Selectmen's Report
To the Citizens of the Town of Swampscott:
The Board of Selectmen submits herewith its annual report for the year 1947.
Hearings and Conferences
During the year 1947 the Board of Selectmen held 32 public hear- ings and 185 conferences with department heads, various committees, and citizens of the town. The number of hearings and conferences far exceeded any previous year. The Board provided ample opportunity for all interested persons to be heard and its decisions were based in all cases on salient facts presented for consideration and the legal opinion of the Town Counsel, having in mind the best interests of the towns- people.
Meetings
In the month of April the Essex County Selectmen's Association held its meeting at the Hawthorne-By-The-Sea. Prior to the meeting, the Selectmen from many of the towns within the County visited the Administration Building. The town offices were open for their inspec- tion and the Town of Swampscott was the recipient of favorable and complimentary remarks from the visiting officials.
The Board of Selectmen was represented at a meeting of the Massachusetts Selectmen's Association held in the Gardner Audi- torium, State House, Boston, Massachusetts, on October 25, 1947. From the many discussions relating to municipal affairs your Selectmen ac- quired valuable information and knowledge which will serve the town's best interest in the future.
From this meeting bills for consideration of the legislature were introduced and are of particular importance to all towns in the Com- monwealth.
Legislation
The Massachusetts Selectmen's Association sponsored a bill re- turning the control to local authorities providing for the licensing of outdoor advertising of every description.
This Association also is the sponsor of legislation restoring to the cities and towns the right to appropriate or transfer from Surplus Revenue or Excess and Deficiency or in other words again permitting Town Meeting Members the right of control over town funds.
Your Board of Selectmen believes that you are aware of the im- portance and significance of both bills and wishes to inform you that we have wholeheartedly endorsed this legislation and have expressed to our Representatives and Senator in the State Legislature our desire to have their support in the passage of these bills.
During the discussions at the Massachusetts Selectmen's Asso- ciation meeting, your Selectmen learned of a plan that had been inaugurated in other towns throughout the Commonwealth and was of the opinion that it merited our serious consideration. This plan pro- vided for a general conference of all departments and accordingly the Selectmen invited town officials to attend a dinner at General Glover Inn on December 5, 1947. There was nearly 100% attendance and a

general discussion ensued in which most departments participated. It is your Selectmen's opinion that this type of informal meeting pro- motes a better understanding of town government and creates closer coordination between departments. As a result of this meeting a con- ference between department heads and the Finance Committee was held the following week in the Selectmen's office to discuss a cost of living wage adjustment. This group was in agreement that a cost of living bonus in the amount of five dollars per week be granted to all full time employees and voted unanimously on this matter.
Transportation
The necessity for improved bus service from Beach Bluff to Lynn was called to the Board's attention. A conference with officials from The Eastern Massachusetts Street Railway Co. was held in the Select- men's office in an effort to improve this service. This subject has been presented to previous Boards of Selectmen and it has become apparent that there exists certain obstacles which make it impossible to rectify this condition. The Eastern Massachusetts Street Railway Co. has in- formed the Selectmen that permission will not be granted to it by the Massachusetts Department of Public Utilities to turn buses around on Humphrey Street. In addition, it is our understanding that residents of the Beach Bluff section object to buses operating on streets off Hum- phrey Street.
The Selectmen notified the State Representatives and Senator in this district vigorously opposing any extension of the so-called rapid transit to Swampscott. The Selectmen in addition to the above signed a petition registering their opposition to any proposed extension.
A letter was received from The Upper Swampscott Improvement Association requesting the Selectmen to arrange with the Eastern Massachusetts Street Railway Co. for bus service in the Upper Swamp- scott district to transport children to and from school. On January 8, 1948, the Selectmen met with members of the School Committee, rep- resentatives of The Upper Swampscott Improvement Association and Traffic Manager of the Lynn District for the Eastern Massachusetts Street Railway Co. As a result of this conference, arrangements have been made for bus service in this area subject to the approval of the Massachusetts Department of Public Utilities.
