Article 85. To see if the town will vote to construct new sidewalks for both sides of Greenwood Terrace and appropriate money therefor, as petitioned for by Walter H. Forbes, Jr. et al.

Article 88. To see if the town will vote to appropriate a sum of money to distribute Certificates of Appreciation which have already been printed, to the members of the Civilian Defense Corps of the Town of Swampscott. Sponsored by the Board of Selectmen.


Article 89. To see if the town will vote to erect a combination office, locker, and workshop building at the Cemetery according to plans drawn by Donald C. Goss, architect, and appropriate the neces- sary money therefor, or take any action relative thereto. Sponsored by the Board of Selectmen.


Article 90. To see if the town will vote to appropriate $2,500.00 to reimburse Abigail F. Curran and the Beach Club, a corporation duly organized by law and having an usual place of business in Swampscott, for monies expended by them in repairing the sea wall on Ocean Ave- nue located on town property which was damaged by the severe storm of November 1945 as authorized by a Special Act of the Legislature. Sponsored by the Board of Selectmen.


Article 91. To appropriate and raise by borrowing or otherwise, under any general or special law which authorizes the town to raise

money by borrowing or otherwise, such sum or sums of money as may be necessary for any or all of the purposes mentioned in the foregoing articles. Sponsored by the Board of Selectmen.

In accordance with the adjournment of Monday, March 17, 1947, the Town Meeting Members were called to order at 7:45 P.M., the necessary quorum being present (147). New Members were sworn in by the Town Clerk.

Voted: Article 2. Report of the Post Office Committee was read, accepted and recommendations adopted.


Voted: Article 3. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the town vote to authorize the Town Treasurer, with the approval of the Selectmen, to borrow money from time to time, in anticipation of the revenue of the financial year beginning January 1, 1948, and to issue a note or notes therefor, payable within one year, and to renew any note or notes as may be given for a period of less than one year, in accordance with Section 17, Chapter 44, General Laws.

Voted: Article 7. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the salaries of elected town officials be the same for the year 1947 as they were in 1946 with the following exception: That the sal- aries of the Assessors, other than the Chairman, be fixed at $500.00 each.


It is further recommended that the salary of the Town Clerk be fixed at $847.50, that the salary of the Collector of Taxes be fixed at $1747.50 and that the salary of the Surveyor of Highways be fixed at $3795.00 to establish the salaries which resulted from the action of the Special Town Meeting of June 11, 1946, although not specifically so fixed as provided under Section 108, Chapter 41, G. L.


Voted: Article 8. To accept the report of the Finance Committee and adopt their recommendations as follows:

Voted: Article 12. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town authorize the Board of Assessors, the Board of Park Commissioners and the Planning Board each to appoint a mem- ber of such boards to act as secretary thereof and that the salary of such incumbents be fixed at $50.00 each per year, as provided by Sec. 4-A, Chap. 41, G. L. The appropriations necessary to pay these salaries have been provided for under Article 6.


Voted: Article 13. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town authorize the Board of Public Welfare to appoint one of its own members as agent and investigating officer and fix the salary of such appointee at $1009.90 as provided by Sec. 4-A, Chap. 41, G. L. The appropriation necessary to pay this salary has been provided for under Article 6.


Voted: Article 14. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town authorize the Old Age Assistance Bureau to ap- point one of its own members as agent and investigating officer and fix the salary of such appointee at $1770.00 as provided by Sec. 4-A, Chap. 41, G. L., and that the said $1770.00 be appropriated as follows: $400.00 from the U. S. Grant O. A. A. Administration, $245.00 from the U. S. Grant A. D. C. Administration and $1125.00 from the tax levy which has been provided for under Article 6.


Voted: Article 15. To accept the report of the Finance Committee and adopt their recommendations as follows:


That the Town accept Chapter 559 of the Acts of 1946 providing for a 20% increase to pensioners of both the contributory and non- contributory systems, applicable only to those pensioners who retired prior to January 1, 1946, and that the sum of $1427.97 be appropriated therefore. Unanimous.
