WARRANT FOR ANNUAL TOWN MEETING
TOWN OF SAUGUS
COMMONWEALTH OF MASSACHUSETTS
Essex, ss.
To the Constable of the Town of Saugus,
Greetings:
In the name of the Commonwealth of Massachusetts, you are hereby required to notify and warn the inhabitants of the Town of Saugus, quali- fied to vote in Town Affairs, to assemble in the Town Hall, on Monday, March 21, 1955 at eight o'clock P. M., to hear and act on the following articles, viz:
Article 1. To hear and act on the reports of Committees.
Article 2. To see if the Town will vote to authorize the Town Treas- urer with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year beginning January 1, 1955, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17 of Chapter 44 of the General Laws, or to see what action the Town will take in the matter.
Article 3. To see what sums of money the Town will raise and appro- priate for Town Charges for the year 1955.
Article 4. To see if the Town will vote to raise and appropriate the sum of $7,400.00 for purchase of a new ambulance for use of Police Depart- ment, or to see what action the Town will take in the matter.
Article 5. To see if the Town will vote to raise and appropriate a sum of money for wage increases in the Building Department, or to see what action the Town will take in the matter.
Article 6. To see if the Town will vote to raise and appropriate a sum of money for wage increases in the Forestry and Parks Department, or to see what action the Town will take in the matter.
Article 7. To see if the Town will vote to raise and appropriate a sum of money for wage increases in the Cemetery Department, or to see what action the Town will take in the matter.
Article 8. To see if the Town will vote to raise and appropriate a sum of money for wage increases in the Public Works Department, or to see what action the Town will take in the matter.
Article 9. To see if the Town will vote to raise and appropriate the sum of $26,000 for the purchase of a Gradall and attachments, or to see what action the Town will take in the matter.

Article 10. To see if the Town will vote to raise and appropriate a sum of money for the construction of sidewalks and curbing at locations to be determined by the Town Meeting, or to see what action the Town will take in the matter.
Article 11. To see if the Town will vote to raise and appropriate or transfer from Excess and Deficiency Account-"Free Cash"-the sum of $25,000.00 for construction of additional sewers and drains in area of Guild and Gates Roads, Wendell and Newhall Streets, and Lincoln Avenue or to see what action the Town will take in the matter.
Article 12. To see if the Town will vote to raise and appropriate the sum of $846.23 to reimburse Catherine Dunlop for water damage done to goods in her shop at 455 Lincoln Avenue or to see what action the Town will take in the matter.
Article 13. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for architectural fees to complete the first stages of de- velopment of the cemetery plot layout on upper Main Street, or to see what action the Town will take in the matter.
Article 14. To see if the Town will vote to rescind the vote under Article 8 of the warrant for the Annual Town Meeting of 1949, and in place thereof enact a new regulation governing water main extensions or to see what action the Town will take in the matter.
Article 15. To see if the Town will vote to raise and appropriate a sum of money for the replacement of cement water mains on Essex Street from Eustis Street to the location near Broadway, or to see what action the Town will take in the matter.
Article 16. To see if the Town will vote to raise and appropriate the sum of $7,500.00 for Chapter 90 construction of Essex Street, or to see what action the Town will take in the matter.
Article 17. To see if the Town will vote to raise and appropriate the sum of $15,000.00 for the installation of curbing and sidewalks on Essex Street to be done in conjunction with the Chapter 90 project for the con- struction on Essex Street, or to see what action the Town will take in the matter.
Article 18. To see if the Town will vote to raise and appropriate the sum of $5,000.00 for damages in connection with Chapter 90 construction on Essex Street, or to see what action the Town will take in the matter.
Article 19. To see if the Town will vote to raise and appropriate the sum of $2,000.00 for Chapter 90 maintenance, or to see what action the Town will take in the matter.
Article 20. To see if the Town will vote to accept Davis Street as laid out by the Selectmen according to the plan and profile on file in the office of the Town Clerk, and authorize the Selectmen to purchase or take by eminent domain, the land necessary therefor; also to appropriate a sum of money for that purpose, agreeable to the petition of Marjorie E. O'Brien and others.

Article 21. To see if the Town will vote to appropriate a sum of money for the purpose of installing a drainage system on the unaccepted portion of Hesper Street running north from Woodbury Avenue toward Mccullough Road, or to see what action the Town will take in the matter, agreeable to the petition of Theodore Schaeffer and others.
Article 22. To see if the Town will vote to accept Magnolia Street as laid out by the Selectmen according to the plan and profile on file in the office of the Town Clerk and authorize the Selectmen to purchase or take by eminent domain, the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter, agreeable to the petition of Francis R. Simonetti and others.
Article 23. To see if the Town will vote to authorize and appropriate the sum of $1,000.00 for the purpose of furnishing and laying 200 linear feet of 6-inch water main and appurtenances from Howard St. into and along Dighton Street, or to see what action the Town will take in the mat- ter agreeable to the petition of Eleanor Gerniglia and others.
Article 24. To see if the Town will vote to accept the name of Board- man Circle to the intersection of Main and Howard Streets, or to see what action the Town will take in the matter, agreeable to the petition of Eleanor Gerniglia and others.
Article 25. To see if the Town will vote to raise and appropriate the sum of $1,000.00 for the purpose of maintaining during the ensuing year, the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931, or to see what action the Town will take in the matter.
Article 26. To see if the Town will vote to raise and appropriate the sum of $10,500.00 for repair of Walnut Street from the Lynnfield line to North Saugus Square or to see what action the Town will take in the matter.
Article 27. To see if the Town will vote to authorize the Selectmen to purchase or take by eminent domain for schoolhouse purposes certain par- cels of land on Broadway shown as Lots A-135 and A-137 on Assessors Plan 1021 owned by Francis B. Gordon, and to raise and appropriate or transfer from available funds the sum of $10.00 for that purpose, or to see what action the Town will take in the matter.
Article 28. To see if the Town will vote to raise and appropriate, by borrowing or otherwise, a sum of money for architects services and/or plans to remodel the old High School for use as a Junior High School, or to see what action the Town will take in the matter.
Article 29. To see if the Town will vote to raise and appropriate a sum of money for curbing and drainage on Cleveland Avenue, or to see what action the Town will take in the matter.
Article 30. To see if the Town will vote to accept Baker Street as laid out, altered and relocated by the Selectmen according to the plan and pro- file on file in the office of the Town Clerk and authorize the Selectmen to purchase or take by eminent domain, the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter.

Article 31. To see if the Town will vote to amend the Zoning By-Laws and Zoning Map by rezoning for business purposes the property owned by Albert S. and Alexandra Conrad located at #399 Main Street and adjacent to land owned by Dawson, Walls, Veneziano and others, now zoned as single residence and described as follows: Beginning at land of Dawson on Main Street and thence running northerly to the Army Camp 700 feet, more or less; thence running easterly by said Army Camp 500 ft. more or less; thence running southerly by other land of petitioner 700 feet, more or less; and thence running westerly 500 ft. more or less to point of beginning. The same being a part of Lot A-3 as shown on the Assessors books as Plan #1036, or to see what action the Town will take in the matter agreeable to the petition of Albert S. Conrad and others.
Article 32. To see if the Town will vote to amend the Zoning By-Law and Zoning Map so that land on Essex Street and Ellen Court shown as Lots 1-10 and 11-15 on Plan 2031 on file in the Assessors Office and now zoned as single residence shall hereafter be zoned for business purposes, or to see what action the Town will take in the matter, agreeable to the peti- tion of Louis Desiderio and others.
Article 33. To see if the Town will vote to amend the Zoning By-Law and Zoning Map so that land on Osprey Road and Frank P. Bennett High- way shown as Lots 190 and 191 on Plan 2029 on file in the Assessors Office and now zoned as single residence shall hereafter be zoned for business purposes, or to see what action the Town will take in the matter, agreeable to the petition of Thomas J. Piscopo and others.
Article 34. To see if the Town will vote to amend the Zoning By-Laws and Zoning Map by rezoning for business purposes the property owned by Lena Dello Iocono, located at #A-20 Essex Street and adjacent to land owned by Mayr, Desiderio, Gilbert, Quinn, Clifford, Stone and Samuelson, now zoned as single residence and described as follows: said land is on the east side of Essex Street, west of the Newburyport Turnpike, as shown on the Assessors' books as Plan 1025, or to see what action the Town will take in the matter, agreeable to the petition of Lena Dello Iocono.
Article 35. To see if the Town will vote to amend the Zoning By-Laws and Zoning Map by rezoning for business purposes the property owned by Theresa H. Pendleton located at Lots 14, 15, 16, 17, 18 and 19 on Winter Street and adjacent to land owned by Trahan, Keyes, Shauman, and Guil- man now zoned as single residence and described as follows: said land is on the south side of Winter Street, about 150 feet beyond East Denver Street, as shown on the Assessors' Books as Plan 1016, or to see what action the Town will take in the matter, agreeable to the petition of Theresa H. Pendleton and others.
Article 36. To see if the Town will vote to accept Chapter 628 of the Acts of 1953, Section 100B, an act providing for the indemnification by cities and towns of certain retired police officers and firefighters for cer- tain hospital, medical and surgical expenses, agreeable to the petition of Thomas A. Nolan and others, or to see what action the Town will take in the matter.

Article 37. To see if the Town will vote to raise and appropriate the sum of $42.35 to indemnify Michael Maher for damages sustained by him arising out of his operation of Town-owned motor vehicle, or to see what action the Town will take in the matter.
Article 38. To see if the Town will vote to abandon a portion of the drainage easement heretofore acquired from Carmela Lopriore, and specify the minimum amount to be paid for such abandonment or to see what action the Town will take in the matter. The land in which such easement is to be abandoned is as follows: "A parcel of land owned by Carmela Lo- priore, containing 1,800 square feet, being shown by a plan entitled "Town of Saugus, Massachusetts, Plan of portion of Easement to be Abandoned, Scale 1"-40', February, 1954, Fay, Spofford & Thorndike Engineers, Bos- ton, Mass.," Plan No. Js-28/C-9, a copy of which is on file in the Office of the Superintendent of Public Works.
Article 39. To see if the Town will vote to authorize the Board of Selectmen to sell at public or private sale in their discretion, land on Ben- nett Avenue acquired by deed of New England Homes, Inc., being lots 59 and 60 shown on Assessors' Plan #1036-A, to impose thereon such restric- tions, reservations or conditions as shall be deemed expedient, and to exe- cute and deliver in the name and under the seal of the Town quitclaim deeds or other instruments therefor, or to see what action the Town will take in the matter.
Article 40. To see if the Town will vote to accept Curtis Street as laid out by the Selectmen, according to the plan and profile on file in the office of the Town Clerk and authorize the Selectmen to purchase or take by eminent domain, the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter.
Article 41. To see if the Town will vote to accept Beachview Avenue as laid out by the Selectmen, according to the plan and profile on file in the office of the Town Clerk and authorize the Selectmen to purchase or take by eminent domain, the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter.
Article 42. To see if the Town will vote to accept Farrington Avenue as laid out by the Selectmen, according to the plan and profile on file in the office of the Town Clerk, and authorize the Selectmen to purchase or take by eminent domain, the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter.
Article 43. To see if the Town will vote to accept Bufford Street as laid out by the Selectmen, according to the plan and profile on file in the office of the Town Clerk and authorize the Selectmen to purchase or take by eminent domain the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter.

Article 44. To see if the Town will vote to accept Curtis Road as laid out by the Selectmen according to the plan and profile on file in the office of the Town Clerk and authorize the Selectmen to purchase or take by eminent domain the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter.
Article 45. To see if the Town will vote to accept Atlantic Avenue as laid out by the Selectmen according to plan and profile on file in the office of the Town Clerk and authorize the Selectmen to purchase or take by eminent domain the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter.
Article 46. To see if the Town will vote to accept a portion of Lewis Lane as laid out by the Selectmen according to the plan and profile on file in the office of the Town Clerk and authorize the Selectmen to purchase or take by eminent domain the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter.
Article 47. To see if the Town will vote to accept Hampton Street as laid out by the Selectmen according to the plan and profile on file in the office of the Town Clerk and authorize the Selectmen to purchase or take by eminent domain the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter, agreeable to the petition of Mitchel Dardzinski and others.
Article 48. To see if the Town will vote to authorize the School Com- mittee to establish and maintain State-aided vocational education in ac- cordance with the provisions of Chapter 74, General Laws and Acts amendatory thereto, or dependent thereon, and further raise and appro- priate the approximate amount of $6,000.00 therefor, which is included in the School Committee Budget, agreeable to the petition of the School Committee.
Article 49. To see if the Town will vote to raise and appropriate a sum of money for the purpose of remodelling the old High School Building for use as a Junior High School; determine whether the money shall be provided for by including the same in the tax levy, by appropriation from available funds in the treasury, by borrowing under authority of Chapter 275 of the Acts of 1948 with the approval of the Emergency Finance Board or otherwise; or take any action in relation thereto.
Article 50. To see if the Town will vote to raise and appropriate a sum of money for the purpose of equipping the reconditioned Junior High School or to see what action the Town will take in the matter.
Article 51. To see if the Town will vote to raise and appropriate the sum of $500.00 for printing the Traffic Rules and Regulations of the Town or to see what action the Town will take in the matter.
Article 52. To see if the Town will vote to accept Elaine Avenue as laid out by the Selectmen according to the plan and profile on file in the office of the Town Clerk and authorize the Selectmen to purchase or take by eminent domain, the land necessary therefor; also to appropriate a sum of money for that purpose, or to see what action the Town will take in the matter.

Article 53. To see if the Town will vote to raise and appropriate the sum of $275.00 for the erection of a chain link fence to separate the prop- erty of the High School on Central Street from that of the abutting prop- erty owner, or to see what action the Town will take in the matter.
Article 54. To see if the Town will vote to raise and appropriate the sum of $25,000.00 for the purpose of extending and improving Riverside Cemetery, agreeable to the petition of Harry W. Merrill and others, or to see what action the Town will take in the matter.
Article 55. To see if the Town will vote to raise and appropriate the sum of $38,000.00 for the purchase of two Fire-Fighter Units with High- Pressure Fog and Volume Pumps. To be mounted on two new truck chassis. Each chassis shall have a gross vehicle weight rating of not less than 21,000 pounds, with not less than 450 cu. in. displacement engine. Each chassis to be equipped with a Vacuum Booster Brake with reserve tank and gauge. Each unit to be equipped with three self-contained breathing masks, and other needed accessory equipment. High pressure pump to operate at 800 p.s.i. up to 850 p.s.i. and to be "UL" approved. Fog nozzle to be so designed as to discharge fog with a reach of any distance requested from three feet up to 68 feet after leaving nozzle tip. Volume pump to be rated at 750 g.p.m. Centrificial Type Pump and shall pass Rating Bureau tests. Said units to be purchased within ninety days from acceptance of article by town meeting members and shall be manned by members of the Saugus Fire Department and/or members of the Saugus Civilian Defense Fire Divi- sion, Agreeable to the petition of Gordon H. Jameson and others or to see what action the Town will take in the matter.
