RULES AND REGULATIONS Of Beebe Town Library
ART. 3 .- Any resident in town over fourteen years of age, may take books from the Library. Children under fourteen may take books on presenting Application Card signed by their parents or guardiars, whom the trustees will hold responsible for tbe safe return of the volumes.
ART. 4 .- Every person so entitled to borrow books from the Library shall receive from the Librarian a printed Application Card, to be regularly filled out and returned, and in exchange for the same the Librarian will, if satisfactory, give a Call Card, to be retained as filled out by the Librarian. On this shall be stamped the date of "Loan" and "Return" of each book taken.
ART. 5 .- No person shall be allowed more than one book at one time; and no book can be exchanged on the same day on which it is taken out.
ART. 6 .- If a "Call Card" be lost, another will not be issued to the same person until the expiration of two weeks from the time the Librarian is notified of the loss, except on payment of ten cents.
ART. 7 .- No book shall be kept from the Library over two weeks under penalty of two cents for every day delayed. Un- labeled books renewable for two weeks. Labeled books not renewable. The Librarian shall notify any person witholding a book beyond the time allowed; and the expense of such notice shall be added to the fine.
ART. 8. - If any book shall be lost or materially injured, the person to whom it stands charged shall either pay the appraised value thereof, or replace it by a new volume or set (if it belongs to a set) of the same or a later edition, and of equal value, besides paying all fines that may have accrued on said book.
ART. 9 .- The Librarian shall withold the use of the Library from those persons from whom fines are due: and from all persons who misuse or damage books, and shall appraise the amount of damage done to books, subject to appeal to the Trustees.

Article 1. To choose a moderator, by ballot, to preside at said meeting.
Thomas G. O'Connell was elected moderator.
All articles involving the appropriation of money were, by the moderator, declared referred to the town Finance Committee.
Voted. To suspend Sec. 2, Art. 1 of Town By Laws to allow action under Art. 13 and 14. Yes, 44. No, 3. Art. 13. To see if the town will vote to cause a committee of ten to examine into the management of all the muni- cipal departments of the town to see if any improve- ment can be made to save expense to the town without any detriment to the departments.

Art. 4. To see if the town will authorize its treasurer to hire money to pay all demands in anticipation of taxes. Voted. That for the purpose of procuring temporary loans to and for the use of the town of Wakefield the Town Treasurer is hereby authorized and directed with the approval of a majority of the Board of Selectmen to borrow money from time to time in anticipation of the taxes of the present municipal year, and to execute and deliver the note or notes of the town therefor. . Any debt or debts incurred by a loan or loans to the Town under this vote shall be paid from the said taxes of the present municipal year.
Art. 5. To raise such sums of money as may be necessary to defray town charges for the ensuing year and make appropriations for the same.

Art. 11. To hear the report of the park commissioners rel- ative to the taking of land between Main street and Lake Quannapowitt, and to see if the town will accept and allow the taking, which with the plan is on file with the town clerk.
The park commissioners presented their report on the tak- ing of land between Main st. and Lake Quannapowitt and recommended that the town accept and allow the taking according to the plan filed with the town clerk. It was so voted.
Voted to adjourn for one week at 7.30 o'clock, P. M.

The following were chosen as Weighers of Coal and Mer- chandise, Charles H. Brown, Denis Wrenn, J. Henry Hemphill, S. H. Hellen and D. M. Fay.
Art. 12. To revise and accept the list of jurors prepared and posted by the Selectmen.
The Selectmen presented List of Jurors which after being amended was accepted by the town.
Art. 15. To see if the town will raise and appropriate the sum of $12,500 for maintenance, and the sum of $5,000 for extensions, for the use of the Water Department.
Indefinitely postponed as action was taken under Article 5.

Art. 16. To see if the town will raise and appropriate the sum of $100 to pay the arrears of salary of the secretary of the board of Water Commissioners, or what they will do about it.
Voted. $100, and that salary of secretary of Water Com- missioners be discontinued.
Art. 17. To see if the town will appropriate the surplus of the Water Department income in excess of the ex- penditures, for the use of the Water Department on such necessary repairs and improvements as may not yield five per cent increase of revenue, or what they will do about it.
Voted. To appropriate balance on hand at end of fiscal year Jan. 31, 1905, $6036.54 for new boilers and for 8-inch main from Broadway extension to the end of 6-inch main on Foundry street.
Art. 18. To see if the town will cause to be printed the Assessors' valuation list for 1905, and appropriate money therefor.
Voted. To indefinitely postpone.
Art. 19. To see if the town will raise and appropriate one hundred dollars to build a sidewalk on the easterly side of Melvin street, from Water street, southerly to the private way, or what they will do about it.
Voted. To build sidewalk, cost to be met from highway appropriation.
Art. 20. To see if the town will raise and appropriate one hundred and fifty dollars to build a sidewalk on the westerly side of Valley street, from Water street, south- easterly to the private way, or what they will do about it.

Art. 22. To direct the School Committee and Water Com- missioners to have their offices in the Town hall, and appoint a committee to investigate and draw up a re- port of the changes which can be made in the arrange- ment of the Town hall to accommodate said depart- ments.

Art. 23. To see if the town will vote to accept the provi- sions of sections 178, 179, 180 of chapter 102 of the Revised Laws of Massachusetts, relating to picnic groves, giving the selectmen authority to grant licenses, and make such rules and regulations as they deem pro- per for the management uf same.

Art. 24. To see if the town will name the Park (so-called) in Wakefield, "Sweetser Park," in honor of the late Cornelius Sweetser, or what they will do about it.

Art. 25. To see if the town will instruct the Water Com- missioners to install twelve new hydrants, some to be lo- cated by the Board of Fire Engineers, and raise and ap- propriate money for the same.

Art. 26. To see if the town will place a fire alarm box at the corner of Pleasant street and Wave avenue and raise and appropriate money for the same.
Art. 27. To see if the town will place a fire alarm box at the corner of Dell avenue and Converse street and raise and appropriate money for the same.
Art. 28. To see if the town will place a fire alarm box on Main street, Greenwood, at or near the B. & M. rail- road bridge, raise and appropriate money for the same.
Voted. Under Article 26, $57.50 ; Article 27, $85 ; Article 28, $58.50, all to be installed by Municipal Light Board, location subject to approval of Fire Engineers.
Art. 29. To see if the town will raise and appropriate two thousand dollars, purchase land, erect a house and buy and equip a hose carriage for the West Ward District.

Art. 30. To see if the town will instruct the Fire Engin- eers to carry ont the vote of the town at the annual meeting held in March, 1904, under Article 19, in re- lation to the appointment of enginemen for the district of Montrose.

Art. 31 To see if the town will recommend to the Select- men to appoint five engineers for the fire department, one of whom shall be a resident of Montrose, and one a resident of Greenwood, for the term of one year from the first day of May following, or what the town will do about it.

Art. 32. To see if the town will grant the free use of the Town Hall, for two nights, to the Woman's Relief Corps.

Art. 34. To see if the town will raise and appropriate the sum of three hundred dollars, to repair Highland street, or what they will do about it.

Art. 35. To see if the town will raise and appropriate nine dollars to pay a bill of George K. Walton, of Septem- ber, 1903, for cutting sixty willow trees, or what they will do about it.
Voted. $9, and interest at 5 per cent. for 2 years, same to be taken from miscellaneous appropriation.

Art. 36. To see if the town will vote to macadamize Park street, and raise and appropriate the sum of fifteen hundred dollars therefor, or what they will do about it.

A majority report signed by F. E. Cox and Fred S. Hartshorne was presented, and a minority report signed by P. H. Southworth was also presented.

Voted. To raise and appropriate $1,200, for Insurance Premiums for the current year.

Art. 37. To see if the town will instruct all its elective boards of officers not to increase the salaries of subor- dinates under their control, unless first brought to its attention and duly authorized by vote of the town. Indefinitely postponed.
