Article 7. To take such action as the Town shall see fit in aid of the Plymouth Public Library.


The Committee recommends an appropriation of $15,500, including the Dog Tax of $1,982.32.


Article 8. To see if the Town will appropriate the sum of forty-seven hundred dollars ($4,700) to be expended by the Plymouth Public Library for the Loring Library.


The Committee recommends an appropriation of $4,700.00.


Article 9. To see if the Town will appropriate a sum not exceeding eleven hundred and eighty dollars ($1,180) in aid of the Manomet Public Library.


The Committee recommends an appropriation of $1,180.00.

Article 10. To see if the Town will appropriate a sum not exceeding six hundred dollars ($600) for the Observ- ance of Memorial Day, said appropriation to be expended under the direction of the Board of Selectmen.


The Committee recommends an appropriation of $600.00.


Article 11. To see if the Town will appropriate the sum of two thousand dollars ($2,000) for the annual Observ- ance of July 4th and that the sum of one hundred and fifty dollars ($150) of that amount be expended in said observance for the sponsoring of children's sports, the whole to be expended under the direction of the Board of Selectmen.


The Committee recommends an appropriation of $1,400, of which $150 shall be for the sponsoring of children's sports.


Article 12. To see if the Town will appropriate a sum not exceeding five hundred dollars ($500) for the Ob- servance of Armistice Day, said appropriation to be spent under the direction of the Board of Selectmen.


The Committee recommends an appropriation of $350.00.


Article 13. To see if the Town will vote to raise and appropriate the sum of five hundred dollars ($500) for the Observance of Thanksgiving Day, to be expended under the direction of the Board of Selectmen.


The Committee recommends an appropriation of $500.00.


Article 14. To see if the Town will appropriate the sum of thirty-four hundred and eighty dollars ($3,480) towards the employment of one or more district nurses, said appropriation to be expended under the direction of the Board of Selectmen.

Article 15. To see what amount the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture and to choose a Town Director, as provided in Sections 41 and 45, Revised Chapter 128 of the General Laws, and act thereon.


The Committee recommends an appropriation of $150.00.


Article 16. To see if the Town will adopt a by-law to read as follows: "The Board of Selectmen is authorized to sell, after first giving notice of the time and place, by posting such notice of sale in some convenient and public place in the Town, fourteen (14) days at least before the sale, property taken by the Town under tax title pro- cedure, provided that the Selectmen or whomsoever they may authorize to hold such public auction may reject any bid which they deem inadequate" or take any action rela- tive thereto.


The Committee recommends favorable action.


Article 17. To see if the Town will appropriate a sum not exceeding twelve hundred dollars ($1,200) for com- pensation and expenses of the Dog Officer required by Chapter 320 of the Acts of 1934.


The Committee recommends an appropriation of $1,200, $900 of which shall be for salary retroactive to Jan. 1, 1950 and $300 for other expenses.


Article 18. To see if the Town will vote to accept twenty-one (21) cemetery perpetual care funds, amount- ing to five thousand, one hundred and twenty-five dollars ($5,125), received and deposited in the Plymouth Savings Bank in the year 1949 in accordance with the usual votes of the Cemetery Commissioners and Selectmen, and listed as New Funds in the town report.


The Committee recommends favorable action.

Article 19. To see what amount the Town will vote to raise and appropriate or transfer from available funds for the Reserve Account in the hands of the Advisory and Finance Committee.


The Committee recommends an appropriation of $10,000, of which $7,000 shall be from the Reserve from Overlay- ings of Taxes and $3,000 from Excess and Deficiency.


Article 20. To see if the Town will vote to appropriate or transfer from unappropriated available funds in the Treasury, a sum of money for the improvement of Rocky Hill Road ($24,000) and Standish Avenue ($15,000), Chapter 90 Construction; said money to be used in con- junction with any money which may be allotted by the State or County, or both, for this purpose.


The Committee recommends an appropriation of $39,000 from Excess and Deficiency.


Article 21. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of twenty-five hundred dollars ($2,500) to pay for any pos- sible land damage in connection with the new County lay-out of Rocky Hill Road.


The Committee recommends an appropriation of $2,500 from Excess and Deficiency.


Article 22. To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the General Laws for all damages that may be incurred by work to be performed by the Department of Public Works of Massachusetts for the improvement, development, maintenance and protection of rivers, harbors, tidewaters and foreshores, in accordance with Section 11 of Chapter 91 of the General Laws and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.


The Committee recommends favorable action.

Article 23. To see if the Town will appropriate a sum of fifteen thousand dollars ($15,000) for the purpose of continuing the Survey and Assessors' Plans; money to be expended under the direction of the Assessors.


The Committee recommends an appropriation of $15,000, to be expended under the direction of the Assessors, with the approval of the Planning Board.


Article 24. To see if the Town will appropriate a sum not exceeding twelve hundred and ninety-five dollars ($1,295) to be expended under the direction of the Board of Selectmen under Section 6A of Chapter 40 of the General Laws for the purpose of advertising its resources, advantages and attractions.


The Committee recommends no action under this article.


Article 25. To see if the Town will appropriate a sum not exceeding twenty-five hundred dollars ($2,500) as provided in Chapter 40, Section 5, Clause 37 of the Gen- eral Laws; said appropriation to be spent under the di- rection of the Board of Selectmen.


The Committee recommends an appropriation of $250, to be added to the 1949 balance of $250.15 for conventions and entertainment of distinguished guests, as provided under this section.


Article 26. To see what amount the Town will vote to appropriate or transfer from available funds to provide for a stabilization fund as authorized by the provisions of Chapter 124 of the Acts of 1945, or take any action thereto.


The Committee recommends no action.


Article 27. To see if the Town will vote to raise and appropriate the sum of seven hundred and fifty dollars ($750) for the purpose of maintaining during the ensuing year, the mosquito control works as estimated and certi-

fied to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931.


The Committee recommends an appropriation of $750.00.


Article 28. To see if the Town of Plymouth will adopt a by-law to read as follows: "The Board of Selectmen is authorized to sell or otherwise dispose of any equipment or material in the hands of any department under their supervision and deemed by the Selectmen to be obsolete and of no further use to said department."


The Committee recommends favorable action as a vote, but not as a by-law.


Article 29. To see if the Town will vote to accept Chapter 529 of the Acts of 1949 relative to the appoint- ment of an Inspector of Wires in cities, towns and districts and make an appropriation therefor; appointment to be made by the Board of Selectmen.


The Committee recommends that a committee of three be appointed by the Moderator to make recommendations with respect to the advisability of the appointment of a wire inspector, including the desirability of co-operation with other towns in forming a district, to develop appro- priate by-laws and make recommendations with respect to remuneration and the possibility of fees to be charged, with an appropriation of $50 for expenses of said com- mittee.


Article 30. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of sixteen thousand, four hundred and fifty dollars ($16,450) for the necessary repairs to the Town Wharf.


The Committee makes no recommendation under this article, because of lack of adequate information.


Article 31. To see if the Town will appropriate a sum of money for the payment of police officers operating the

Jordan Hospital ambulance on non-emergency cases; the Town to be reimbursed for said payments by said hospital.


The Committee recommends no action, since the legality is questionable.


Article 32. To see if the Town will adopt the by-law to read as follows: "No person shall remove any soil, loam, sand or gravel from any land in the Town not in public use, unless such removal is authorized by a permit issued by the Selectmen except in conjunction with con- struction of a building on the parcel and except for the continued operation on the same parcel of an existing sand and gravel pit. No such permit shall be issued until an application therefor is filed with said Board, said Board shall hold a public hearing on the application and notice of the filing of such an application and the date and time of the public hearing thereon shall be advertised in a paper published in the Town of Plymouth seven days at least before the public hearing."


The Committee recommends adoption of the following by-law: "No person shall, except in conjunction with con- struction of a building on the same parcel of land or for continued operation of an existing sand or gravel pit on the same parcel of land, remove any soil, loam or gravel from any land in the Town after notice to cease and desist or to refrain from removal thereof has been served upon such person by delivery in hand or by leaving at the last and usual place of abode of such person or at the usual place of business of such person of written notice signed by a majority of the Board of Selectmen forbidding such removal.


"Any person aggrieved by such notice forbidding such removal, or any person wishing in advance of such notice to determine rights to remove soil, loam or gravel, may at any time apply to said Board for permission to remove such soil, sand or gravel, said Board thereafter to

hold a public hearing on the application, notice of filing such application and the date and time of the public hear- ing to be advertised in a paper published in the Town seven days at least prior to the date fixed for such public hearing. The Board of Selectmen shall, within ten days of completion of such public hearing, grant or deny permis- sion to remove such soil, loam, sand or gravel."


Article 33. To see if the Town will vote to raise and appropriate, or transfer from available funds a sum not exceeding five thousand dollars ($5,000) for advertising the advantages of the Town and for providing amusements or entertainments of a public character; the money so appropriated shall be expended under the direction of the Board of Selectmen.


The Committee recommends an appropriation of $5,000 for advertising the advantages of the Town, as permitted by enabling legislation passed Feb. 11, 1950, provided that the sum of $1,000 shall previously have been contributed by donation and paid into the town treasury to be ex- pended for the aforesaid purpose.


Article 34. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of six hundred dollars ($600) for the purpose of installing a surface drain in Priscilla Beach Road to prevent property damage.


The Committee recommends an appropriation of $600 from Excess and Deficiency.


Article 35. To see what amount the Town will vote to raise and appropriate or transfer from Parking Meter Receipts for parking meter expenses as follows: Salary of Police Officer, retroactive to January 1, 1950, $2,860; to reset 135 meters, $300; new plans, $125.


The Committee recommends an appropriation of $3,285 from Parking Meter Fees and reconsideration of the

Police Dept. Salaries, for the purpose of reducing it by $2,860.00.


Article 36. To see if the Town will vote to raise and appropriate or transfer from Parking Meter Receipts, or available funds, the sum of twelve hundred dollars ($1,200) for the purchase of an automobile for the Police Department, and to dispose of one in service (1946 model) .


The Committee recommends an appropriation of $950 from Excess and Deficiency.


Article 37. To see if the Town will vote to raise and appropriate or transfer from Parking Meter Receipts, the sum of three hundred and twenty-one dollars ($321) for the purchase of a coin separator and coin wrappers for use in connection with parking meter collections.


The Committee recommends an appropriation of $321 from Parking Meter Fees.


Article 38. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of nine thousand, four hundred and forty dollars ($9,440) for a new motor street sweeper for the Highway Department.


The Committee recommends an appropriation of $9,440 from Excess and Deficiency and reconsideration of the Street Cleaning appropriation for the purpose of reducing it by $2,300.


Article 39. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of four hundred and ninety-five dollars ($495) for the pur- chase of a sickle bar attachment on International Tractor for the Highway Department.


The Committee recommends an appropriation of $495 from Excess and Deficiency.


Article 40. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of

two thousand, six hundred and fifty dollars ($2,650) for the purpose of extending the sewer on Olmstead Terrace from the Veterans' Housing Project to Standish Avenue (1,000 feet) .


The Committee recommends no action.


Article 41. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of two thousand, one hundred and twenty-five dollars ($2,125) for the purpose of extending the sewer on Boute- main Avenue (760 feet) .


The Committee recommends an appropriation of $2,125 from Excess and Deficiency.


Article 42. To see if the Town will accept and allow as a town way, Charlemont Road in the Priscilla Beach section of Plymouth about 650 feet long leading northeast- erly from Rocky Hill Road to John Alden Road, as laid out by the Selectmen and reported to the Town, and make an appropriation for land and property damages and expenses for acquiring titles.


The Committee recommends the acceptance of this street with an appropriation of $100.00 for land and prop- erty damages and expenses for acquiring titles.


Article 43. To see if the Town will accept and allow as a town way, Farmhurst Road in the Priscilla Beach section of Plymouth about 900 feet long leading north- easterly from Rocky Hill Road to John Alden Road, as laid out by the Selectmen and reported to the Town, and make an appropriation for land and property damages and expenses for acquiring titles.


The Committee recommends the acceptance of this street with an appropriation of $100.00 for land and property damages and expenses for acquiring titles.


Article 44. To see if the Town will vote to raise and

appropriate or transfer from available funds the sum of twenty-four hundred dollars ($2,400) to grade and lay a mixed-in-place surface on a section of Valley Road.


The Committee recommends an appropriation of $2,400 from Excess and Deficiency.


Article 45. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of thirty-five hundred dollars ($3,500) to grade and lay a mixed-in-place surface on a section of College Pond Road.

Article 48. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of twenty-six hundred dollars ($2,600) for the purchase of complete new stage decorations for the Memorial Building; to be expended under the direction of the Board of Selectmen.

Article 49. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of five hundred dollars ($500), to renovate, repaint and re- new the historical signs and to erect additional signs as needed; money to be spent under the direction of the Board of Selectmen.


The Committee recommends an appropriation of $250 to be added to the 1949 balance of $164.60.


Article 50. To see what action the Town will take relative to purchasing a new clock to replace the town clock in the Post Office Building and make an appropria- tion therefor.


The Committee recommends an appropriation of $3,500 from Excess and Deficiency.


Article 51. To see if the Town will vote to authorize the Selectmen to purchase for the sum of one dollar ($1.00) a parcel of land on the Town Wharf Lot, so-called, which was sold to the American Legion, Post No. 40, Inc., of Plymouth, Mass., as authorized under Article 20 of the Special Town Meeting on October 14, 1946.

To see if the Town will authorize the Board of Selectmen to purchase a narrow strip of land on the easterly side of Westerly Route at the corner of Sum- mer Street, containing approximately 2,310 square feet, being parcel No. 2 as described in a deed from Bucking- ham to the Plymouth Electric Light Company, dated No- vember 9, 1932, and recorded in Book 1636, Page 372; also shown on a plan filed at the Registry of Deeds in Book 5, Page 285, and make an appropriation therefor.
