Auditor's Report


To the Citizens of the Town of Saugus :


Having examined the books and accounts of the several depart- ments of the Town for the fiscal year ending Dec. 31, and finding them correctly kept, and proper vouchers for all payments made, I hereby submit the annual report for your careful perusal and consideration.


The deficiency has been reduced the past year to the amount of $8,439.42.


By referring to the Treasurer's report it will be seen that the interest account is increasing. Last year I recommended that the sum of $10,000 be appropriated, but the amount paid was $11, 161.88, and on account of the new school-house loans, unless the temporary loans are kept down it will require a larger amount this year. I therefore recommend that the sum of $11,000 be appropriated to meet interest charges the ensuing year, $3,500 for principal of Water Loan, $2, 150 for Cliftondale School-house Loan, and $350 for Lynnhurst School-house Loan.

To Chas. A. Blakeley, Constable of the Town of Saugus.


GREETING :


In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to appear at the Town Hall, on Friday, May the twenty-sixth, A. D. 1899, at eight o'clock, P. M., to hear and act on the following articles, viz. :


ARTICLE I. To choose a Moderator to preside at said meet- ing.


ART. 2. To hear and act on Reports of Committees.


ART. 3. To see if the Town will make an additional appro- priation for the purpose of building an addition to the Town Farm Barn, or to see what action the Town will take in the matter.


ART. 4. To see if the Town will instruct the Selectmen to grant permission for the organization of a volunteer Hose Co. in the part of Saugus called Lynnhurst, agreeable to the petition of Chas. N. Wormstead and others, or to see what action the Town will take in the matter.


And you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-laws at least four days before.

ART. 4. Voted, That the sum of $300 be and hereby is appropriated for the purpose of putting steam pipes and radi- ators into the upper story of the old Town Hall Building and connecting the same with the steam plant of the Roby and Gram- mar School buildings.


ART. 5. Voted, That a committee of three citizens, consist- ing of Joseph S. Meacom, John H. Parker and Edgar B. Oliver be appointed to consider the advisability of rebuilding, enlarging or repairing the tomb at the cemetery, and obtain estimates of the cost; or recommend any other method as they deem best. Said committee to report at some future Town Meeting.


ART. 6. Voted, To indefinitely postpone any action in regard . to amending the By-Laws relating to loitering on the streets.


ART. 7. Voted, That the keeper of the Lockup be paid from the Court fines. Yes, 25; No. o.


ART. 8. Voted, That the sum of $450 be and hereby is appropriated for the purpose of placing two (2) fire alarm boxes at North Saugus, the same to be located by the Selectmen. Yes, 35; No. 21.


ART. 9. Voted, Not to confirm the election of Mr. James R. Hughes as a member of the committee to erect a school building in Cliftondale.


Voted, At 9.45 P. M. to dissolve the meeting.

SAUGUS, April 5th, 1899.


Meeting called to order at 8 P. M. by Elmer B. Newhall, Town Clerk.


ARTICLE I. Choose Mr. Thomas P. Parsons, Moderator, who, after being sworn by the Town Clerk, took charge of the meeting.


ART. 2. Exception taken by Mr. Wilbur F. Newhall to the ruling of the Moderator in regard to resinding or reconsidering a vote.


ART. 3. First. Voted, That so much of the vote passed at the Town Meeting held on March 21st, 1899, as requires the Treasurer, for the purpose of borrowing the money appropri- ated for the purpose of land and the erection of and furnishing a school building in Cliftondale, to issue bonds payable in install- ments from 1905 to 1919, be and the same is hereby resinded. Vote : Yes, 36; No. 3.


Second. Under Art. 3. Voted, That in order to borrow the sum of $25,000 heretofore appropriated for the purchase of land and the erection and furnishing of a school building in Clifton- dale, the Treasurer be and he is hereby authorized to issue the bonds of the Town, payable as follows :

Voted, That a sinking fund shall be and is hereby established, and there shall be contributed thereto from year to year an amount raised annually by taxation sufficient, with its accumulation, to pay the interest upon said bonds as it becomes due, and to pay the bonds at their maturity. "One or more persons standing, lounging, or sitting within the limits of any sidewalks or street, in such a manner as to obstruct the same, shall move on immediately, when ordered by any of the Constables or Police Officers of the Town, under penalty of not less than five dollars ($5.00), nor more than twenty dollars ($20.00)."


ART. 7. To see if the Town will vote to pay the Keeper of the Lockup from the Court Fines, or to see what action the Town will take in the matter.


ART. 8. To see if the Town will appropriate a sum of money for the purpose of placing two Fire Alarm Boxes at North Saugus, and purchase the necessary poles and wire to make the proper connection, or to see what action the Town will take in the matter.


ART. 9. To see if the Town will confirm the election of Mr. James R. Hnghes, as a member of the committee chosen at the Annual Town Meeting, to erect a School Building in Clifton- dale, for the purpose of completing the records of said meeting.


And you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws, at least four days before.

M., to hear and act on the following articles, viz. :

ART. 3. To see if the Town will vote to provide a Sinking Fund for the School House Loan, authorized at the Town Meet- ing, 21st of March, 1899, or make the same payable in equal installments, or pass any other votes in relation to the time of payment, or other terms of the said loan.


ART. 4. To see if the Town will make an appropriation for the purpose of putting steam pipes and radiators into the upper room of the old Town Hall Building, and connecting the same with the steam plant of the Roby and Grammar School Buildings.


ART. 5. To see if the Town will appoint a committee of three citizens to consider the advisability of rebuilding and , enlarging the Tomb at the Cemetery, and obtain estimates of the cost of doing the same, said committee to report at the next Town Meeting, or to see what action the Town will take in the matter.


ART. 6. To see if the Town will amend Article IV of the Town By-Laws, by adding thereto the following section, or to see what action the Town will take in the matter.

ART. 45. Voted, To indefinitely postpone the numbering of houses.


ART. 46. Voted, That the Selectmen be authorized to re- name the streets as provided below, and that the Town By-Laws be amended as follows :


" The Selectmen may revise the names of existing streets where there are duplicate names, and rename at their discretion such streets as are now duplicated. They shall also have the exclusive right to name suchi new streets as may from time to time be accepted by the Town.


ART. 48. Voted, That the sum of $600 be and hereby is appropriated for the purpose of building an addition to the Town Farm Barn, the same to be expended under the direction of the Overseers of the Poor; and that it be let out to the lowest responsible bidder by contract, under sealed bids.


ART. 49. Voted, To indefinitely postpone the subject of fitting up the Public Library for Town offices.


ART. 50. Voted, That the Treasurer be authorized, with the approval of the Selectmen, to make a water loan of $2,500 for the extension of the water pipes. Vote : Yes. 32 ; No, o.


Voted, To dissolve the meeting.

ART. 35. Voted, That the sum of $135 be and hereby is appropriated for the purchase of one dozen fire extinguishers, to be used in the Town Hall and other Town buildings, and that the Chairman of the Selectmen and Chief Engineer be author- ized to purchase and locate the same.


ART. 36. Voted, To indefinitely postpone the appropriation of money for the expenses of the Fire Department, this having been covered in a previous article.


ART. 37. Voted, To indefinitely postpone the matter of heating the basement of the East Saugus School Building.


ART. 38. Voted, To appropriate the sum of $300 for repairs and incidental expenses on school buildings, to be expended under the direction of the School Committee.


ART. 41. Voted, To appropriate the sum of $25,000 for the purchase of land and the erection and furnishing of a six-room wooden school building in Cliftondale, and that the Treasurer be and he is hereby authorized to issue bonds for the sum, pay- able in installments from 1905-1919, and that this amount shall cover the full cost of the completed building, furnished and ready for full occupancy ; and that all contracts shall be let out by sealed bids, and to the lowest responsible bidder. Vote : Yea, 61 ; Nay, 5.


ART. 42. Voted, That the following gentlemen serve as a Building Committee on the school building at Cliftondale :

Third. That a committee of five be appointed by this meet- ing with full powers to make contracts, purchase land, and do all other acts necessary to procure a site, build and furnish the building ready for occupancy.


Fourth. That the appropriation of $300 be made for the purpose of putting steam pipes and radiators into the upper room of the old Town Hall Building and connecting the same with the steam plant of the Roby School Building.

ART. 31. Voted, That the Assessors be and hereby are instructed to abate the tax to be assessed for the year 1899, on a certain Town note held by Mrs. E. Hathaway.


ART. 32. Voted, That no appropriation be made for putting steam pipes into the upper story of the old Town Hall.


ART. 33. Voted, To indefinitely postpone any action under this article, the subject having been covered in a previous article.


. ART. 34. Voted, That the sum of three hundred dollars be and hereby is appropriated for the purchase of hose for Lynn- hurst, and that the Chief Engineer be appointed a committee of one to purchase the same.

this it was necessary for them to hire Clifton Hall. At the pres- ent time Grades 8-9 in the Brick School Building are large, and from present indications it appears that it will be necessary, in order to accommodate the pupils in three grades at the opening of another year, to open another school. There is no room which can be hired in Cliftondale suitable for this purpose. Your Committee, therefore, believes that it would be for the best interest of the Town to commence at once the erecting of a new school building in that section of the Town.


In line with this recommendation we have consulted an archi- tect and have received from him estimates of the probable cost for the erection of such a building as we believe would be an advantage for the Town to build. While at the present time only two rooms are absolutely needed, yet from the rapid growth of this part of the Town, and the experience which we have had from building two small buildings in the past, we feel that it would be best to build a six-room building.


Regarding the accommodations at Saugus Centre, we feel that at the opening of the present school year the school commit- tee found it necessary, owing to the number of pupils in the High School, to move one of the classes from the Roby School Building and to locate it in the upper room of the old Town Hall Building. While this room is not up to the standard of our other school-rooms, and is heated by a stove which, during the past winter, has not been wholly satisfactory, yet we feel by having some radiators and steam pipes placed in the room and connected with the steam plant of the Roby School Building the room can be made to answer the purpose until such time as the Town is in condition to further increase the school accommoda- tions in this Ward.


Your Committee therefore make the following recommenda- tions :

First. To build a six-room wooden building at an estimate cost for land, building and furnishing of $25,000.


Second. That the Town authorize the Treasurer with the approval of the Selectmen to issue bonds of the Town, payable

ANNUAL TOWN MEETING.


ART. 25. Voted, That the sum of $150 be and hereby is appropriated for putting water pipes into the Hathaway property.


ART. 26. Voted, That the sum of $750 be and hereby is appropriated to increase the salaries of the teachers who receive less than $500, to such sums as the School Committee think proper, not exceeding $50 to each teacher.


Voted to take up Article 28.


ART. 28. Voted, That the sum of $3,500 be and hereby is appropriated to build a school-house at Lynnhurst, the contract to build the same to be let to the lowest responsible bidder by the Selectmen who shall have charge of said building and that the Treasurer be and hereby is authorized to make a loan not to exceed $3,500 for building the same as provided in Article 29. Yea, 91 ; nay, 32.
