To the Citizens of Swampscott:
We submit the following report for your information and consideration.
FIRE DEPARTMENT
After 38 years of faithful service to the Town and its people, Fire Chief Charles H. Lampard was retired from the Fire Department on September 23, 1955. He served in the capacity of chief of the department for 16 years and through his diligent efforts, Swampscott was justly proud of its excellent fire fighters. The Board extended its commendation to Mr. Lampard upon his retirement and wished him every happiness in future years.
On September 23, 1955, Deputy Chief Walter M. Champion, Jr., top man on the Civil Service list, was appointed Fire Chief by the Board.
The Annual Town Meeting of 1954 authorized the purchase of two, new 750 gallon pumpers for the Fire Department and this equipment manufactured by the Maxim Motor Company, Middleboro, Mass., was delivered to the Department in the spring of 1955 to replace outmoded equipment.
The Special Committee authorized by the Town Meeting to study the need of a new Central Fire Station is at present actively engaged in determining a possible location for such a building to replace the present one which was constructed in 1891.
POLICE DEPARTMENT
The Special Town Meeting of December 19, 1955, voted to establish the number of Reserve Police at seven instead of five as at present and the Board will take necessary steps to appoint two more Reserves from the Civil Service list during 1956 thus a proper organizational balance between Regulars, Reserves, and Specials now performing Police work will be maintained.
At the request of many Townspeople, the Board sponsored an article in the Special Town Meeting held June 27, 1955 to see if the Town would authorize funds in order that the Board might appoint women to act as Special Police Officers in the Police Department and assist in the control of traffic in the school areas during school hours. Having received approval from the Town Meeting, the Board ap- pointed thirteen women as Special Police Officers on September 1, 1955 and has received many favorable comments on the splendid work these smartly uniformed policewomen have been performing. The Board believes these women have done much to control traffic in heavily congested school areas and that they are a definite credit to the Town.
TRAFFIC AND DRIVING PROBLEMS
During 1955, the Board continued its efforts to have excessive speeding on the Town's streets reduced through periodic Police Department campaigns and upon recommendations of the Chief of Police further amendments to the Traffic Rules and Regulations were made as required.
A traffic island constructed by the State at the interesection of Franklin Avenue and Paradise Road has helped greatly to control the traffic at this dangerous inter- section.

STREET LIGHTING
We have continued our efforts in 1955 to improve street lighting in Swamp- scott ..
The Town Meeting having authorized the Board to relight Humphrey Street from the Lynn line to Commonwealth Avenue, the Lynn Gas & Electric Company proceeded during the summer months to remove thirty-one existing fixtures on Humphrey Street and to install thirty-nine 20,000 lumen Mercury street lights. We now feel that this most heavily traveled thoroughfare is now adequately lighted and it is hoped that having had additional surveys made, that more of the Town's streets may soon be relighted without materially increasing our expenses.
SELECTMEN'S ASSOCIATIONS
Swampscott retains membership in both the Massachusetts Selectmen's Asso- ciation and in the Essex County Selectmen's Association.
The members of your Board have attended both Association's meetings and feel that these are excellent sources of information and enable us to carry out our official duties more effectively.
DEPARTMENT OF PUBLIC WORKS
With the establishment of a Department of Public Works being adopted by the voters on March 21, 1955, to become effective in 1956, the Board of Selectmen wishes to express its sincere thanks to the Cemetery and Engineering Departments which pass from the jurisdiction of the Selectmen to the Department of Public Works, for their cooperation to the Board during the past year.
CONCLUSION
We have endeavored to conduct the portion of Town Government coming under our jurisdiction to the best of our abilities and express our gratitude to all those who have helped and supported us in our efforts.

Article 4. To see what action the town will take in relation to the recom- mendations calling for the appropriation or expenditure of money, and creation of a debt, or the disposition of town property as set forth in the report of officers, boards or committees. Sponsored by the Board of Selectmen.
Article 5. To see if the town will adopt the following by-law: All town officers shall pay all fees received by them by virtue of their office into the town treasury. Sponsored by the Board of Selectmen.
Article 6. To see what action the town will take in relation to the appropria- tion of money for departmental and other expenses for the year 1955. Sponsored by the Board of Selectmen.
Article 7. To see what action the town will take in relation to salaries of elected town officials for the ensuing year. Sponsored by the Board of Selectmen.
Article 8. To see if the town will authorize the Board of Assessors, the Board of Park Commissioners and the Planning Board, each, to appoint a member of such boards to act as secretary thereof and receive pay therefor, as provided by Chapter 41, Section 4A of the General Laws (Ter. Ed.). Sponsored by the Board of Assessors, the Board of Park Commissioners and the Planning Board.
Article 9. To see if the town will vote to appropriate a sum of money to the account of unpaid bills for the purpose of settling all bills contracted prior to January 1, 1955 and remaining unpaid at the time of the closing of the town's books for the year 1954 according to the records of the Town Accountant. Article 10. To see if the town will vote to transfer from the Excess and Deficiency Fund of the town to the account of Current Revenue a sum of money to be used and applied by the Board of Assessors in reduction of the tax levy, or take any action relative thereto. Article 11. To see if the town will vote to appropriate a sum of money for the proper observance of the Fourth of July or take any action relative thereto Sponsored by the Board of Selectmen.
Article 12. To see if the town will vote to appropriate a sum of money for the proper observance of Memorial Day or take any action relative thereto. Sponsored by the Board of Selectmen.
Article 13. To see if the town will vote to appropriate a sum of money for the proper observance of Veterans Day or take any action relative thereto. Sponsored by the Board of Selectmen.
Article 14. To see if the town will vote to carry on a sidewalk construction program under the provisions of General Laws, Chapter 83, Sections 25 and 26, and appropriate the necessary money therefor or take any action relative thereto. Sponsored by the Board of Selectmen.
Article 15. To see if the town will vote to appropriate a sum of money to be used in conjunction with money appropriated by the Commonwealth of Massachu- setts and the County of Essex for the repair or construction of highways as provided by Chapter 90 of the General Laws. Article 16. To see if the town will vote to authorize and direct the Board of Selectmen to purchase or take by eminent domain for highway purposes for widening the intersection of Paradise Road and Vinnin Street land on the southeasterly corner of Paradise Road and Vinnin Street and appropriate the necessary money therefor or take any action relative thereto. Article 17. To see if the town will vote to purchase two automobiles to be used as patrol cars for the Police Department and appropriate the necessary money therefor or take any action relative thereto. Sponsored by the Board of Selectmen and Chief of Police.
Article 18. To see if the town will vote to purchase a motorcycle to be used by the Police Department and appropriate the necessary money therefor or take any action relative thereto. Sponsored by the Board of Selectmen.
