Mr. William S. Brewster moved: That the Town vote to authorize the Selectmen, until the next annual Town Meeting, to sell or otherwise dispose of any equipment or material in the hands of any department under their supervision and deemed by the Selectmen to be obsolete and of no further use to said department.


Mr. Howard P. Barnes moved that the Town adopt a by-law as follows: "The Board of Selectmen is author- ized to sell and otherwise dispose of any equipment or material in the hands of any department under their supervision, which is deemed by the Selectmen to be obsolete and of no further use by the Town. No sale or disposition of such equipment or material shall be

made until after posting of notices in three public places, together with publication in a newspaper published in Plymouth, of the time and place of such sale with a descriptive listing of articles involved, at least two weeks prior thereto. A public hearing may be held preceding such sale or disposition." The amendment was carried.


The motion as amended was then put before the meet- ing and carried.


Article twenty-nine:


Voted: That the Moderator be authorized and directed to appoint a committee of three members to make recom- mendations with respect to the advisability of the appointment of a wire inspector, including the desir- ability of cooperation with other towns in forming a dis- trict, to develop appropriate by-laws and make recom- mendation no later than the next annual Town Meeting with respect to remuneration and the possibility of fees to be charged, in accordance with Chapter 529, Acts of 1949, and that the Town vote to raise and appropriate the sum of $50 for expenses of said committee.


Article thirty:


Mr. William S. Brewster moved: That the Town take no action under Article 30.
