March 2, 1925. To W. Charles Sellick, Constablo of the Town of Saugus :


GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the Town of Saugus, qualified to vote in Town affairs, to meet at the sev- eral voting precincts in the town on Monday, March second, A. D., nineteen hundred and twenty-five, at twelve o'clock M. then and there to bring in their ballot to the Wardens for the following Town Officers :


Town Clerk, three Selectmen, three Overseers of the Poor, Town Treasurer, Collector of Taxes, Constable, Tree Warden, one Trustee of Public Library for one year, one Assessor, one member of Board of Health, one Cemetery Commissioner, two members of School Committee, two Trustees of Public Library, one member of Planning Board, for three years.


Also to appear at the Town Hall on Monday evening, March ninth, A. D., nineteen hundred and twenty-five, at eight o'clock to hear and act on the following articles, viz. :


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on reports of Committees.


ART. 3. To see what sums of money the town will appropriate and raise by taxation for Town Charges and for any other pur- pose for which the town may lawfully expend money.


ART. 4. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money in antici- pation of the revenue of the current financial year.


ART. 5. To see if the town will vote to authorize the Treas- urer,'with the approval of the Selectmen, to refund any or all

of revenue notes issued for less than one year, in accordance with provisions of Section 17 of Chapter 44, of the General Laws; any debt so incurred to be paid from the revenue of 1925.


ART. 6. To see if the town will appropriate the sum of $2,335.81, being the portion of the net expense so incurred and apportioned by the County Commissioners upon the inhabitants of the Town of Saugus for the care, maintenance and repairs of Hospital for the care of persons suffering from Tuberculosis, for the year 1924. Board of Selectmen.


ART. 7. To see if the town will vote to authorize the Treasurer to use a sum of money received from the County Commissioners as the town's portion of the reimbursement from the Essex County Tuberculosis Hospital District payment and a sum from the surplus account of the town, said sums aggre- gating $24,000, to pay the note or notes of the town issued in anticipation of a serial bond issue authorized by the Town of Saugus at its annual meeting of 1924, or to take any action in relation thereto ; said note or notes maturing on the fourth day of May, 1925. Board of Selectmen.


ART. 8. To see if the town will vote to appropriate the sum of $6,000 to pay the note or notes of the town issued in anticipation of a serial bond issue of the Essex County Tuber- culosis District by vote of the annual meeting of 1924, said note or notes maturing May 4, 1925. Board of Selectmen.


ART. 9. To see if the town will appropriate the sum of $9,000 for the installing of White Way Lamps in the following squares, viz. : Cliftondale, Monument and Franklin, or to see what action the town will take in the matter. Board of Select- men.


ART. 10. To see if the town will vote to instruct the Select- men to make a contract with the Lynn Gas and Electric Company for street lighting or to see what action the town will take in the matter. Board of Selectmen.


ART. II. To see if the town will vote to appropriate a sum not to exceed $3,000 for the purpose of purchasing and con- necting with the fire alarm system a compressed air whistle and compressor plant, the same to be purchased and by and in-

stalled under the direction of the Board of Fire Engineers, or to see what action the town will take in the matter. Board of Fire Engineers.


ART. 12. To see if the town will vote to instruct the School Committee to abolish the manual training department of the Saugus School system, or to see what action the town will take in the matter, agreeable to the petition of School Investigating Committee.


ART. 13. To see if the town will vote to instruct the School Committee to abolish all branches of the domestic science de- partment of the Saugus School system except sewing to be taught in grades eight and nine, or to see what action the town will take in the matter, agreeable to the petition of School Investigating Committee.


ART. 14. To see if the town will vote to instruct the School Committee to secure the right of use of the Franklin Drawing Course, or to see what action the town will take in the matter, agreeable to the petition of School Investigating Committee.


ART. 15. To see if the town will vote to instruct the School Committee to abolish the Junior High School system, so called, of the Saugus School system and to substitute therefor an ele- mentary grade system of eight grades and a high school system of four grades, which system is commonly known as the eight- four plan, or to see what action the town will take in the mat- ter, agreeable to the petition of School Investigating Committee.


ART. 16. To see if the town will vote to appropriate a sum not to exceed eighty thousand dollars ($80,000) for the purpose of erecting upon the Lincoln school lot and such adjoining land as may be acquired by the town an elementary eight-room school house and to provide the same with new and original equipment, or to see what action the town will take in the mat- ter, agreeable to the petition of School Investigating Committee.


ART. 17. To see if the town will vote to appoint a com- mittee of five citizens, one of whom shall be a member of the School Committee, to have full charge of all matters relating to the construction of an elementary eight-room school house on the Lincoln School property and such adjoining land as may be

acquired by the town and to provide all new and original equip- ment for said building, and said committee shall have full authority to bind the town in all contracts and obligations in a sum not to exceed eighty thousand dollars ($80,000) which they may deem necessary and expedient to enter into in connec- tion with said work, or to see what action the town will take in the matter, agreeable to the petition of School Investigating Committee.


ART. 18. To see if the town will vote to authorize and direct the Board of Selectmen to sell at public auction the building situated on Lincoln avenue on what is commonly known as the Lincoln School property and which building is commonly known as the Lincoln School, or to see what action the town will take in the matter, agreeable to the petition of School Investigating Committee.


ART. 19. To see if the town will vote to authorize and direct the Board of Selectmen to acquire by right of eminent domain the land and buildings adjoining the Lincoln School property on the easterly side of said property, these properties being described as follows, (1) land with the buildings thereon, situate on Lincoln avenue and commonly known as numbers 260-262, now or formerly owned by George H. Bruce, and (2) land with the buildings thereon, situate on Baker street and commonly known as number 5, now or formerly owned by Jennie L. Shaw, and to appropriate therefor the sum of $7,500, or to see what action the town will take in the matter, agree- able to the petition of School Investigating Committee.


ART. 20. To see if the town will vote to authorize and direct the Board of Selectmen to sell at public auction the buildings on land adjoining the Lincoln School property, which buildings constitute a part of the estate known as the Bruce estate, or to see what action the town will take in the matter, agreeable to the petition of School Investigating Committee.


ART. 21. To see if the town will appropriate the sum of $8,000 to be spent at the Oaklandvale School, for the purpose of finishing two rooms on the first floor, and building an addi- tion to the southwesterly corner for an entrance, stairway, coat rooms, toilets, and teachers' room, according to plan offered by the Oaklandvale Improvement Association, on petition of Ellery E. Metcalf and others.

ART. 22. To see if the town will vote to purchase for school house purposes the following described parcel of land situated on Fairmount avenue ; Southwesterly by Vinegar Hill, 75 feet ; Northwesterly by lot No. 291, 67.21 feet ; Northeasterly by lots No. 505-506-507, 75 feet ; Southeasterly by lot No. 287, 68.88 feet ; containing 5,112 square feet, or to see what action the town will take in the matter agreeable to the petition of Rosanna Gautreau and others.


ART. 23. To see if the town will vote to appropriate the sum of $312.50 for the purpose of purchasing land for school house purposes described in Article 22 in this warrant, or to see what action the town will take in the matter, agreeable to the petition of Rosanna Gautreau and others.


ART. 24. To see if the town will appropriate the sum of $1,100 for the purpose of making a preliminary survey of the town to ascertain the possibilities of a sewerage system, said sum to be expended and such survey to be made under the direction of the Planning Board, or to see what action the town will take in the matter, agreeable to the petition of George H. Mason and others.


ART. 25. To see if the town will vote to instruct all depart- ments, that sealed bids shall be called for, on all contracts entered into by the town, where the sum of money involved exceeds $50 on any one contract, or to see what action the town will take in the matter,'agreeable to the petition of C. F. Nelson Pratt and others.


ART. 26. To see if the town will appropriate the sum of $5,000 for the purpose of installing new plumbing, interior painting, new stage curtain and making other interior repairs in the Town Hall. Board of Selectmen.


ART. 27. To see if the town will vote to appropriate the sum of $2,400 for the purpose of purchasing Stackpole's Field, so called, for playground purposes, or to see what action the town will take in the matter. Board of Selectmen.


ART. 28. To see if the town will vote to purchase for play- ground purposes for the sum of $2,400 the following described parcels of land, viz : A parcel of land beginning about two

hundred and sixty-two (262) feet from the corner of Appleton street and running southerly by Summer street, fifty (50) feet ; thence Westerly by land of Emma B. Keith about one hundred and thirty-three (133) feet ; thence Northerly by Lot No. 2 herein described, fifty (50) feet; thence easterly by land of Emma B. Keith about one hundred and thirty-four (134) feet.


Also a parcel of land beginning about one hundred and forty- five (145) feet from the junction of Summer and Appleton streets and running Southerly along a stone wall by land of Emma B. Keith about four hundred and twelve (412) feet; thence West- erly along a stone wall by land now or late of the Portsmouth Trust and Guaranty Co., about three hundred and nineteen (319) feet ; thence Northerly by land of Taylor one hundred (100) feet ; thence Westerly by land of Taylor about seventy (70) feet ; thence Northerly by land of Taylor and Rogers about two hundred and ninety-five (295) feet; thence Easterly by Appleton street about four hundred and four (404) feet to point of beginning, or to see what action the town will take in the matter. Board of Selectmen.


ART. 29. To see if the town will authorize the Selectmen to sell a strip of land 10 feet wide on the Northerly side of the lot upon which the American Legion Building is situated on Lincoln avenue, or to see what action the town will take in the matter, agreeable to the petition of Charles M. Smith and others.


ART. 30. To see if the town will vote to appropriate the sum of $600 for lowering the drain pipes on Washington avenue in that part of Saugus called Lynnhurst, and connect thru blind drain to land on either side to prevent water to enter the cellars of residents from the street, or to see what action the town will ·ake in the matter. Board of Selectmen.


ART. 31. To see if the town will appropriate the sum of $500 for the purpose of installing a draining system near the corner of Ballard street and Spencer avenue, or to see what action the town will take in the matter, agreeable to the petition of Harry Woodward and others.


ART. 32. To see if the town will vote to appropriate the sum of $250 to install fire hydrants located as follows : one at corner of Pearl road and Central street, and one on Central street near No. 94, or to see what action the town will take in the

matter, agreeable to the petition of George E. Spurling and others.


ART. 33. To see if the town will vote to appropriate the sum of $125 to install fire hydrant on Churchill street, or to see what action the town will take in the matter, agreeable to the petition of Daniel B. Murphy and others.


ART. 34. To see if the town will vote to appropriate the sum of $1,800 for the erection of an Honor Roll to commemo- rate the services of persons from Saugus who served in the World War, the same to be expended under the direction of the Board of Selectmen, or of a committee to be appointed by the Moderator, or to see what action the town will take in the matter. Board of Selectmen.


ART. 35. To see if the town will appropriate the sum of $550 for the purpose of placing shrubbery on, and a concrete curbing around, the "American Legion Lot" in Riverside Ceme- tery ; the same to be expended under the direction of the Ceme- tery Commissioners, or to see what action the town will take in the matter. Board of Selectmen.


ART. 36. To see if the town will vote to instruct the Select- men to petition the State Department of Public Works for the loan of one State truck and two plows for snow removal in the Town of Saugus, during the winter of 1925-1926, agreeable to the petition of C. F. Nelson Pratt and others.


ART. 37. To see if the town will appropriate the sum of $2,500 to buy a truck for the water department, or to see what action the town will take in the matter. Board of Selectmen.


ART. 38. To see if the town will appropriate the sum of $4,335 to buy a five ton 1925 model tractor, or to see what action the town will take in the matter. Board of Selectmen.


ART. 39. To see if the town will appropriate the sum of $1,050 to buy a snow plow for the tractor, or to see what action the town will take in the matter. Board of Selectmen.


ART. 40. To see if the town will appropriate the sum of $10,000 for the purpose of constructing a Municipal heated

garage, on land owned by the town, at rear of Town Hall, for the storage and housing of machines, apparatus and equipment owned by the town and to provide a workshop for Public Works Department, or to see what action the town will take in the matter, agreeable to the petition of C. F. Nelson Pratt and others.


ART. 41. To see if the town will vote to appropriate the sum of $200 to be used for the removal of elm trees from the sidewalk at 56 Essex street, or to see what action the town will take in the matter, agreeable to the petition of A. F. Maudant and others.


ART. 42. To see if the town will authorize the Selectmen on behalf of the town to accept as a gift, from First Parish Church, Universalist, the First Parish Burial ground at the corner of Main and Central streets, or to see what action the town will take in the matter, agreeable to the petition of Nathalie B. Upton and others.


ART. 43. To see if the town will vote to instruct the Select- men to make a contract with the City of Lynn for a water supply, in accordance with the provisions of Chapter 256, Sec- tion 7, of the Acts of 1883, or to see what action the town will take in the matter. Board of Selectmen.


ART. 44. To see if the town will vote to accept Chapter 391, Acts of 1923, of the Legislature of Massachusetts of the year 1923, entitled "An act relative to the collection of water rates," or to see what action the town will take in the matter. Board of Selectmen.
