Article 30. To see if the town will vote to accept Chapter 265 of the Acts of 1947 amending Chapter 41 of the General Laws by adding Section 110A which reads as follows:
"Any public office in any city or town may remain closed on any or all Saturdays as may be determined from time to time, in a city by the city council, subject to the provisions of the city charter, or, in a town, by vote of the town at a special or regular town meeting, and the provisions of section nine of chapter four shall apply in the case of such closing of any such office on any Saturday to the same extent as if such Saturday were a legal holiday."

To see if the town will vote to direct the Selectmen to petition the Legislature to authorize the town to appropriate money to establish a scholarship fund for Swampscott residents who are graduates of a high school or its equivalent as a memorial to the veterans of World War II. To see if the town will vote to construct and erect a memorial plaque to the memory of residents of the town who died in World War II and appropriate the necessary money therefor or take any action relative thereto. Article 65. To see if the town will authorize the Board of Select- men to convey to Alma H. Dunn, all right, title and interest of the town in and to the following parcel of land bounded and described as follows: Beginning at a stone bound on the Northerly side of Essex Street; thence running by Essex Street S 87º-50" E a distance of eight and ninety-nine one-hundredths (8.99) feet; thence turning and run- ning in a general Northerly direction by a curved line having a radius of seventeen and sixty one-hundredths (17.60) feet a distance of forty-six and forty-five one-hundredths (46.45) feet to the Southerly side of Cherry Street; thence turning and running by Cherry Street N 59°-00'-" W a distance of fifteen and fifty-seven one-hundredths (15.57) feet to land of Alma H. Dunn; thence turning and running by said land of Alma H. Dunn S 7º-34'-40" W a distance of forty and seventy-three one-hundredths (40.73) feet to a stone bound and the point of beginning. Article 66. To see if the town will vote to establish the office of Inspector of Wires to be appointed by the Board of Selectmen under the provisions of General Laws, Chapter 166, Section 32, and appro- priate the necessary money therefor and adopt the following by-laws:
Section 1. There shall be appointed annually by the Board of Selectmen an Inspector of Wires. Such appoint- ment shall be made in April of each year and he shall hold office from the first day of May following for the term of one year and until another is appointed in his place. The Select- men may at any time remove him. He shall keep a record of the business of his department and submit to the Selectmen in time for publication in the annual town report a yearly report of such business.
Section 2. He shall require all persons and corporations owning or operating wires to conform to all the laws of the Commonwealth of Massachusetts and to all rules and regula- tions contained in the National Underwriters' Code.
Section 3. Any person or corporation operating electric or other wires within the town shall, upon request of the Inspector, furnish him with such information as may be nec- essary to the faithful and effectual discharge of his duties under this by-law.
Section 4. The Inspector shall have access at all reason- able times to all wires, appliances, and apparatus in the in- terior of a public building or on private premises, which are intended for carrying an electric light or power current, and no person shall arrange, affix or change any such wires or apparatus without giving the Inspector reasonable oppor- tunity to inspect such wires and their arrangement and fix- tures before the same are covered or enclosed; and no person shall place such wires in any building in process of construc- tion until all gas, steam, water, and furnace pipes have been placed in proper position. No person shall connect such wires in the interior of a public building and on private premises with an outside circuit which crosses or runs along, over or under, any street or way of the town without written per- mission therefor having been first obtained from the Inspector.
Section 5. No electrical installation shall be made in any house, factory, building or structure of any type or affixed in any way to any portion of any premises in the Town of Swampscott which is intended to be connected with an out- side electrical circuit which crosses or runs along over or under any street or way of the town, unless a written permit

to make such electrical installation is granted by the Inspector of Wires to the person, firm or corporation making written application for such electrical installation.
Section 6. Fees shall be charged by the Inspector of Wires to any person, firm or corporation applying for permits for electrical installations as provided in Section 5; said fees to be paid by the applicants when such permits are issued in accordance with the following schedule:

To see if the town will vote to authorize the Board of Selectmen to sell or otherwise dispose of Real Estate now or hereafter owned by the town and acquired through foreclosure or purchased under General Laws (Ter. Article 69. To see if the town will vote to transfer from the Excess and Deficiency Fund of the town to the account of Current Revenue such sum of money as the Board of Assessors may deem advisable, said sum to be used and applied by the Board of Assessors in reduction of the tax levy, or take any action relative thereto. Article 70. To see what action the town will take on the matter of transferring certain unexpended balances, as shown on the books of the Town Accountant as of December 31, 1947, to the Excess and Deficiency Fund, or take any action relative thereto. Sponsored by the Board of Selectmen.

To appropriate and raise by borrowing or otherwise, under any general or special law which authorizes the town to raise money by borrowing or otherwise, such sum or sums of money as may be necessary for any or all of the purposes mentioned in the foregoing articles. And you are directed to serve this Warrant by posting an attested copy thereof at the Town Administration Building, at the Post Office, and in at least two public and conspicuous places in each precinct in the town and at or in the immediate vicinity of each railroad station in the town, not less than seven days before the day appointed for said meeting.
