ANNUAL TOWN MEETING March 24, 1951
The meeting was called to order by the Town Clerk at 2:00 o'clock, P.M.
Article two:
Voted: Mr. Amedeo V. Sgarzi, Moderator.
Article three:
Mr. Reubin Winokur reported for the Insurance Com- mittee, and it was voted: That the report of the Commit- tee on Insurance be accepted, and that the Board of Se- lectmen be directed to study the matter further, confer with all other departments involved, adopt a comprehen- sive insurance plan for the Town, the report of the Select- men on this matter be filed not later than December 1. 1951.
Mr. Joseph H. Nogueira reported for the Public Welfare Committee, and it was voted: That their report be ac- cepted and that this committee be continued for another year.
Mr. James A. White reported for the Old High School Survey Committee, and it was voted: That since the Board is unable to make a final report with definite rec- ommendations, that it be continued for another year.
Mr. Howard P. Barnes reported for the Committee on Representative Town Government and it was voted: That the study and authority of the committee be extend- ed for another year; to report on or before March 1952.
Mr. George C. P. Olsson reported for the Special Beach Park Committee and it was voted: That authority be given for the committee to be continued.

Mr. Harold E. Giles reported for the Plumbing By- Laws Committee, and it was voted: That the committee be continued for another year to bring a revision of the plumbing by-laws before the Town.
Article four:
Voted: That the Town authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1952, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year in accordance with Section 17, Chap- ter 44, General Laws.
Article five:
Mr. Robert B. Bowler moved: That the Town amend Schedule A and Exhibit B of the Wage and Salary By- Law as recommended in the printed report of the Ad- visory and Finance Committee.
Mr. Howard P. Barnes moved to amend: That the Town take no action under Article 5, but the motion was lost.
The original motion was then put before the meeting and carried.

Voted: That the Town raise and appropriate the sum of eighteen thousand two hundred and fifty-four dollars and twelve cents ($18,254.12), including the dog tax of $2,385.02, in aid of the Plymouth Public Library, $13,581.12 of which shall be for Salaries, retroactive to January 1, 1951, and $4,673.00 for Other Expenses.
Article nine:
Voted: That the Town raise and appropriate the sum of five thousand two hundred and eight dollars ($5,208) to be expended by the Plymouth Public Library for the Loring Library.
Article ten:
Voted: That the Town raise and appropriate the sum of one thousand two hundred and fifty - five dollars ($1,255) in aid of the Manomet Public Library.

Article eleven:
Voted: That the Town raise and appropriate the sum of six hundred dollars ($600) for the observance of Me- morial Day, to be expended under the direction of the Board of Selectmen.
Article twelve:
Voted: That the Town raise and appropriate the sum of eight hundred and fifty dollars ($850) for observance of July Fourth, to be expended under the direction of the Board of Selectmen, $150 of this amount to be ex- pended for the sponsoring of children's sports.
Article thirteen:
Voted: That the Town raise and appropriate the sum of three hundred and fifty dollars ($350) for the observ- ance of Armistice Day, to be expended under the direc- tion of the Board of Selectmen.
Article fourteen:
Voted: That the Town raise and appropriate the sum of five hundred dollars ($500) for the observance of Thanksgiving Day, to be expended under the direction of the Board of Selectmen.
Article fifteen:
Voted: That the Town raise and appropriate the sum of three thousand nine hundred dollars ($3,900) for the employment of one or more district nurses, said ap- propriation to be expended under the direction of the Board of Selectmen.
Article sixteen:
Voted: That the Town raise and appropriate the sum of one hundred and fifty dollars ($150) for the use of the

Plymouth County Trustees for County Aid to Agriculture and choose a Town Director.
On motion of James T. Frazier, Voted: That Robert B. Bowler be appointed Town Director of County Aid to Agriculture.
Article seventeen:
Mr. Robert B. Bowler moved: That the Town raise and appropriate the sum of thirteen hundred dollars ($1,300) for compensation and expenses of the Dog Officer re- quired by Chapter 320 of the Acts of 1934, $1,000 of which shall be for Salary retroactive to January 1, 1951, and $300 for Other Expenses.
Mr. James T. Frazier moved to amend the motion by substituting the figure $1,600 for the figure $1,300 and the motion was carried.
The original motion as amended was then put before the meeting and carried.
Article eighteen:
Voted: That the Town accept fourteen cemetery per- petual care funds, amounting to three thousand nine hundred and fifty dollars ($3,950), received and deposited in the Plymouth Savings Bank and the Plymouth Federal Savings and Loan Association in the year 1950 in ac- cordance with the usual votes of the Cemetery Commis- sioners and Selectmen, and listed as New Funds in the Town Report.
Article nineteen:
Voted: That the Town raise and appropriate the sum of fifteen thousand dollars ($15,000) for the Reserve Ac- count in the hands of the Advisory and Finance Com- mittee.

Article twenty:
· Voted: That the Town raise and appropriate or trans- fer from available funds the sum of $36,000 under the pro- visions of Chapter 90 of the General Laws for the im- provement of Rocky Hill Road, contributions from the State and County to be returned to the Excess and Deficiency Account.
Article twenty-one:
Mr. Robert B. Bowler moved: That the Town take no action under Article 21.
Mr. Thomas Quinn moved that the motion of the Fi- nance Committee be amended by substituting therefor the following: That the Town vote to authorize the Board of Selectmen to grant to Plymouth Memorial Post No. 1822, Veterans of Foreign Wars, the reversionary interest now held by the Town in the real estate owned by the said Post and described as follows: A parcel of land with the building thereon, said parcel containing 9,690 sq. ft. on the westerly side of Spring Street, in said Plymouth, being Lot 110 on Plat No. 19 of the Assessors' maps, bounded and described as follows: Southerly by land of Mary Kaplowitz and by land of Ruth E. Raymond, 158.6 feet; Westerly by land of William H. and Margaret L. Hall, 62.0 feet; Northerly by land of Dorothy M. John- son and by land of Lillian M. Thimas, 155.1 feet; and Easterly by Spring Street, 60.75 feet; provided that the Post will undertake to reconvey the same reversionary interest to the Town after having mortgaged the prop- erty. The motion was carried.
The original motion as amended was then put before the meeting and carried.
Article twenty-two:
Voted: That the Town assume liability in the manner

provided by Section 29 of Chapter 91 of the General Laws, as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be per- formed by the Department of Public Works of Massa- chusetts for the improvement, development, maintenance and protection of tidal and non-tidal rivers and streams, harbors, tide-waters, foreshores and shores along a public beach outside of Boston Harbor, including the Merrimack and Connecticut Rivers, in accordance with Section 11 of Chapter 91 of the General Laws and to authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.
Article twenty-three:
Voted: That the Town raise and appropriate or trans- fer from available funds the sum of $5,550, to be expend- ed by the Park Commissioners for moving the bathhouse and setting it up on the new location and that the Town further vote to authorize the Special Beach Park Com- mittee to work with the Park Commissioners in carrying out this project.
Article twenty-four:
Mr. Robert B. Bowler moved: That the Town refer this proposal to the Planning Board for further study.
Mr. Thomas Quinn moved that the motion of the Fi- nance Committee be amended by substituting therefor the following: That the Town, being fully aware of the contractual obligation imposed upon a local public body by the provision of Title I of the Housing Act of 1949, which include, among other things (1) the approval of any redevelopment plan by the Town with appropriate finding: (a) that financial aid by the Federal Government is necessary; (b) that the redevelopment plans for the redevelopment areas in the Town will afford maxi- mum opportunity, consistent with the sound needs of

the Town as a whole, for the redevelopment of such areas by private enterprise, and (c) that the redevelopment plan conform to a general plan for the development of the Town as a whole; (2) the provisions for local grants- in-aid; and (3) the development of a feasible method for the relocation of families displaced from the project area, vote (1) to request the Administrator of the Hous- ing and Home Finance Agency to make a reservation for the Town of capital grant funds for purposes of Title I of the Housing Act of 1949 in an amount not exceeding $124,740, and (2) to approve the filing of an ap- plication by the Plymouth Housing Authority for the preliminary advance of funds of $10,000 from the Hous- ing and Home Finance Administrator under Title I to make surveys and studies and preliminary plans for the redevelopment of the area substantially bounded by High, Market and Summer Streets. The motion was lost.

Article twenty-five:
Voted: That the Town raise and appropriate or trans- fer from available funds the sum of $23,000, of which $10,000 shall be appropriated from the Excess and De- ficiency Funds, for the fencing and landscaping of grounds for completing the equipment for the new Cold Spring School building being constructed by vote of the Town under Articles 63, 64, and 65 of the last annual Town Meeting.
Article twenty-six:
Voted: That the Town raise and appropriate or trans- fer from available funds the sum of $2,500 for the pur- chase for school purposes from David A. Cappannari of a parcel of land on the south-westerly side of Union

Street, containing 45,100 square feet and comprising Lot 160 of Plat 20 of the Assessors' Plans.
320 voting in the affirmative and 3 voting in the nega- tive, the motion was carried.
Article twenty-seven:
Voted: That the Town raise and appropriate or trans- fer from the Post-War Rehabilitation Fund a sum of $7,000 for making repairs and improvements in the Mt. Pleasant School building; said repairs to include: interior painting, refinishing floors in classrooms, installation of new fixtures in boys' toilets and other needed repairs.
Article twenty-eight:
Voted: That the Town raise and appropriate or trans- fer from the Post-War Rehabilitation Fund the sum of $4,000 for making repairs and improvements in the Oak Street School; said repairs to include: replacement of present furnace with oil burner, installation of new floors in classrooms and corridors, new fixtures in boys' toilets and other needed repairs.
Article twenty-nine:
Voted: That the Town raise and appropriate or trans- fer from available funds the sum of $400 to be expended by the Highway Department for approximately 150' of chain link fence to enclose the corner of Bourne Street and Standish Avenue.
Article thirty:
Voted: That the Town raise and appropriate or trans- fer from available funds the sum of $1,220.10 for the pur- chase of a new car for the school nurse and to dispose of the car now in use.

Article thirty-one:
Mr. Robert B. Bowler moved: That the Town raise and appropriate or transfer from the Post-War Rehabilita- tion Fund the sum of $10,000, to be expended by the Manomet School Committee, to make further detailed study, consult with other architects and obtain plans, specifications and complete costs for an addition to the present school and also plans for a new school; said com- mittee to be directed to work with the Planning Board and, after consultation with the School Committee, to sub- mit a full report at a special Town Meeting to be held not later than October 1st of this year.
Mr. Howard Barnes moved to amend: That a com- mittee consisting of the committee appointed under Arti- cle 75 of the annual meeting in 1950, together with the Planning Board, be constituted the Manomet School Building Committee, and that this committee study fur- ther the need for providing additional school facilities in Manomet. If in the opinion of this committee such ad- ditional facilities are needed, then to make recommenda- tions for the kind of facilities which are needed, the site for the school or addition to the present school, procure architect's plans and estimates for the cost of the facili- ties and site, the sum of $5,000 to be appropriated or trans- ferred from the Post-War Rehabilitation Fund for the use of this committee, the committee to make its report to the Town not later than October 1, 1951. The motion was lost.
