ART. 30. To see if the Town will make an appropriation for Hydrant service, or to see what action the Town will take in the matter.


Voted, That the sum of $504.00 be and is hereby appro- priated for Hydrant service.


ART. 31. To see if the Town will appropriate the sum of $1000.00 for the filling and widening of East Saugus Bridge, as laid out by the Engineer of Essex County, as recommended by the County Commissioners, or to see what action the Town will take in the matter.


Voted, That the sum of $1,000.00 be and hereby is appro- priated for the filling in and widening of East Saugus Bridge, as laid out by the Engineer of Essex County, the work to be let out to the lowest responsible bidder.

ANNUAL TOWN MEETING.


ART. 32. To see if the Town will authorize the Treasurer, with the approval of the Selectmen to hire of the Sinking Fund Commissioners, a sum not exceeding $5,000.00 and give notes of the Town for the term of two years with interest semi-annually at the rate of five per cent.


Voted, That the Sinking Fund Commissioners be authorized to loan the Town Treasurer a sum not exceeding $5,000.00 not exceeding two years at the rate of four per cent.


ART. 33. To see if the Town will authorize the Treasurer to pay the Sinking Fund Commissioners interest for the unpaid appropriation made in March, 1907, the interest to be from May 1, 1907 to May 1, 1908 at the rate of five percent.


Voted, To indefinitely postpone.


ART. 34. To see if the Town will appropriate the sum of $2,600.00 for the purpose of conducting the Cemetery for the year 1908 the same to be expended under the direction of the Cemetery Commissioners or to see what action the Town will take in the matter.


Voted, That the sum of $2,600.00 be and is hereby appropriated for the Cemetery, same to be expended under direction of Ceme- tery Commissioners.


ART. 35. To see if the Town will make an appropriation of $500.00 for the maintenance of its Water System, or to see what action the Town will take in the matter.


Voted, That the sum of $500.00 be and is hereby appropriated for maintenance of the Water System, same to be expended under direction of Water Commissioners.


ART. 36. To see if the Town will authorize the Town Treasurer, with the approval of the Selectmen, to make Water Loans not to exceed $3,000.00 for the extension of its Water System or to see what action the Town will take in the matter.

ANNUAL TOWN MEETING.


Voted, That two-thirds of the legal voters present and voting having voted therefor: that for the purpose of procuring a loan to and for the use of the Town of Saugus to pay for the extension of the Water System the Treasurer is hereby author- ized and directed to borrow from time to time, with the approval of the Selectmen, a sum or sums in the aggregate not exceeding one thousand dollars ($1,000.00), and to execute and deliver the note or notes of the Town therefor, payable within ten years from the time the loan is made with interest at a rate not exceed- ing six per cent per annum, 73-0.


ART. 37. To see if the Town will appropriate the sum of $1,500.00 for the purpose of making needed repairs on the streets of Ward One agreeable to the petition of Byron S. Hone and others.


Voted, To indefinitely postpone.


ART. 38. To see if the Town will authorize the Water Board to lay 200 feet of pipe in Ash street to K. A. Grevine, and appropriate a sum for the same, agreeable to the petition of Fred King and others.


Voted, To refer to Water Commissioners.


ART. 39. To see if the Town will appropriate the sum of $1,085.59 for the following purposes, viz. : to pay the amounts overdrawn over the appropriations for 1907, as follows: for Street Lighting, $102.93 ; Board of Health, $179.09; Fire De- partment, $226.21 ; Selectmen's Incidentals, $577.36; or to see what action the town will take in the matter.


Voted, That the sum of $1,085.59 be and is hereby appro- priated to pay amounts overdrawn over appropriations for 1907 as called for under Article 39.


ART. 40. To see if the Town will appropriate the sum of $250.00 for Gas fixtures for Town Hall and installing same, or to see what action the Town will take in the matter, agreeable to the petition of Joseph P. Devine and others.

Voted, That the sum of $175.00 be and is hereby appro- priated for the installing of Gas fixtures in the Town Hall.


ART. 41. To see if the Town will make an appropriation not exceeding $2,274.83 for the extermination of the Brown Tail and Gypsy Moth or to see what action the Town will take in the matter.


Voted, That the sum of $2,274.83 be and is hereby appro- priated for the extermination of the Brown Tail and Gipsy Moth.


ART. 42. To see if the Town will instruct the Selectmen to fit up the northern part of the court room for offices for Town Officers and make an appropriation for the same, or to see what action the Town will take in the matter, agreeable to the petition of William E. Ludden and others.


Voted, To indefinitely postpone.


ART. 43. To see if the Town will instruct the Selectmen to locate incandescent lights in the following places, viz : Two on Endicott street, four on High street, five on Waban street, Laconia and Kenwood avenue, one on Jasper street, two on Bailey avenue, one on Mountain avenue, two on Second street, one on Essex street, one on Wammesitt avenue, and make an appropriation for the same. 1.


Voted, To indefinitely postpone.


ART. 44. To see if the Town will vote to build a continuous sidewalk on Lincoln avenue, beginning at or near Morton avenue on the northeasterly side, and continuing to or near Ballard street in East Saugus, and make an appropriation for the same, or to see what action the Town will take in the matter, agree- able to the petition of Charles H. Libbey and others.


Voted, That the sum of $200.00 be and is hereby appro- priated for the construction of a sidewalk on Lincoln avenue same to be expended under direction of Selectmen.

ANNUAL TOWN MEETING.


ART. 45. To see if the Town will appoint a committee of five citizens for the purpose of investigating the advisability of buying horses for the Fire Department, to be used on the high- way department and other Town work. The committee to re- port at the next Town meeting or to see what action the Town will take in the matter.


Voted, That a committee of five be appointed by the Moder- ator and he appointed the following citizens : J. Arthur Raddin, John L. Weber, Herbert E. Dodge, James R. Hughes, Walter L. C. Niles.


ART. 46. To see if the Town will appropriate the sum of $175 for the purpose of equipping the office of the Sealer of Weights and Measures with the necessary implements as re- quired by law.


Voted, That the sum of $175 be and is hereby appropriated for the equipment to be used by the Sealer of Weights and Measures.


Voted, at II o'clock P. M. to dissolve the meeting.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the Town Hall on Monday evening, April 27, 1908 A. D., at 8 o'clock to hear and act on the following articles, viz :


And you are hereby directed to serve this Warrant by posting attested copies at the usual places seven days at least before the time of holding said meeting and to distribute copies as provided by the By-Laws at least four days before.


Hereof fail not and make due return of this Warrant with your doings thereon to the Town Clerk at the time and place of meeting.

SPECIAL TOWN MEETING.


MONDAY, April 27, 1908.


The meeting was called to order by the Town Clerk Henry A. Parker at 8 o'clock P. M. and after the reading of the War- rant Article I was taken up.


ART. I. To choose a Moderator to preside at said meeting. Chose Thomas P. Parsons, Moderator who, after being qualified by the Town Clerk, took charge of the meeting.


ART. 2. To hear and act on reports of Committees. Voted, To indefinitely postpone.


ART. 3. To see if the Town will vote to appoint a committee of nine to consist of the following citizens : H. H. Atherton, Jr., W. L. C. Niles, James M. Maxwell, Frank L. Barnard, David T. Knox, Edward Bryant, J. George Smith, Bert P. Pranker and William H. Small, for the express purpose of investigating the Auditor's report of December 31, 1905, December 31, 1906, and December 31, 1907, said investigating committee to have full power in the premises in pursuit of said investigating, have access to all books, papers and records of the town or of any department of the town; may summon to appear before them any officer or citizen of the town, to answer such questions as the committee may direct and give such information that the com- mittee may desire ; said committee to ascertain the correct con- dition of town at the closing of the books for the year 1907; to ascertain if possible why taxes are not collected and furthermore why interest is not collected on taxes according to the vote of the town for the years 1900 to 1907 inclusive ; and that investi- gating committee shall report at this or further Town meeting or see what action the Town will take in the matter.


Voted, Not to appoint committee as called for under Art. 3. Voted, At 11. 15 P. M. to dissolve the meeting.

In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote at elections, to meet at the several voting precincts in the Town on Tuesday, November 3, A. D., 1908, at five forty-five (5.45) o'clock, A. M., then and there to bring in there ballots to the Wardens for the following State Officers all on one ballot :


Electors for President and Vice President (16) Governor, Lieutenant Governor, Secretary, Treasurer, Auditor, Attorney General, Councilor, (Fifth District), Senator (Seventh Middle- sex District), Two Representatives to the General Court (15th Essex District) Representative in Congress (Seventh Congressional District), County Commissioner, Register of Probate and Insolvency, one Associate Commissioner.


The Polls will open at 5.45 o'clock A. M., and may close at 4 o'clock P. M., and you are hereby directed to serve this Warrant by posting attested copies at the usual places, seven days at least before the time of holding said meeting.


HEREOF FAIL NOT, and make due return of this Warrant with your doings theron to the Town Clerk at the time and place of said meeting.
