WARRANT FOR ANNUAL TOWN MEETING


COMMONWEALTH OF MASSACHUSETTS


NORFOLK, SS.


To the Constables of the Town of Weymouth in said County. GREETING :


In the name of the Commonwealth of Massachusetts you are hereby required to notify and warn the inhabitants of Weymouth aforesaid qualified to vote in elections therein and in town affairs to meet at Odd Fellows Opera House, East Weymouth on Mon- day, the Seventh Day of March, 1921, at seven o'clock and thirty minutes in the evening, then and there to act upon the following articles, namely :


Article 1. To choose a Moderator for said meeting.


Article 2. To choose all necessary Town officers other than those elected by ballot, viz: Public Weighers, Surveyors of Wood, Lumber and Bark, two or more Fence Viewers, two or more Field Drivers, one Pound Keeper and a Planning Board.


Article 3. To hear and act upon the reports of the several boards of Town officers and of any committee appointed at any former meeting and to choose any committees the Town may think proper.


Article 4. To see if the Town will vote to authorize its Treas- urer, with the approval of its Selectmen, to borrow money in anti- cipation of the revenue of the current financial year.


Article 5. To see if the Town will vote to authorize its Treas- urer, with the approval of its Selectmen, on or after January first, 1922, to borrow money in anticipation of the revenue of the year 1922.


Article 6. To see what sum of money the Town will vote to raise and appropriate for a reserve fund.

Article 7. To see if the Town will designate the Weymouth Trust Company, the First National Bank of Boston and the Nat- ional Shawmut Bank of Boston as legal depositories for the funds of the Town and the First National Safe Deposit Company of Boston as legal depository for the securities of the Town.


Article 8. To see if the Town will vote to raise and appropri- ate the sum of $6,453.85 for the payment of Weymouth's portion toward the cost of repairs and maintenance of Norfolk County Hospital for the year 1920.


Article 9. By request of the committee on the publication of the Town History: To see if the Town will raise and appropriate the sum of five thousand dollars for the purpose of completing the work already begun. The money to be expended only by orders from the Selectmen. The volumes will be offered for sale when completed at a price of ten dollars for the set, and the money so received will revert to the Town.


Article 11. On petition: To see if the Town will vote to amend Article One, Section One, of its By-laws, to read as fol- lows: "The annual meeting of the Town shall be held on the first Monday in December of each year.


Article 12. To see if the Town will vote to accept Chapter 48, Sections 42, 43 and 44 of the General Laws, in relation to the ap- pointment of the Fire Chief by the Selectmen.


Article 13. To see what sum of money the Town will raise and appropriate, or will appropriate, for overdrafts already made.


Schools


Article 14. To see what sum of money the Town will vote to raise and appropriate for the support of public schools and for the transportation of pupils to and from schools.


Article 15. To see what sum of money the Town will vote to raise and appropriate toward the sinking fund for the payment at maturity of the James Humphrey Schoolhouse bonds.


Article 16. To see what sum of money the Town will vote to raise and appropriate for the purchase of a schoolhouse lot in Ward One, North Weymouth.


Article 17. To see if the Town will vote to purchase, or to take by right of eminent domain, either or both of the following described parcels of land, situated in Ward One, North Weymouth, for the purpose of erecting thereon a building to be used for a public school, as follows:


1. Beginning at a point about one hundred and thirty feet southwesterly from Bridge Street at land of George A. Walker, thence running northwesterly by land of Walker sixty-five feet; thence westerly by land of Walker, one hundred and thirteen feet, and by land now or late of Martha E. Goodale, about sixty feet; thence northerly by said Goodale about ten and 25-100 feet; thence

southwesterly by successive parcels of land now or late of Matilda J. Nisbet, Mary M. Wilde, Wallace D. Baker, Jacob F. Dizer, L. Vernon Prentiss, Grace H. Prentiss, Leona M. Savage, Mildred L. Morgan, Leona M. Savage, Hugh R. Lang and Leona M. Savage, about six hundred and ninety and 5-10 feet; thence southeasterly by successive parcels of land now or late of Leona M. Savage, E. Russell Bailey and said Savage about two hundred and thirty- eight feet; thence easterly and then southeasterly by land now or late of Leona M. Savage, Gerald J. Savage and Leona M. Savage about five hundred and fifty-three feet; thence northerly and then northeasterly by land now or late of Mary A. Donovan about four hundred and seventy-two and 49-100 feet; thence northwesterly by land of Donovan about thirty-six and 76-100 feet; thence north- easterly by land of Donovan and land nor or late of Anna S. New- ton to Bridge Street; thence northwesterly, bounding northeaster- ly on Bridge Street about fifty feet to land of George A. Walker; thence southwesterly, bounding northwesterly on land of said Walker about one hundred thirty feet to the point of beginning, the same being land now or late of said George A. Walker.


2. A parcel of land adjoining the parcel above described and bounded southeasterly by land now or late of E. Russell Bailey about one hundred and twenty feet; northwesterly by Delorey Avenue, so-called, forty feet; northeasterly by land now or late of Leona M. Savage about one hundred and twenty feet, and south- easterly by land now or late of George A. Walker forty feet, and containing approximately forty-eight hundred square feet, the same being land now or late of Leona M. Savage.


And further, to see what sum of money the Town will vote to raise and appropriate for the purchase or the taking of such land, or to take any other action in relation thereto.


Public Parks


Article 18. To see if the Town will vote to raise and appro- priate the sum of eight hundred dollars ($800) for the care and maintenance of the parks of Weymouth, the same to be expended under the supervision of the Park Commissioners.


Article 19. To see if the Town will vote to raise and appro- priate the sum of one thousand dollars ($1,000) for the erection and maintenance of a convenience station at Webb Park.


Fire Department


Article 20. To see what sum of money the Town will vote to raise and appropriate for the support of the Fire Department.


Article 21. On petition: To see if the Town will vote to raise and appropriate the sum of one thousand dollars ($1,000) for the purchase of a Ford motor truck chassis and remodeling the body of hose wagon now installed at the Hose Company Number Four House for the purpose of placing the body of said wagon upon said chassis.


Police Department


Article 22. To see what sum of money the Town will vote to raise and appropriate for police reserve.

Health Department


Article 23. To see what sum of money the Town will vote to raise and appropriate for the services and expenses of the Board of Health.


Article 24. By request: To see if the Town will vote to raise and appropriate the sum of two thousand dollars ($2,000) for the employment of district or other nurses, under the provisions of Chapter 72, of Acts of 1911.


Town Officers, Election and Town Offices


Article 25. To see what sum of money the Town will vote to raise and appropriate for the payment of town, officers.


Article 26. To see what sum of money the Town will vote to raise and appropriate for election expenses.


Article 27. To see what sum of money the Town will vote to raise and appropriate for rent and expenses of town offices.


Ways and Bridges


Article 28. To see what sum of money the Town will vote to raise and appropriate for the repairs of highways, townways, bridges, and street oiling, and for the removal of snow.


Article 29. To see if the Town will vote to raise and appro- priate the sum of $3,500 for the building of permanent sidewalks, the same to be expended under the provisions of the Betterment Act.


Article 30. To see if the Town will raise and appropriate the sum of three hundred dollars for the working of Filomena Street.


Article 31. On petition: To see if the Town will raise and appropriate two thousand dollars ($2,000)- to defray the expenses of tearing up the road bed of the Eastern Massachusetts Street Railway Company on Pond and Pleasant Streets from the New, York, New Haven and Hartford Railroad Station to Columbian Square, and putting this important thoroughfare in condition for vehicles and all other public travel, this work and expense to be in association with the Eastern Massachusetts Street Railway Com- pany, or take any other action in reiation thereto.


'Article 32. On petition: To see if the Town will vote to raise and appropriate the sum of nine hundred dollars ($900) for the purpose of building an improved sidewalk on the westerly side of Main Street, beginning at the corner of Columbian Street, front of the Edward B. Nevin School, thence to Independence Square, or will take any action in regard to same.


Article 33. On petition: To see if the Town will vote to raise and appropriate the sum of four hundred dollars ($400) for the purpose of constructing a culvert, starting from a certain point of meadow land owned by Mrs. J. F. Otis and Everett Loud, crossing High Street. to be continued through land owned by S. B. Totman, thereby draining meadows and cellars of houses ad- joining them.

Article 34. On petition : To see if the Town will vote to raise and appropriate the sum of three hundred dollars ($300) toward extending the sidewalk on the southerly side of Lovell Street.


Article 35. On petition : To see if the Town will vote to raise and appropriate a sufficient sum of money to have the gutter plowed out on Lake Street between Middle and Charles Streets.


Article 36. On petition: To see if the Town will vote to raise and appropriate a sufficient sum of money for a new macadam or satisfactory repairs on Union Avenue and East Street.


Article 37. To see if the Town will vote to incur debt to the amount not to exceed $5,000 in accordance with the provisions of Chapter 719, Section 5, Clause 8, of the Acts of 1913, as amended by Chapter 317, of the Acts of 1914, for macadam pavement, or other road material, under specifications approved by the Depart- ment of Public Works, and further appropriate $10,000 for the same purpose, or act in any manner in relation thereto.


Article 38. To see if the Town will authorize and instruct its Treasurer, with the approval of its Selectmen, to prepare and is- sue notes or bonds of the Town to an amount not exceeding $20,000, under the provisions of Chapter 719, Section 5, Clause 8, of the year 1913, the same to be payable within five years of the date of issue in such amounts annually as may be determined; the proceeds to be devoted to reconstruction of existing townways with asphalt macadam construction, such as used on permanent work on Washington and Broad Streets during years of 1919 and 1920.


Article 39. To see if the Town will accept the report of the Selectmen for the laying out of a townway from Commercial Street to railroad bridge in Idlewell.


Article 40. To see if the Town will accept the report of the Selectmen for the laying out of a townway from East Street north- easterly over a private way formerly known as North Avenue.


Article 41. To see if the Town will vote to raise and appro- priate the sum of five hundred dollars for the working of Idlewell Street.


Article 42. To see if the Town will vote to raise and appro- priate the sum of five hundred dollars for the working of Emerson Street, formerly known as North Avenue.


Water Department


Article 43. To see if the Town will vote to appropriate from the revenue of the Water Works for the current year the sum of $53,112.50, to be expended as follows, viz:

Article 44. To see if the Town will, for the purpose of furth- er construction of the water system, authorize the issue of bonds to an amount up to ten thousand dollars.


Article 45. On petition : To see if the town will raise and appropriate a sum of money to extend the water main on Forest Street.


Article 46. On petition : To see if the Town will authorize the Water Department to install an adequate water supply in Park Street, South Weymouth, from Pleasant Street to Old Swamp River, and to raise and appropriate a sum sufficient to cover cost of same.


Article 47. On petition : To see what sum the Town will raise and appropriate for connection to the Metropolitan Water System, or take any other action in relation thereto.


State and Military Aid and Soldiers' Relief


Article 48. To see what sum of money the town will appro- priate for the payment of State and Military Aid and for burials under the provisions of Chapter 587, of the Acts of 1914, and to determine how much of the same shall be raised by taxation.


Article 49. To see what sum of money the Town will vote to raise and appropriate for the relief of disabled soldiers and sea- men and families of disabled soldiers and seamen under Chapter 79 of the Revised Laws and amendments thereto.


Public Charity


Article 50. To see what sum of money the Town will vote to raise and appropriate for the relief and support of the poor.


Article 51. To see if the Town will vote to purchase the pro- perty now owned by Joseph O. Severance, Jr., on the northeasterly side of East Street for almshouse purposes; said property consist- ing of twenty acres of land and the buildings thereon, and raise and appropriate, or appropriate, the sum of $7,416 for payment therefor, and take all other action which may be necessary to carry such vote into effect, or will take any other action in relation to providing itself with an almshouse.


Public Library and Reading Room


Article 52. To see what sum of money the Town will vote to raise and appropriate for Tufts Library.


Article 53. To see what sum of money the Town will vote to raise and appropriate for the maintenance of a reading-room in the Fogg Library.


Street Lighting


Article 54. To see what sum of money the Town will vote to raise and appropriate for the lighting of streets.


Article 55. On petition : To see if the Town will consider lighting Forest Street from Columbian Street to Randolph Street.

Article 56. On petition : To see if the Town will consider placing one electric light in Pierce Court, North Weymouth.


Article 57. On petition : To· see if the Town will raise and appropriate a sum of money to have four or five lights installed on Lake Street, between Middle and Charles Streets.

Article 61. To determine in what manner taxes shall be col- lected the current year, and to fix the rate of interest on all taxes remaining unpaid after the time fixed for payment.

Shade Trees and Suppression of Moths


Article 65. To see what sum of money the Town will vote to raise and appropriate for the preservation of shade trees, the same to be expended under the direction of the Tree Warden.


Article 66. To see what sum of money the Town will vote to raise and appropriate for the suppression of gypsy and browntail moths, or take any other action in relation thereto.
