The Building Committee for this project shall con- sist of a committee of five, to be appointed by the Mod- erator, to include representation from the School Com- mittee and the present Manomet School Building Committee, said committee being hereby authorized to expend funds appropriated under this vote for the pur- poses specified in said vote.


Dr. E. Harold Donovan moved to amend the motion of Robert M. Briggs by substituting the following: That the sum of $255,000.00 be raised and appropriated for the purpose of constructing and originally equipping and furnishing a new elementary school building designed and constructed substantially in accordance with plans presented to the Advisory and Finance Committee by the committee of seven appointed by the Moderator during the year 1950 and prior to the Town Meeting of March, 1951, on land to be acquired by purchase or by taking by eminent domain located in Manomet District on the Westerly portion of Lot No. 11, Plat 46 of the Assessors'

Plans, on file in the Town House and bounded and described as follows:


Beginning at the northeasterly corner of land of Al- lan S. Gillis in the westerly line of Manomet Point Road; thence westerly by land of said Gillis 630 feet more or less to a corner; thence northerly by land of Octavius H. Reamy and by land of Mary E. Flanders and Helen B. Parmenter 720 feet more or less to a corner marked by a drill - hole in a stone wall; thence S 72 deg. 03 min. East by land of Everett Malaguti 291.01 feet to a drill-hole in stone wall; thence South 86 deg. 46 min. East still by land of Everett Malaguti 189.57 feet to a drill-hole in stone wall; thence South 88 deg. 11 min. East still by land of Everett Malaguti 119.42 feet to a corner; thence southerly by remaining land of Esther S. H. Pratt and Charles M. Pratt 500 feet more or less to an iron pipe; thence southeasterly still by remain- ing land of said Pratt 225 feet more or less to a point in the westerly line of Manomet Point Road; thence south- erly by the westerly line of Manomet Point Road 220 feet more or less to the point of beginning, said parcel containing 10 acres more or less;


and that a building committee of seven be appointed by the Moderator, including two members of the School Committee and said committee hereby is constituted as the Manomet School Building Committee and authorized to expend funds under this article for the aforesaid pur- poses;


and that to meet the said appropriation the sum of $15,000.00 be appropriated from available funds in the treasury, and that the Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow the sum of $240,000.00 under authority of Chapter 44 of the Gener- al Laws and to issue bonds or notes of the Town therefor payable in accordance with the provisions of said Chapter 44, so that the whole loan shall be paid in not more than

20 years from the date of issue of the first bond or note, but the motion to amend was lost.


Mr. John A. Armstrong moved to amend the original motion: By substituting the figure $300,000 for the figure $290,000 to be raised and appropriated, and the motion to amend was carried.


Mr. Robert M. Briggs moved to further amend the original motion: By substituting the figure $290,000 for the figure $280,000 to be borrowed under authority of Chapter 44 of the General Laws, and the motion to amend was carried.


The original motion as amended by the motion of John A. Armstrong and Robert M. Briggs was then put before the meeting by the Moderator who declared that a two- thirds vote was necessary for adoption and the vote would be taken by count unless it appeared by voice vote that the vote was unanimous. The vote was taken by voice and no voice being raised in the negative, the Moderator declared the vote to be unanimous, and it was so recorded.


Article six:


Voted: That the Town take no action under Article 6.


Article seven:


Voted: (Unanimously) That the Town raise and ap- propriate or transfer from available funds the sum of $4,500 for the purchase from the Administrator of Vet- erans' Affairs and improvement for cemetery purposes, of a parcel of land with the buildings thereon, on the southerly side of South Russell Street in Plymouth, con- taining 2,756 square feet and comprising Lot 24-A, Plat 19 of the Assessors' Plans, and that the Cemetery Com- missioners be authorized to raze, remove, sell or otherwise dispose of the buildings thereon.

Article eight:


Voted: That the Town authorize the Water Commis- sioners to lay and maintain a water main in Center Street in the so-called Manomet Heights Development on Taylor Avenue, Manomet, together with fire hydrants, gates, valves, service connections and other appurtenanc- es as necessary and to raise and appropriate or transfer from available funds the sum of $13,500 therefor.


Article nine:


Voted: That the Town rescind the vote passed under Article 54, of the annual Town Meeting of March 23, 1946, and authorize the transfer to Excess and Deficiency of the appropriation of $100 voted under this article for the care and supervision of Town Brook.


Article ten:


Voted: That the Town take no action under Article 10.


Article eleven:


Voted: That the Town take no action under Article 11.

Voted: That the Town take no action under Article 12.


Article thirteen:


Mr. Robert M. Briggs moved: That the Town vote to rescind the action taken under Article 64 of the annual Town Meeting of March, 1951, and to authorize the Board of Selectmen to sell to the American Legion Post No. 40, Inc., of Plymouth, Mass., for one dollar a parcel of land on Court Street with the building thereon, known as the Old Cold Spring Schoolhouse and lot, comprising Lot No.

30, Plat 11 of the Assessors' Plans, the deed to said property to include the proviso that, should the building cease to be used for Legion quarters by the grantee, the land and building will revert to the Town of Plymouth; the conveyance to be authorized on conditions that the Legion reconveys to the Town in accordance with the vote of the Town under Article 51 of the annual Town Meeting of March, 1950, the parcel of land on the Town Wharf Lot, so-called, which was sold to them, as author- ized under Article 20 of the special Town Meeting of Oc- tober 14, 1946, and relinquishes its room at the Memorial Building.


Mr. James A. White moved to amend the motion of Mr. Robert M. Briggs: By striking out the following: "and relinquishes its room at the Memorial Building," and the motion as amended was carried.


Mr. George C. P. Olsson moved to amend the motion of Robert M. Briggs as amended by Mr. James A. White by substituting:

Mr. James T. Frazier moved to amend the motion of Mr. Robert M. Briggs by substituting the following: That the Town approve of changing the present coal heating system at the South Street Fire House over to oil, and appropriate the sum of five hundred and fifty dollars ($550) ; this sum to come from available funds or from the Post War Rehabilitation Fund. The motion to amend was put to the meeting and the vote taken by show of hands; 82 voting in the affirmative and 92 voting in the negative, the motion was lost.


The original motion was then put before the meeting and carried.

RECOMMENDATIONS OF THE ADVISORY AND FINANCE COMMITTEE ON THE ARTICLES IN THE WARRANT FOR THE SPECIAL TOWN MEETING


September 27, 1951


Article 2. Recommend an appropriation of $500 from Excess and Deficiency.


Article 3. Recommend an appropriation of $500 from Excess and Deficiency.


Article 4. Recommend no action.


Article 5. Recommend an appropriation of $290,000 for the construction of a new elementary school on the Pratt lot in Manomet, in accordance with the plans presented by the Manomet School Building Committee, of which appropriation $7,500 shall be from Excess and Deficiency, $42,500 from the Stabilization Fund and the balance of $240,000 by the issuance of a loan, to be paid in not more than twenty years, the Building Committee for this project to consist of a committee of five, to be appointed by the Moderator, to include representation from the School Committee and the present Manomet School Building Committee.


Article 6. Recommend no action.


Article 7. Recommend favorable action at a sum not to exceed $4,500, the structure to be razed or removed from the premises.


Article 8. Recommend an appropriation of $13,500 from Excess and Deficiency, provided favorable action is taken on the construction of the new school on the Pratt lot.

Article 10. Recommend acceptance by the Town of the bequest of $1,000, to be known as the Philip Jackson Fund, the income to be used for stocking Billington Sea with food fish, preferably salmon and shad, under the super- vision of the Plymouth Committee on Inland Fisheries.
