BEEBE TOWN LIBRARY WAKEFIELD, MASS.


This Library, established in 1856, is supported by tax- ation and by the income from trust funds (in 1910 the trust funds amounted to $7,000) and is for the free use of all residents of Wakefield. Temporary residents, by giving satisfactory references, will be gladly offered its privileges. The public reading room, also in the Town Hall building, is free to all.


APPLICATION BLANKS may be signed by any resi- dent over ten years of age, but application by children under fourteen must be endorsed by parents or guardians.


CALL CARDS will be issued to all whose applications are satisfactory and thereon shall be recorded the date books taken are "Due" and "Returned." NON-FICTION call cards with special privileges will be issued to all re- questing them.


If a call card is lost, it will be replaced in one week after notice has been given, or at once upon payment of five cents.


No book can be exchanged on the same day on which it is taken out.


MISUSE OF PRIVILEGES .- Two cents a day will be charged for books kept beyond the date "Due" as recorded on the card and in the back of the book. If any book is lost or materially injured, the person to whom it stands charged will be responsible for its replacement.


Books are supposed to be in proper repair and if found not to be so, the Librarian should be notified at once; otherwise the holder is liable to be charged for damages.


MODIFICATIONS of these rules which may be made at any time will be posted in the Library.


The Library will not be doing its whole work until every man, woman and child in Wakefield is looking to it for pleasure and information.

TOWN MEETING, MARCH 12, 1917


Meeting called to order at 7.40 o'clock p.m., by Moderator Eaton, who read the call for meeting.


On Motion of M. E. S. Clemons.


Voted: That further reading of the warrant with the exception of the Constable's Return be dispensed with.

Resolve by S. K. Hamilton.


That the Moderator be instructed to appoint a committee of five to draft suitable resolutions indorsing the action of the President of the United States in the conduct of our affairs with the Empire of Germany, and of our appre- ciation of the patriotic manner in which Hon. Henry Cabot Lodge and Hon. John W. Weeks, our Senators in Congress, and the Hon. Frederick W. Dallinger, our Representative, have given the President their unstinted support.


Article I. To act upon the reports of town officers as published.

That the reports of town officers as published be accepted and laid upon the table.

That the School Committee be requested to restore to their report the attendance table so called.

Voted. That Articles 23, 24 and 25, referring to High School Building, be taken up at eight o'clock, Monday evening, March 19th.


Article 2. To choose all town officers not required to be chosen by ballot. On Motion by G. R. Sargent.


Voted. That a committee of five be appointed by the Moderator to bring in a list of town officers not required to be chosen by ballot and report at an adjournment of this meeting.


Article 3. To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipation of the revenue of the financial year, beginning January 1, 1917, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year .

Voted: That the Town Treasurer, with the approval of the Selectmen, be and hereby is authorized to borrow money on and after January 1, 1917, in anticipation of the revenue of the financial year beginning January 1, 1917, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1917.

That the minimum wage of all male laborers, workmen and mechanics employed by the town be increased from $2.50 to $2.75 per day and that the sum of $2,000, be added to maintenance item of Highway appropriation, making a total appropriation of $27,100.

ANNUAL TOWN MEETING, MARCH 19, 1917


RESOLUTIONS


In support of the President of the United States in the grave crisis which confronts the National Government.


Whereas, our Nation is at this time in one of the most critical periods of its history; and


Whereas, it is liable at any moment to be plunged into war with the Empire of Germany, a great and powerful European nation, and while we are grateful that we have thus far been spared the terrible horrors of such a war as is now being waged on the Continent of Europe, yet we realize that the hour has arrived when we should make it known in the most emphatic and effective manner to that nation and to all men and governments that every citizen of the United States at home or abroad, on land or on sea, has certain in-alienable rights of freedom not to be postponed or questioned, restricted or set aside by any nation on earth.


Therefore resolved, that we, the legal voters of the Town of Wakefield, in annual town meeting assembled, mindful of the noble heritage that has come down to us from our fathers since 1634, and exemplified in every emer- gency since the settlement of the Town, desire to place on the records of the Town our sincere devotion to the welfare of our Nation, and to express to the President of the United States our indorsement of his recent action in severing diplomatic relations with the Empire of Germany and making known to it and to the other governments of the world that this Government intends to maintain all its rights and to protect its people in their property and lives whether on land or sea, and to that end we pledge to the President of the United States and to the Government "our lives, our fortunes and our sacred honor."


Resolved, That these resolutions be spread upon the records of the Town, and that a copy hereof, certified by the clerk and under seal of the Town, be forwarded to the President of the United States.

Town of Wakefield


ANNUAL TOWN MEETING, MARCH 19, 1917


RESOLUTIONS


In a time of stress it is the duty of every citizen to subordinate his per- sonal interest and ambition to the welfare of the Nation, and to lift politics to the level of statesmanship.


Therefore Resolved, That we, the voters of the Town of Wakefield, in annual town meeting assembled, desire to place on the records of the Town, our appreciation of the patriotic manner in which the Hon. Henry Cabot Lodge and the Hon. John W. Weeks, Senators to the Congress from the Commonwealth of Massachusetts, and to the Hon. Frederick W. Dallinger, Representative to the Congress from the Eighth Congressional District, have discharged their duties and have supported the President of the United States in the performance of the onerous and painful tasks which have been thrust upon him by the outrageous and inhuman acts of the Empire of Germany, with whom we have hitherto been at peace and between whom and its enemies the United States has maintained the strictest neutrality in accordance with the well established principle of international law. To their great learning, experience, courage and devotion the whole nation is deeply indebted.


Resolved, That these resolutions be spread upon the records of the Town, and that a copy herecf. certified by the clerk under seal of the Town, be for- warded to Hon. Henry Cabot Lodge, to Hon. John W. Weeks, and to Hon. Frederick W. Dallinger.

Article 23. To see if the town will vote to construct a High School building and issue notes, bonds, or scrip to provide the money therefor, or take any other action in relation to a High School building, and hear and act upon any report the committee heretofore may make in relation thereto .- Wilton P. Hogg and others.


Article 24. To see if the town will vote to build and equip a Junior High School and determine the location, or take any other action relative thereto, and to raise and appropriate money therefor .- Charles E. Montague and others.

Article 25. To see if the town will vote to issue notes or bonds of the town to pay for the erection and equipment of a Junior High School, or what they will do about it .- Charles E. Montague and others.


The hour of eight o'clock having arrived, Articles 23, 24 and 25 were in order as per vote of March 12, and

Voted: That Articles 23, 24 and 25 be now taken up.


Article 23


Finance Committee offered the following motion


That the town erect a school building, the question of whether it shall be a junior high or a high school to be referred to the School Committee to report at an adjournment of this meeting to be held May 7, 1917.
