To the Citizens of the Town of Saugus :


Having carefully examined the books of the Treasurer, Tax Collectors and Overseers of the Poor and finding proper vouchers for all payments made, I hereby respectfully submit the annual report as required by the by-laws and trust that all who are or should be deeply interested in the financial condition of the Town will give it their most thoughtful consideration. You will see that the deficiency has been decreased the past year $35,731.47 which must certainly be very gratifying to say the least, although we must not overlook the fact that this amount is made as large as it is by the amount assessed to the Charles H. Bond Estate of over $10,500 made after the first commitment to the Collector and which commitment was supposed to cover all the appropria- tions made at the Annual March meeting. It is also noteworthy that nearly all the Boards have this year kept within their appropriations and several have turned back into the treasury unexpended balances as may be seen by referring to the several accounts, which fact must be gratifying to the tax payers and shows that they have endeavored to practice economy and keep within their appropriations. The city of Lynn has paid the

ensuing year tax on flooded land due for some time past and are now paying the water rebate every six months as the contract requires. Thanking the Board of Selectmen, also the several Boards for courtesies received during the past year.

GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in the town affairs, to meet at the several voting precincts in the town, on Monday, March the second, A. D. 1908, at 5.45 o'clock A. M., then and there to bring in their ballots to the Wardens for the following town officers :


Town Clerk, three Selectmen, three Overseers of the Poor, Treasurer, Auditor, Constable, Collector of Taxes, Tree War- den, one Assessor (to fill unexpired term), three Fence View- ers for one year, one School Committee for two years (to fill unexpired term), one Assessor, one Sinking Fund Commis- sioner, one Trustee of the Public Library, one Board of Health, one Water Commissioner, one School Committee, one Cemetery Commissioner, three Finance Committee for three years.


Also your answer "yes " or " no" to the following question : Shall License be granted for the sale of intoxicating liquor in the town for the ensuing year?


Also to appear at the Town Hall, on Monday evening, March ninth, A. D. 1908, at eight o'clock, to hear and act on the fol- lowing articles, viz :


The polls will be open at 5.45 o'clock A. M. and may close at 4.30 P. M. and you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting, and to distribute copies as provided by the By-Laws at least four days before.

Annual Town Meeting to act on Articles in Town Warrant was held Monday evening, March 9, 1908, at 8 o'clock P. M.


The meeting was called to order by the Town Clerk, Henry A. Parker. After the reading of the Warrant by the Town Clerk, Article One was taken up.


ARTICLE I. To choose a Moderator to preside at said meet- ing.


Chose Thomas P. Parsons who, after being duly qualified by the Town Clerk, took charge of the meeting.

To see if the Town will instruct the Selectmen to petition the Legislature for authority to issue bonds of the Town for a sum not exceeding fifty thousand dollars ($50,000) for the purpose of paying indebtedness incurred by insufficient tax levy, or see what action the Town will take in the matter.

ANNUAL TOWN MEETING


Voted, That the Selectmen be and they are hereby instructed to petition the Legislature for permission to issue bonds of the Town not exceeding fifty thousand dollars ($50,000) for the purpose of paying existing indebtedness, Yea 144, Nays 91.


ART. 9. To see if the Town will authorize the Treasurer, with the approval of the Selectmen, to hire money and give notes of the Town for the same for the following purposes :


Ist. For the purpose of paying notes coming due the present year.


2nd. To hire money temporarily, not exceeding $110,000.00 for one year, in anticipation of the taxes of the year 1908.


Voted, That the Town Treasurer with the approval of the Selectmen be and hereby is authorized to hire money temporarily not exceeding one year in anticipation of the taxes of the year 1908, and give notes of the town for the same and that all money so hired shall be expressly made payable from such taxes of 1908. The whole amount so hired under this vote not to exceed the sum of one hundred and ten thousand dollars ($110,000.) Yeas, 52 ; nays I.

Voted, That the sum of $250.00 be and hereby is appro- priated for the observance of Memorial Day, the same to be expended under the supervision of Gen. E. W. Hinks, Post 95, G. A. R.


ART. 12. To see what action the Town will take in relation to Street Lighting, and make an appropriation therefor.


Voted, That the sum $6,900.00 be and is hereby appro- priated for Street Lighting.


ART. 13. To see if the Town will appropriate the sum of $200.00 to cover the cost of insurance on Town buildings.


Voted, That the sum of $200.00 be and is hereby appro- priated to cover the cost of Insurance on Town Buildings.


ART. 14. To see if the Town will appropriate the sum of $1,000.00 for repairs on Town Buildings and Grounds.


Voted, That the sum of $1,000.00 be and is hereby appro- priated for repairs on Town Building and Grounds, same to be expended under direction of Board of Selectmen.


ART. 15. To see if the Town will appropriate the sum of $1,600.00 for the Board of Health, or to see what action the Town will take in the matter.


Voted, That the sum of $1,600.00 be and is hereby appro- priated for the Board of Health, same to be expended by and under direction of said Board.


ART. 16. To see if the Town will make an appropriation for the Superintendent of Schools.

ART. 17. To see if the Town will appropriate the sum of $150 for searching the Records and Plans and for Incidentals for the Assessors.


Voted, That the sum of $150 be and is hereby appropriated for searching the Records.


ART. 18. To see if the Town will appropriate the sum of $300 for concrete sidewalks, or to see what action the Town will take in the matter.


Voted, That the sum of $200 be and is hereby appropriated for concrete sidewalks.


ART. 19. To see if the Town will appropriate the sum of $200 for Tree Warden, or see what action the Town will take in the matter.


Voted, That the sum of $200 be and is appropriated for Tree Warden.


ART. 20. To see if the Town will make an appropriation for Sealer of Weights and Measurers or to see what action the Town will take in the matter.


Voted, To indefinitely postpone, acted on under Art. 7.


ART. 21. To see what compensation the Town will give the Collector for collecting the tax of 1908 or to see what action the Town will take in the matter.


Voted, That the compensation of the Collector of taxes for collecting the tax of 1908 be I per cent on all such taxes col- lected on or before May 1, 1909. All such taxes collected after May 1, 1909, ¿ of I per cent; same to be paid from Selectmen's Incidentals.

ANNUAL TOWN MEETING.


ART. 22. To see if the Town will defray the expenses of the Lock-up from Court Fines or to see what action the Town will take in the matter.


Voted, That the expenses of the Lock-up be and is hereby defrayed by the Court Fines, and if not sufficient that the bal- ance be paid from the Selectmen's Incidentals.


ART. 23. To see if the Town will make an appropriation for the salaries of Fireman of the Saugus Fire Department, or to see what action the Town will take in the matter.


Voted, To indefinitely postpone, acted on under Article 7.


ART. 24. To see if the Town will appropriate the sum of $2,000.00 dollars for the expenses of the Fire Department, for the ensuing year, or to see what action the Town will take in the matter.


Voted, To indefinitely postpone, acted on under Article 6.


ART. 25. To see if the Town will make an appropriation with the dog tax and receipts of the Library for the use of the Public Library, the same to be expended under the direction of the Trustees of the aforesaid Library, or to see what action the Town will take in the matter.


Voted, That the sum of $500.00 together with the receipts and the dog tax be and is hereby appropriated for the Public Library same to be expended under the direction of Library Trustees.


ART. 26. To see if the Town will appropriate the sum of $500.00 for repairs to the interior of the School Houses, or to see what action the Town will take in the matter.


Voted, That the sum of $500.00 dollars be and is hereby appropriated for the repairs on interior of School Houses, same to be expended under the direction of School Committee.

ANNUAL TOWN MEETING.


ART. 27. To see if the Town will make an appropriation of $450.00 for Soldier's Relief, or to see what action the Town will take in the matter.


Voted, That the sum of $450.00 be and is hereby appropriated for Soldiers' Relief, same to be expended under direction of Selectmen.


ART. 28. To see if the Town will make an appropriation of $25.00 for numbering the houses in the Town not yet numbered or to see what action the Town will take in the matter.


Voted, That the sum of $25.00 be and is hereby appro- priated for numbering houses in the Town not yet numbered, same to be expended by Board of Assessors.


ART. 29. To see if the Town will appropriate the sum of $1,000.00 on account of the Sinking Fund for payment of noles borrowed for Cliftondale School House Loan (new), or to see what action the Town will take in the matter.


Voted, That the sum of $1,000.00 be and is hereby appro- priated on account of the Sinking Fund for payment of notes borrowed for Cliftondale School House Loan.
