Chapter 40, Section 5, Clause 34; to determine what, if any, sums so appropriated shall remain available after December 31, 1943; to fix the terms and conditions of any loan or loans authorized to procure any of such funds and to authorize the issue of bonds or notes for the same, and fix the term and rate of interest of any such bonds or notes; to fix such salaries as require to be fixed by the Town Meeting; and to impose such conditions upon the drawing of com- pensation from the Town as the Town may see fit; or take any other action in relation to any of the foregoing subjects.


COMMITTEE REPORTS


ARTICLE 2. (By Direction of Selectmen). To take any action the Town may desire upon the reports of the several Town Boards and Com- mittees and to appoint or change any Committee that the Town may think proper.


TOWN FINANCES


ARTICLE 3. (By Direction of Selectmen). To see if the Town will vote to authorize its Treasurer with the approval of the Selectmen, on and after January 1, 1944, to borrow in anticipation of the revenue of the year 1944.


ARTICLE 4. (By Direction of Selectmen). To see what sum of money the Town will vote from surplus for the use of the Assessors in determining the tax rate for the year 1943 or take any other action in relation thereto.


ARTICLE 5. (By Direction of Selectmen). To see if the Town will vote to authorize the Selectmen to sell or otherwise dispose of any real or personal property of which the Town may be possessed or seized and for which it has no further use, including all real estate of which the Town has possession or title for non-payment of taxes; to see if the Town will vote to authorize any other department to sell or otherwise dispose of any personal

property in its possession and to determine the manner or conditions of such sales, or take any other action in relation thereto.


ARTICLE 6. (By Direction of Selectmen). To see if the Town will vote to authorize its Board of Selectmen to accept conveyances or mortgages of any real or personal property belonging to persons receiving relief from the Town and to dispose of said property in the manner they may judge for the Town's best interest and to authorize them to discharge any encumbrance on said property if they consider it for the best interest of the Town so to do, and to see what sum of money the Town will vote to raise and appropriate for the discharging of such encumbrances.

ARTICLE 7. (By Direction of Selectmen). To see if the Town will accept the several reports of the Selectmen laying out as Town ways the following designated private ways and parts of ways or any of them to wit :-


(a) Raleigh Road from Lambert Avenue to Revere Road


(b) Clematis Avenue from Pleasant View Avenue to Idlewell Boulevard


(c) Epping Street from Jaffrey Street to Candia Street


(d) Jaffrey Street from Commercial Street ta a point shown on plan


(e) Thayer Avenue from Walnut Avenue to Garfield Avenue


(f) Raycroft Avenue


(g) Rucille Avenue


(h) Edgeworth Street from No. 28 to No. 50


(1) Seaver Road


(j) Morningside Path between Lambert Avenue and Greycliff Road


(k) Woodbine Road


(1) Island View Road


or any portion of said ways and will authorize the Board of Selectmen to acquire by gift or purchase or take by right of eminent domain in fee or otherwise for all purposes of a public street and highway in and over each of said streets as so laid out and accepted, and to see what sum of money the Town will vote to raise and appropriate for the working of each of the above named streets including the acquisition of the fee above referred to and for the building of any bridges, drains and conduits or securing easements which may be necessary in connection therewith and to see whether the Town will authorize the Board of Selectmen to accept deeds of any reserva- tion strips existing in connection with any of said streets, or take any other action in relation thereto.


ARTICLE 8. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for resurfacing, repairing or re- construction by the Street Department or under the provisions of General Laws (Ter. Ed.) Chapter 90 for maintaining, repairing and improving the following streets or any portion thereof :


(a) North Street-from Bridge Street to East Street


(b) Commercial Street-from Commercial Square to the Hingham town line


(c) Front Street-from Elliot Street to Federal Street


(d) Middle Street-Main Street to Washington Street


or take any other action in relation thereto.


ARTICLE 9. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate to acquire by purchase, gift, or take by right of eminent domain in fee, land at the corner of Derby and Pond Streets for the purpose of widening said corner, or take any other action in relation thereto.


ARTICLE 10. (By Direction of Selectmen). To see if the Town will take any action upon the report of the Committee on the widening of Broad Steret, made in the Town Report of the year 1931, and to see what

sum of money the Town will vote to raise and appropriate for the purpose of widening Broad Street or any portion thereof.


ARTICLE 11. (By Direction of Selectmen). To see if the Town will vote to strike out Section 506, Article 5, of the Town By-Laws pertaining to Acceptance of Streets, and insert in place thereof, the following:


"No street or way shall be laid out or accepted by the Town of Weymouth of a width of less than 40 feet, unless the same shall have been used for public travel prior to January 1, 1941, and proof of such use shall be deemed conclusive if the Board of Selectmen find that six or more houses on said way were occupied on or prior to said date, or unless recommended by the Board of Selectmen and the Superintendent of Streets and any provision of these by-laws, having to do with the acceptance of streets, and inconsistent with the provisions of this section except Section 504 may be suspended by a four-fifths vote of those present and voting at any annual Town Meeting, or take any other action in relation thereto."


DRAINAGE


ARTICLE 12 (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the purpose of improving the drainage facilities at Washington Square, Weymouth Landing, or take any other action in relation thereto.


ARTICLE 13. (By Direction of Selectmen). To see if the Town will vote to instruct the Board of Selectmen to accept an easement on its behalf for drainage purposes from Alice G. Jones, 266 West Street, in accordance with plan of Russell H. Whiting, Town Engineer, dated April 10, 1942, or take any other such action in relation thereto.


ARTICLE 14. (By Direction of Selectmen). To see if the Town will - vote to instruct the Board of Selectmen to accept an easement on its behalf for drainage purposes from Murray S. and Nina J. Langley, at or near 238 Summer Street, or take any other action in relation thereto.


ARTICLE 15. (By Direction of Selectmen). To see if the Town will vote to instruct the Board of Selectmen to accept an easement on its behalf for drainage purposes at or near Lots No. 35 and No. 36 Mt. Vernon Road East, in accordance with plan of Russell H. Whiting, Town Engineer, dated January 4, 1943, or take any other action in relation thereto.


ARTICLE 16. (By Direction of Selectmen). To see if the Town will vote to instruct the Board of Selectmen to accept an easement on its behalf for drainage purposes from George A. Davis, at or near No. 190 Pleasant Street, or take any other action in relation thereto.


ARTICLE 17. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the acquisition of an easement for draingage purposes at or near 755 Pleasant Street in accordance with the plan of Russell H. Whiting, Town Engineer, dated November 14, 1942, or take any other action in relation thereto.


ARTICLE 18. (By Direction of Selectmen). "To see if the Town will vote to authorize the Board of Selectmen to acquire by purchase or gift or take by right of eminent domain in fee for drainage or parking purposes the land abutting the "Bicknell Meadow," so called and being the northerly por- tion of Lot "A" as shown on a "Plan of Land in (East) Weymouth, Mass.," dated January 27, 1931, Russell H. Whiting, C. E., a copy of which is duly recorded with Norfolk Deeds, and being all the land to the north of land marked "Right of Way" .on said plan, which "Right of Way" runs from

Shawmut Street to Lots A. and B as shown on said plan; and to see what sum of money the Town will vote to raise and appropriate for the said pur- pose or take any other action in relation thereto."


MISCELLANEOUS


ARTICLE 19. (By Direction of Selectmen). To see what sum of money the Town will vote to raise and appropriate for the erection of a section of a sea wall along Wessagusset Beach between Station 4x0 and 7x20 as shown on a plan of Russell H. Whiting, Town Engineer, and dated September 23, 1935, entitled "Plan and Profile for proposed Sea and Retaining Wall," or take any other action in relation thereto.


ARTICLE 20. (By Direction of Selectmen). To see what action the Town will take for the Temporary increase in wages for the Town employees.


ARTICLE 21. (By Direction of Selectmen). To see what action the Town will take relative to any unexpended balances.


ARTICLE 22. (By Direction of Selectmen). To see what action the Town will take in regard to having an honor roll for the men and women en- rolled in the present World War.


ARTICLE 23. (On Petition of Charles L. Gibson and Others). To see if the Town will vote to instruct its Board of Selectmen to invest all or any part of the Laban Pratt Hospital Funds in Victory Bonds or take any other action in relation thereto.


ARTICLE 24. (By Direction of Selectmen). To see if the Town will vote to raise and appropriate the sum of $550 for the purpose of maintaining during the ensuing year the mosquito control works as estimated and certified to by the State Reclamation Board in accordance with the provisions of Chapter 112, Acts of 1931.
