ART. 47. The committee appointed to investigate and report as to the needs of further school accommodations in Cliftondale and Saugus Centre, made the following report which was accepted and the committee discharged.


At the annual Town Meeting held in March, 1898, we were appointed a committee to investigate and report as to the needs of further school accommodations in Cliftondale and Saugus Centre. We have attended to that duty, and now beg to offer the following report :


At the beginning of the present school year the School Com- mittee found it necessary to establish a new school in Cliftondale on account of the crowded conditions of Grades 4-5. To do

ART. II. Voted, That the sum of $3,300 be and hereby is appropriated for the expense of the Police Department and Lockup for the ensuing year.


ART. 12. Voted, That the sum of $150 be and hereby is appropriated for the observance of Memorial Day.


ART. 13. Voted, That the sum of $800 be and hereby is appropriated for grading avenues and care in the cemetery.


ART. 14. Voted, That the sum of $4,700 be and hereby is appropriated for street lighting.


ART. 15. Voted, That the sum of $360 be and hereby is appropriated for insurance of Town buildings.


ART. 16. Voted, That the sum of $600 be and hereby is appropriated for repairs to public buildings.


ART. 17. Voted, That the sum of $100 be and hereby is appropriated for the use of the Board of Health for the ensuing year.


ART. 18. Voted, That the sum of $1,000 be and hereby is appropriated for the salary of Superintendent of Schools.


ART. 19. Voted, That the sum of $300 be and hereby is appropriated for the Public Library, together with the Dog Tax.


ART. 20. Voted, That the sum of $50 be and hereby is appropriated for searching the Records.


ART. 21. Voted, That the sum of $300 be and hereby is appropriated for sidewalks.


ART. 23. Voted, That the Collector of Taxes be paid one and one-half per cent. for collecting the tax of 1899, to be paid from the Selectmen's Incidentals.


ART. 24. Voted, That all taxes shall be collected within one year from Oct. Ist of the year of assessment, and that the Collector shall collect, according to law, as provided in. the General Statutes, after that date, and that the tax of 1898 shall be included in this vote.

by the Town in the reconstruction and maintenance of the so called Salem Turnpike since its care was relinquished by the so called Salem Turnpike Corporation.


Voted, To take up Article 39.


ART. 39. Voted, That the Town instruct its Selectmen to petition the Legislature to reimburse the Town of Saugus the sum of $100,000, and in such additional sums as have been expended by the Town in the reconstruction and maintenance of the so called Salem Turnpike since its care was relinquished by the Boston and Salem Turnpike Corporation.


ART. 9. Voted, That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to hire money temporarily not exceeding one year in anticipation of the taxes of 1899, and give notes of the Town for the same, and that all money so hired shall be expressly made payable from such taxes of 1899. The whole amount so hired under this vote not to exceed sixty thousand dollars. Yea, 83 ; nay, o.


ART. 22. Voted, That a committee of six be appointed to look into the advisability of making Saugus a station or stations of Lynn or Boston post office, that the Town may receive the free delivery of its postal matter. Said committee to report to a future Town meeting. Committee, Chas. W. Wormstead, H. H. Atherton, Jr., W. F. Hitchings, Samuel Hawkes, Wesley Paul, John H. Parker.

ART. 2. . A report was made by the Electric Light Committee verbally, through Mr. John H. Parker, that owing to the rise in electric lighting material, nothing has been done, and requested that the committee be continued. Voted, That the report be accepted and that the committee be continued.

ART. 44. To see if the Town will provide better accommo- dation for the Public Library, and make an appropriation there- for, or to see what action the Town will take in the matter.


ART. 45. To see if the Town will appropriate the sum of fifty dollars ($50.00) for numbering new houses on streets where houses were previously numbered, or to see what action the Town will take in the matter.


ART. 46. To see if the Town will amend Article IV of the Town By-Laws, by adding thereto the following section, or to see what action the Town will take in the matter :


"The Selectmen may revise the names of existing streets, where there are duplicate names, and rename, at their discretion, such streets as are now duplicated. They shall also have the exclusive right to name such new streets as 'may from time to time be accepted by the Town; or to see what action the Town will take in the matter.


ART. 47. To hear and act on the report of the Committee appointed at the Annual Town Meeting of March, 1898, to inves- tigate and report on the need of further school accommodation in Cliftondale and Saugus Centre, or to see what action the Town will take in the matter.


ART. 48. To see if the Town will instruct the Overseers of the Poor to make an addition to the Town Farm barn, for the accommodation of stock, and make an appropriation therefor ; or to see what action the Town will take in the matter.


ART. 49. To see if the Town will instruct the Selectmen to fit up the room now used for a Public Library for Town Officers, and make an appropriation therefor, or to see what action the Town will take in the matter.


ART. 50. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to make a water loan of twenty-five hundred dollars ($2,500.00) to be used by the Water Commissioners for the extension of waterpipes, or to see what action the Town will take in the matter.

ART. 37. To see if the Town will make an appropriation to heat the basement and sanitaries of the East Saugus School Build- ing, or to see what action the Town will take in the matter.


ART. 38. To see if the Town will make an appropriation of three hundred dollars ($300.00) for repairs and incidental expenses on School Buildings, to be expended under the direction of the School Committee, or to see what action the Town will take in the matter.


ART. 39. To see if the Town will instruct the Selectmen to petition the Legislature to reimburse the Town of Saugus the sum of one hundred thousand dollars ($100,000.00) and such additional sums as have been expended by the Town in the recon- struction and maintenance of the so-called Salem Turnpike since its care was relinquished by the Boston & Salem Turnpike Cor- poration, or to see what action the Town will take in the matter.


ART .: 40. To see if the Town will instruct its Representative, Town Counsel and Town Auditor to ascertain and report to the Selectmen and the proper legislative committee the amount which has been expended by the Town, under the preceding article, with interest thereon to date, or to see what action the Town will take in the matter.


ART. 41. To see if the Town will make an appropriation for the erection of a new School Building in Cliftondale and authorize the Treasurer to issue Bonds or notes of the Town for the same, or to see what action the Town will take in the matter.


ART. 42. To see if the Town will appoint a Committee to erect a School Building in Cliftondale, with full power to make all contracts, purchase land and do all other acts necessary to complete the building ready for occupancy, or to see what action the Town will take in the matter.


ART. 43. To see if the Town will instruct the Selectmen to locate an arc light on Avon street, or to see what action the Town will take in the matter.

ART. 30. To see if the Town will amend Article IV of the Town By-Laws, by adding thereto the following section, or to see what action the Town will take in the matter.


"One or more persons standing, lounging or sitting within the limits of any sidewalks or street, in such a manner as to obstruct the same, shall move on immediately, when so ordered by any of the constables or police officers of the Town, under penalty of not less than five ($5.00) nor more than twenty dollars ($20.00)."


ART. 31. To see if the Town will instruct the Assessors to abate the tax on a certain Town note held by Mrs. E. Hathaway, in payment of the Gravel Pit purchased by the Town; or to see what action the Town will take in the matter.


ART. 32. To see if the Town will make an appropriation to put steam pipes and radiators in the upper story of the Old Town Hall Building, so that it can be heated by steam, or to see what action the Town will take in the matter.


ART. 33. To see if the Town will vote to pay the firemen of the Saugus Fire Department thirty-five ($35.00) dollars each per year-four companies of ten men each,-and make an appro- priation therefor ; or to see what action the Town will take in the matter.

ART. 34. To see if the Town will appropriate the sum of three hundred dollars ($300.00) for the purchase of hose for Lynnhurst, or to see what action the Town will take in the matter.


ART. 35. To see if the Town will appropriate sufficient money for the purchase of one dozen fire extinguishers (3 gallon size), to be placed in Town Hall and other Town buildings, or to see what action the Town will take in the matter.


ART. 36. To see if the Town will appropriate the sum of two thousand dollars ($2,000.00) for the expenses of the Fire Department for the ensuing year, or to see what action the Town will take in the matter.

To see if the Town will instruct the School Com- mittee to increase the salaries of those teachers who receive less than five hundred dollars salary, to such sums as they think proper, not exceeding fifty dollars ($50.00) for each teacher, and make an appropriation therefor; or to see what action the Town will take in the matter. -


ART. 27. To see if the Town will appropriate the sum of three hundred fifty dollars ($350.00) for the conveyance of the school children from Edison street, Lynnhurst, to the East Saugus School-house, the same to be let out to the lowest respon- sible bidder, or to see what action the Town will take in the matter.


ART. 28. To see if the Town will instruct the Selectmen to purchase land and build a school-house at Lynnhurst, at a cost not to exceed thirty-five hundred ($3,500.00) dollars, said house to be let out by contract to the lowest responsible bidder, or see what action the Town will take in the matter, agreeable to the petition of C. N. Wormstead and others.


ART. 29. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to make a loan, not exceed- ing thirty-five hundred dollars ($3,500.00) for a term not exceeding ten years, to be called the Lynnhurst school-house loan, agreeable to the petition of C. N. Wormstead and others, or to see what action the Town will take in the matter.

ART. 14. To see what action the Town will take in relation to Street Lighting, and make an appropriation therefor.


ART. 15. To see if the Town will make an appropriation to cover the cost of Insurance on Town Buildings.


ART. 16. To see if the Town will make an appropriation for Repairs on Town Buildings and Grounds.


ART. 17. To see if the Town will make an appropriation for the Board of Health, or to see what action the Town will take in the matter.


ART. 18. To see if the Town will make an appropriation for the Superintendent of Schools.


ART. 19. To see if the Town will appropriate the money received from the County of Essex, on account of Dog Tax, for the year 1898, and in addition thereto the sum of three hundred dollars ($300) for the purpose of purchasing books for the Saugus Free Public Library and for current expenses for the same, to be expended under the direction of the Library Trus- tees ; or to see what action the Town will take in the matter.


ART. 20. To see if the Town will appropriate the sum of fifty dollars ($50.00) for searching the Records and Plans for the Assessors.


ART. 21. To see if the Town will make an appropriation for sidewalks, or to see what action the Town will take in the matter.


ART. 22. To see if the Town will appoint a committee to consider the advisability of asking of the Post Office Department at Washington that the Town of Saugus may be constituted a Sub Station, or Sub Station of Lynn or Boston Post Office, that said Town of Saugus may obtain the free delivery of their postal matters, agreeable to the petition of C. N. Wormstead and others; or to see what action the Town will take in the matter.

ART. 10. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money of the Sink- ing Fund Commission, and give notes of the Town for the same, for the purpose of funding the Town debt.


ART. II. To see if the Town will make an appropriation for Police Service and expenses of Lockup.


ART. 12. To see if the Town will make an appropriation for the purpose of observing Memorial Day.
