Report of the School Committee.
Election of a Superintendent.
The March Town Meeting of 1908 having granted $1,500 for school supervision, the committee voted, on March 23, 1908, that " the committee employ, for the school year, beginning July 1, 1908, a superintendent who shall be a resident of the town and who shall devote all his working time to the schools of Saugus at a salary of $1,500 per annum."
Applications began to come in immediately. The members of your committee, collectively and individually, out of office hours and in, were besieged by candidates. The $1,500 salary, together with the opportunities for advancement in a district so near Boston, proved a large attraction. Confronted only with personal interviews and the credentials of forty candidates, the committee found itself in rather a difficult position to make a choice, and decided to invoke the good offices of the State Board of Education. Secretary Martin, at our request, selected from the list of applicants the six whom he thought would best suit our needs. This narrowed the field considerably, and the com- mittee devoted all its attention to a study of the ability and past records of those six men. Each one of them had at least one lengthy conference with the committee, which finally, on May 25, decided to choose Fairfield Whitney, who was then superin- tendent at Townsend, Ashby and Lunenburg. Mr. Whitney began his work in Saugus in July.
All in all the election of a new superintendent of schools in- volved something like twenty formal meetings of the committee besides a very considerable time spent in personal interviews and study of the credentials of candidates.

Uniting the Ninth Grades.
Partly because of the congestion in Cliftondale and partly be- cause of other reasons, all of the ninth grades of the town are now located in the high school building. Your committee be- lieves that the results have been beneficial. In the first place the pupils are all under the supervision of the high school principal and receive his individual attention; second, concentration means increased efficiency-with a given amount of money to spend for instruction, fewer rooms mean fewer and consequently better teachers; third, the very fact that the pupils are working in the atmosphere of the high school and are under its influence tends to encourage them to continue their work beyond the grades. 1
The Purchase of Coal.
The fuel problem, always an important one, was settled this year, we feel, in a most satisfactory manner. On May 4 bids were asked for 650 tons of coal. Five dealers entered the com- petition, and the contract was awarded the lowest bidder, Mr. C. H. Stocker of Cliftondale, whose prices were considerably lower than those of any of his competitors. Mr. Stocker's bid was as follows :

Fire Protection.
Soon after the fire in the school building in Cleveland, in which so many lost their lives, the people of Saugus were very anxious to know whether a similar disaster could happen in their schools. The committee therefore asked Mr. Cheney of the Inspection Department of the State Police to go to each building in our town and see if anything needed to be done to put the schools in a satisfactory condition.

After spending one whole day in their labor, Mr. Cheney re- ported that in many buildings, outside doors that opened into the building should be changed to swing out. This change we promptly made, and today every building in town, so far as state requirements are concerned, is in A I condition.
We have also caused electric bells to be placed in all of the four room buildings which did not have them already, so that fire drills could be had each day. We have instructed our super- intendent to see that these drills are gone through, and we find that any building in town can be vacated in less than a minute.
