Voted, To recommend that the School Committee adopt the recommendations of the School Investigating Committee regard- ing methods of handling Schoolhouse repairs, as follows :


:. That a supervisor of buildings be appointed with duties substantially as outlined in the Investigating Committee's report.


2. That a regular schedule be established for attending to regular repairs and renovations, and that the same be carried out systematically from year to year, to the end that each school- house may receive its due share of attention.


Voted, That the Moderator appoint a Committee of three citizens, including a member of the School Committee and a member of the Finance Committee, to investigate the heating system in the various schoolhouses, and to report not later than the next annual town meeting on the advisability of replacing such system as they may find inefficient and expensive to operate, with modern equipment, and to make such recommendations as they may deem pertinent.


The following committee were appointed, Francis M. Hill, Charles Gibbs and John C. Pitman.


Voted, To recommend that the School Committee install adequate electric lighting system in all schoolhouses where, at present, there is no lighting equipment, or where existing equip- ment is inadequate.


Voted, That when we adjourn we shall hold meeting on April 1, 6, 8, 15.

ART. 15. To instruct the School Committee to abolish the Junior High system.


Voted, That it is the consensus of opinion that the School Committee should thoroughly investigate the Junior High School system, so called as it is operated in the public schools of this town and elsewhere, and report on the same in its next annual report, and cause to be inserted in the warrant for the next annual town meeting such articles, if any, as the committee shall deem expedient to enable the citizens to vote on their recommendations.


Articles 16, 17,18, 19, 20, were laid on the table, as the mat- ter was to be taken up in the warrant for the Special Town Meeting to be held April 6, 1925.

The Moderator appointed and swore in the following citizens as tellers : Thomas Baldwin, C. Humes, D. Murphy, H. Allen and A. Foster.


ART. 21. Oaklandvale School.


Voted, That the sum of $8,000 be and the same is hereby appropriated to be spent at the Oaklandvale School, for the purpose of finishing two rooms on the first floor, and building an addition to the southwesterly corner for an entrance, stair- way, coat rooms, toilets, and teachers' rooms, according to plan offered by the Oaklandvale Improvement Association, and that a committee of five citizens, including one member of the School Committee, be appointed by the Moderator to have charge of the expenditure of the amount appropriated in this article. The following committee were appointed : A. D. Hitchings, Mortimer Mellen, Frank Berthold, E. W. Hunne- will and H. A. Messer.


ART. 22. Land on Fairmount avenue for school purposes.


Voted, That the town purchase for school purposes the parcel of land in Lynnhurst described in Article 22.


ART. 23. Purchasing land as called for in Article 22.


Voted, That the sum of $312.50 be and the same is hereby appropriated for the purpose of purchasing for school purposes a parcel of land situated on Fairmount avenue, southwesterly by Vinegar Hill, 75 feet ; northwesterly by lot 291, 67.21 feet ; northeasterly by lots numbered 505, 506, 507, 75 feet ; south- easterly by lot 287, 68.88 feet, and the Board of Selectmen are hereby authorized to make such purchase. Yeas 165, Nays o.


ART. 24. For making a preliminary survey for sewerage system.


Voted, That the sum of $1, 100 be and the same is hereby appropriated for the purpose of having a preliminary survey of the town made, to ascertain the possibilities of a sewerage sys- tem, said sum to be expended and such survey to be made under the direction of the Planning Board. Yeas, 135. Nays, 19.


ART. 25. Sealed bids for all contracts.

Voted, That all departments be instructed to call for sealed. bids on all contracts entered into by the town where the sum of money involved exceeds $100 on any one contract.


ART. 26. For interior repairs in Town Hall.


Voted, That the sum of $2,500 be and the same hereby is appropriated to be expended under supervision of the Board of Selectmen, for the purpose of installing new plumbing, interior painting, new stage curtain and making other interior repairs in the Town Hall, sealed bids to be called for on all contracts, same to be awarded the lowest responsible bidder.


ART. 27. Purchasing Stackpole's Field.


Voted, That the sum of $2,400 be and the same is hereby appropriated for the purpose of purchasing Stackpole's Field, so called, for playground purposes. Yeas, 165. Nays, o.


ART. 28. To purchase land for playground, Summer and Appleton streets.


Voted, that the Selectmen are authorized to purchase the land described in Article 28, for the sum of $2,400. Yeas, 165. Nays, o.

ART. 58. To accept a deed of land from Cliftondale Recre- ation Park, Inc.


Voted, That the town accept as a gift a conveyance from Cliftondale Recreation Park, Inc., of all real estate of said cor- poration within the town limits for purposes of a public play - ground and that the Board of Selectmen be and it is hereby authorized and instructed on behalf of the town to accept a deed of said real estate. ART. 59. Maintenance of Playground at Cliftondale.


Voted, That the sum of $1,000 be and the same is hereby appropriated for the equipment and maintenance as a playground the real estate to be acquired by the town from the Cliftondale Recreation Park, Inc., under Article 58. Yeas, 140. Nays, I.

ART. 34. Honor Roll.


Voted, That the Moderator appoint a committee of 3 citizens to prepare a list of names to go on an Honor Roll, and also to submit to the next annual town meeting a definite proposal for a suitable Honor Roll. The following committee was appointed. Benjamin Q. Belonga, George E. Sprague and Ulric B. F. A. Jenkins.

To W. Charles Sellick Constable of the Town of Saugus, GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of the town of Saugus, qualified to vote in town affairs to meet at the Town Hall on Monday evening, April 6, A. D. 1925, at eight o'clock,. to hear and act on the following articles, viz :-


ARTICLE I. To choose a Moderator to preside at said meeting.


ART. 2. To hear and act on reports of committees.


ART. 3. To see if the town will vote to authorize and direct the Board of Selectmen to acquire through private sale or by right of eminent domain for school purposes the land and build- ings adjoining the Lincoln school property on the easterly side of said property, these properties being described as follows : (1) land with the buildings thereon, situated on Lincoln avenue and commonly known as number 260-262 now or formerly owned by George H. Bruce, and (2) land with the buildings thereon, situated on Baker street and commonly known as number 5, now or formerly owned by Jennie L. Shaw; and to appropriate therefor a sum not to exceed $7,500, or to see what action the town will take in the matter, agreeable to the petition of the School Investigating Committee.


ART. 4. To see if the town will vote to authorize and direct the Board of Selectmen to sell at public auction the building situated on Lincoln avenue on what is commonly known as the Lincoln School property and which building is commonly known as the Lincoln School, or to see what action the town will take in the matter, agreeable to the petition of the School Investigating Committee.

on such land adjoining the Lincoln School property as the town may acquire under Article 3, or to see what action the town will take in the matter, agreeable to the petition of the School Investigating Committee.


ART. 6. To see if the town will vote to appropriate and raise by borrowing or otherwise a sum not to exceed $80,000, for the purpose of erecting upon the Lincoln School lot and such adjoining land as may be acquired by the town an elemen- tary eight room school house, and to provide the same with new and original equipment, or to see what action the town will take in the matter, agreeable to the petition of the School Inves- tigating Committee.


ART. 7. To see if the town will vote to appoint a committee of five citizens, one of whom shall be a member of the School Committee to have full charge of all matters relating to the construction of an elementary eight room school house on the Lincoln School property and such adjoining land as may be acquired by the town and to provide new and original equipment for said building, and said committee shall have full authority to bind the town in all contracts and obligations which they may deem necessary and expedient to enter into in connection with said work in a sum not to exceed $80,000, or to see what action the town will take in the matter, agreeable to the petition of the School Investigating Committee.


ART. 8. To see if the town will appropriate the sum of $2,615.85 for the suppression of Gypsy Moth in the town of Saugus, or to see what action the town will take in the matter, agreeable to the petition of Thomas E. Berrett and others.


ART. 9. To see if the town will instruct the Selectmen to petition the next General Court for legislation to provide that the Planning Board shall act as the Board of Survey, agreeable to the petition of Herbert P. Mason and others.


ART. 10. To see if the town will appropriate the sun of $1,000 to be taken from the surplus, for repairs on the Legion Building. Board of Selectmen.


ART. II. To see if the town will vote to amend Article 8, Section 3, of the By-Laws by changing the words "twenty-one"

to "thirty" so that the first sentence of said Article shall read "Any Board, standing committee, or officer of the town, or any person or persons iutending to ask an appropriation at any meet- ing of the town, other than the regular annual appropriation, shall file a written notice in the office of the Selectmen of such intention at least thirty days before such meeting, stating the object and the sum of the appropriation intended to be asked," agreeable to the petition of Harry Woodward and others.
