Article 8. To take such action as the Town shall see fit in aid of the Plymouth Public Library.
The Committee recommends an appropriation of $18,254.12, including the Dog Tax of $2,385.02, of which appropriation $12,581.12 shall be for Salaries and $4,673.00 for Other Expenses.
Article 9. To see if the Town will appropriate the sum of Five Thousand, Two Hundred and Eight Dollars ($5,208) to be expended by the Plymouth Public Library for the Loring Library.

Article 14. To see if the Town will vote to raise and appropriate the sum of Five Hundred Dollars ($500) for the observance of Thanksgiving Day; to be expended under the direction of the Board of Selectmen.

Article 15. To see if the Town will raise and appro- priate the sum of Thirty-nine Hundred Dollars ($3,900) towards the employment of one or more district nurses; said appropriation to be expended under the direction of the Board of Selectmen.

Article 16. To see what amount the Town will vote to raise and appropriate for the use of the Plymouth County Trustees for County Aid to Agriculture and to choose a Town Director, as provided in Sections 41 and 45, Revised Chapter 128 of the General Laws, and act thereon.

Article 19. To see what amount the Town will vote to raise and appropriate or transfer from available funds for the Reserve Account in the hands of the Advisory and Fi- nance Committee.

Road ($36,000) Chapter 90 Construction; said money to be used in conjunction with any money which may be allotted by the State or County, or both, for this purpose.
The Committee recommends an appropriation of $36,000 from Excess and Deficiency.
Article 21. To see if the Town will vote to authorize the Board of Selectmen to grant to Plymouth Memorial Post, #1822, Veterans of Foreign Wars, the reversionary interest now held by the Town in the real estate owned by the said Post and described as follows: A parcel of land with the building thereon, said parcel containing 9,690 square feet on the westerly side of Spring Street, in said Plymouth, being Lot 110 on Plat #19 of the Assessors' maps, bounded and described as follows: Southerly by land of Mary Kaplowitz and by land of Ruth E. Raymond, 158.6 feet; Westerly by land of William H. and Margaret L. Hall, 62.0 feet; Northerly by land of Dorothy M. Johnson and by land of Lillian M. Thimas, 155.1 feet and Easterly by Spring Street, 60.75 feet; provided that the Post will undertake to reconvey the same reversionary interest to the Town after having mortgaged the property. Article 22. To see if the Town will assume liability in the manner provided by Section 29 of Chapter 91 of the Gen- eral Laws, as amended by Chapters 516 and 524, Acts of 1950, for all damages that may be incurred by work to be per- formed by the Department of Public Works of Massachusetts for the improvement, development, maintenance and protec- tion of tidal and non-tidal rivers and streams, harbors, tide- waters, foreshores and shores along a public beach outside of Boston Harbor, including the Merrimack and Connecticut Rivers, in accordance with Section 11 of Chapter 91 of the General Laws, and authorize the Selectmen to execute and deliver a bond of indemnity therefor to the Commonwealth.
The Committee recommends favorable action.
Article 23. To see what action the Town will take with reference to making improvements at Beach Park and to make an appropriation therefor.
The Committee recommends an appropriation of $5,550 from Excess and Deficiency, to be expended for moving the bathhouse and setting it up on the new location, as recom- mended by the Special Beach Park Committee. If, and when, the State builds a retaining wall along the east bank

of Eel River, consideration can then be given the matter of hard-surfacing the parking area.
Article 24. To see if the Town will vote (1) to request the Administrator of the Housing and Home Finance Agency to make a reservation for the Town of capital grant funds for purposes of Title I of the Housing Act of 1949 in an amount not exceeding $124,740 and (2) to approve the filing of an application by the Plymouth Housing Authority for the preliminary advance of funds of $10,000 from the Housing and Home Finance Administrator under said Title I to make surveys and studies and preliminary plans for the redevelop- ment of the area substantially bounded by High, Market and Summer Streets.

Article 25. To see whether the Town will appropriate or transfer from available funds, the sum of Twenty-three Thousand Dollars ($23,000) for the fencing and landscaping of grounds and for the purchase of additional equipment for the new Cold Spring School building being constructed by vote of the Town under Articles 63, 64 and 65 of the last annual town meeting.
The Committee makes no recommendation under Article 25.
Article 26. To see if the Town will authorize the School Committee to purchase from David A. Cappannari a parcel of land on the southwesterly side of Union Street containing 45,100 square feet and comprising Lot 160 of Plat 20 of the Assessors' Plans and make an appropriation therefor.
The Committee recommends an appropriation of $2,500 from Excess and Deficiency.

Article 27. To see if the Town will appropriate or transfer from the Post-war Rehabilitation Fund or other available funds the sum of Seven Thousand Dollars ($7,000) for making repairs and improvements in the Mt. Pleasant School building; said repairs to include: interior painting, refinishing floors in classrooms, installation of new fixtures in boys' toilet and other needed repairs.
The Committee recommends an appropriation of $7,000 from the Post-War Rehabilitation Fund.
Article 28. To see if the Town will appropriate or transfer from the Post-war Rehabilitation Fund, or other

available funds the sum of Four Thousand Dollars ($4,000) for making repairs and improvements in the Oak Street School; said repairs to include: replacement of present furnace with oil burner, installation of new floors in class- rooms and corridors, new fixtures in boys' toilet and other needed repairs.
The Committee recommends an appropriation of $4,000 from the Post-War Rehabilitation Fund.
Article 29. To see what action the Town will take relative to extending the chain link fence at the northerly side of the Hedge School so as to enclose that part of the school grounds located between Hedge Pond and the highway (Standish Avenue) and extending from the present school fence to Bourne Street, and make an appropriation therefor.
The Committee recommends an appropriation of $400 for the purchase and erection of approximately 150' of chain link fence to enclose the corner of Bourne Street and Standish Avenue.
Article 30. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of $1,220.10 for the purchase of a new car for the school nurse and to dispose of the car now in use.
The Committee recommends an appropriation of $1,220.10 from Excess and Deficiency.
Article 31. To see if the Town will vote to raise and appropriate a sum of money for the purpose of constructing and originally equipping a new elementary school building in Manomet on land formerly known as the Porter Harlow Lot and bordering Strand Avenue on the southwesterly side; determine whether the money shall be provided for by taxa- tion, by borrowing, by appropriation from available funds in the treasury including the Post - war Rehabilitation and Stabilization Funds, or take any action in relation thereto.
The Committee recommends an appropriation of $10,000 from the Post-War Rehabilitation Fund, to be expended by the Manomet School Committee, to make further detailed study, consult with other architects and obtain plans, speci- fications and complete costs for an addition to the present school and also plans for a new school; said committee to be directed to work with the Planning Board and, after consultation with the School Committee, to submit a full report at a special town meeting to be held not later than October 1st of this year.

Article 32. To see if the Town will vote to raise and appropriate a sum of money for the purpose of acquiring by purchase or by taking by eminent domain two parcels of land for school purposes on the northerly side of Strand Avenue, Manomet, containing approximately five (5) acres and two and one-half (21/2) acres, respectively.
The Committee recommends no action.
Article 33. To see what action the Town will take to authorize the preparation of plans and specifications for a shore sewage treatment plant as recommended by Metcalf & Eddy, Engineers, and appropriate the sum of $82,000 for the preparation thereof.

To see if the Town will grant authority to make an application for and enter into an agreement with Federal Communities Facilities Service for the use of Federal funds made available under Public Law 352, enacted by the 81st Congress for the purpose of procuring plans for sewage works or take any action relative thereto.

Article 35. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of Eleven Hundred Dollars ($1,100) for the purchase of an automobile equipped with Leese-Neville alternator for the Police Department, and to dispose of one in service.
The Committee recommends an appropriation of $830 from Excess and Deficiency.
Article 36. To see if the Town will vote to raise and appropriate or transfer from Parking Meter Receipts the sum of Eighteen Hundred Dollars ($1,800) for the purchase of a four (4) wheel drive station wagon, and to dispose of the motorcycle now in use; the above to be used in connection with traffic control.
The Committee recommends no action.
Article 37. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of Twelve Hundred Dollars ($1,200) for the extension of the sewer line in Knapp Terrace (400' of 8" pipe and 2 M. H.).

Article 42. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of Thirty-five Hundred Dollars ($3,500) for repairs and altera- tions to the stage effects, this to include a new back stage curtain, for the Memorial Building; to be expended under the direction of the Board of Selectmen.

Article 43. To see if the Town will adopt as a by-law Chapter 639, Sections 1 to 6, inclusive, of the Acts of 1950 to establish a Department of Civil Defense, appoint a director, etc.
The Committee recommends the adoption of the following Civil Defense By-Law, in accordance with Chapter 639 of the Acts of 1950:
Section 1. DEPARTMENT OF CIVIL DEFENSE
There is hereby established a department of civil defense (here- inafter called the "department"). It shall be the function of the

department to have charge of civil defense as defined in Section 1, Chapter 639, Acts of 1950, and to perform civil defense functions as authorized or directed by said chapter or by any and all executive orders or general regulations promulgated thereunder, and to exercise any authority delegated to it by the governor under said Chapter 639.
Section 2. DIRECTOR OF CIVIL DEFENSE
The department shall be under the direction of a director of civil defense (hereinafter called the "director") who shall be appointed as prescribed by law. The director shall have direct responsibility for the organization, administration and operation of the department subject to the direction and control of the appointing authority, and shall receive such salary as may be fixed from time to time by the appointing authority. The director may, within the limits of the amount appropriated therefor, appoint such experts, clerks and other assistants as the work of the department may require and may remove them, and may make such expenditures as may be necessary to execute effectively the purposes of Chapter 639, Acts of 1950.
The director shall also have authority to appoint district co-or- dinators and may accept and may receive, on behalf of the Town, services, equipment, supplies, materials or funds by way of gifts, grant or loan, for purposes of civil defense, offered by the federal govern- ment or any agency or officer thereof or any person, firm or corpora- tion, subject to the terms of the offer and the rules and regulations, if any, of the agency making the offer. The director shall cause appropriate records to be kept of all matters relating to such gifts, grants or loans.
Section 3. CIVIL DEFENSE ADVISORY COUNCIL
There is hereby established a civil defense advisory council (here- inafter called the "council"). Said council shall serve without pay and shall consist of the director of civil defense, such other depart- ment heads and such other persons as the authority appointing said director may deem necessary. Such member of said council as said appointing authority shall designate shall serve as chairman of said council. Said council shall serve subject to the direction and control of the appointing authority and shall advise said appointing authority and the director on matters pertaining to civil defense.
Section 4. POLICE AID TO OTHER CITIES AND TOWNS IN EVENT OF RIOTS OR OTHER VIOLENCE THEREIN
The police department is hereby authorized to go to aid another city or town at the request of said city or town in the suppression of riots or other forms of violence therein.
Section 5. TERMINATION OF BY-LAW
This by-law shall remain in force during the effective period of Chapter 639, Acts of 1950, and any act in amendment or continuation thereof or substitution therefor.
Section 6. DEFINITION
All references to Chapter 639, Acts of 1950, as now in force, shall be applicable to any act or acts in amendment or continuation of or substitution for said Chapter 639.

Article 44. To see what amount the Town will vote to raise and appropriate or transfer from available funds for Civil Defense; said money to be spent under the direction of the Selectmen.
The Committee recommends an appropriation of $500 and plans to allocate $5,000 of its Reserve Account to Civil Defense, when, and if, sufficient need is shown.
Article 45. To see what action the Town will take relative to repairing and re-pointing the under part of the arch of the bridge over Town Brook on Market Street and make an appropriation therefor.
The Committee recommends an appropriation of $950 from Excess and Deficiency.
Article 46. To see if the Town will vote in accordance with Chapter 143 of the General Laws to establish regulations for the inspection of buildings and to establish fees for the granting of building permits and take any other action relative thereto and make an appropriation therefor.
The Committee recommends that the town direct the Public Safety Commission to revise the building by-laws and present its recommendations to the town for accept- ance at a later date.

Article 47. To see if the Town will vote to establish a Board of Appeals, comprising five members, as provided in Chapter 40, Section 30 of the General Laws, and make an appropriation therefor.
The Committee recommends no action.
Article 48. To see what action the Town will take with reference to adopting a zoning by-law for the Town, and make an appropriation for expenses of the Appeal Board.
The Committee recommends the adoption of the proposed Zoning By-Law as shown on the back page of the Finance Committee's report and an appropriation of $500 for the expenses of the Board of Appeals.
Article 49. To see if the Town will vote to raise and appropriate the sum of $400 for additional expenses of the Zoning Board, appointed under Article 94 of the Town Meet- ing Warrant of March 25, 1950.
The Committee recommends an appropriation of $400.
Article 50. To see if the Town will vote to raise and appropriate or transfer from available funds the sum of Five

Hundred Dollars ($500) for the pruning of dead wood and removing of trees, in accordance with Section 13, Chapter 761 of the Acts of 1949.

Article 51. To see if the Town will vote to raise and appropriate or transfer from available funds a sum of money not to exceed Two Thousand, One Hundred and Eighty Dol- lars ($2,180) for the purchase of a Mist Blower to replace a 1919 model sprayer and to dispose of same.

Article 55. To see if the Town will appropriate the sum of Seven Hundred and Eighty-five Dollars ($785) to purchase power driven grass cutting equipment for the Park Depart- ment; said appropriation to be expended under the direction of the Park Commissioners.

Article 56. To see if the Town will appropriate the sum of Five Hundred Dollars ($500) to carry on the brush cutting
