Beebo Town Library


BEEBE TOWN LIBRARY WAKEFIELD, MASS.


This Library, established in 1856, is supported by tax- ation and by the income from trust funds (in 1910 the trust funds amounted to $7,000) and is for the free use of all residents of Wakefield. Temporary residents, by giving satisfactory references, will be gladly offered its privileges. The public reading room, also in the Town Hall building, is free to all.


APPLICATION BLANKS may be signed by any resi- dent over ten years of age, but application by children under fourteen must be endorsed by parents or guardians


CALL CARDS will be issued to all whose applications are satisfactory and thereon shall be recorded the date books taken are "Due" and "Returned." NON-FICTION call cards with special privileges will be issued to all re questing them.


If a call card is lost, it will be replaced in one week after notice has been given, or at once upon payment of five cents.


No book can be exchanged on the same day on which It is taken out.


MISUSE OF PRIVILEGES .- Two cents a day will be charged for books kept beyond the date "Due" as recorded on the card and in the back of the. book. If any book is lost or materially injured, the person to whom it stands charged will be responsible for its replacement.


Books are supposed to be in proper repair and if found not to be so, the Librarian should be notified at once; otherwise the holder is liable to be charged for damages.


MODIFICATIONS of these rules which may be made at any time will be posted in the Library.

The Library will not be doing its whole work until every man, woman and child in Wakefield is looking to it for pleasure and information.

TOWN MEETING OF FEBRUARY 10, 1919.


Meeting called to order by Moderator Eaton at 7.40 o'clock P. M.,. who read the call for meeting and Constable's return.


Article 1. To see if the town will raise and appropriate a sufficient sum of money to celebrate from time to time the return of the Wake- field soldiers and sailors from the war, and to provide suitable decora- tions, memorials and entertainment for them, or what they will do about it .- Board of Selectmen.

That the town raise and appropriate the sum of $4,000 to be spent in arranging a public welcome for the returning soldiers and sailors of the World War, and that a committee of forty-one be appointed by the Moderator with power to add to its members if it desires, and that this committee be given full authority to expend this money for the above. purpose in any manner they may think wise.

Meeting called to order at 7.38 o'clock P. M. by Moderator Eaton, who read call for meeting.

Voted: . That further reading of the warrant with the exception of Constable's Return be omitted.

Article 1. To act upon the reports of town officers as published. Voted: That reports of town officers as printed be accepted.


Article 2. To choose all town officers not required to be chosen by ballott.


Voted: That a committee of five be appointed to prepare and bring in a list of all town officers not required to be chosen by ballot.


Article 3. To see if the town will authorize the Treasurer with the approval of the Selectmen, to borrow money from time to time in an- ticipation of the revenue of the financial year beginning January 1, 1919, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Voted: That the Town Treasurer, with the approval of the Se- lectmen, be and hereby is authorized to borrow money on and after January 1, 1919, in anticipation of the revenue of the financial year be- ginning January 1, 1919, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1919.


Article 4. To determine how much money the town will raise and appropriate for General Government, Protection of Persons and Prop- erty, Health and Sanitation, Highways, Charities and Soldiers' Benefits, Education, Recreation and Unclassified Public Service Enterprises, In- terest and Maturing Dept.

Article 5. To see if the town will raise and appropriate the sum of $3,000 to be spent in rebuilding Salem Street provided that both the State and County each appropriate an equal amount for the same purpose.

Voted: That the subject matter of this article be indefinitely post- poned, the amount having been raised under Article 4.


Article 6. To see if the town will authorize the Selectmen to expend the sum of $6,000 in the permanent rebuilding of Salem Street, or what they will do about it .- Board of Selectmen.


On Motion of Finance Committee.


Voted: That the Town authorize the Selectmen to expend the sum of $6,000 for the macadam construction of Salem Street under the speci- fications approved by the Massachusetts Highway Commission.


Article 7. To see if the town will raise and appropriate the sum of $6,000 for the purpose outlined in the last preceding article; or to see if the town will authorize the Treasurer, with the approval of the Selectmen to issue bonds, notes or scrip of the town to an amount not exceeding $6,000 to provide necessary funds for carrying out any action voted under the preceding article, or what they will do about it .- Board of Selectmen.

Voted: That the sum of $6,000 is hereby appropriated for the pur- pose mentioned in Article 6, and that, for the purpose of providing for the payment for the macadam construction of Salem Street, as author- ized by vote of the town under Article 6 of the warrant for the town meeting of March 10, 1919, the Treasurer be and is hereby authorized, with the approval of the Selectmen, to issue bonds or notes of the town of the aggregate sum of $6,000; said bonds or notes to be payable within one year from date of issue and to bear interest payable semi-annually; all particulars a's to form, date of issue and sale of said bonds or notes to be determined by the Treasurer with the approval of the Selectmen.

Article 10. To see if the town will raise and appropriate sufficient money to install a catch basin in Pine Street corner of Kendrick Road, under the direction of the Highway Department or what they will do about it .- Nathaniel Hines and others.

Article 11. To see if the town will authorize the High School Build- ing Committee to expend an amount of money in addition to the amount already appropriated to build and equip the new high school .- High School Building Committee. .

Article 12. To see if the town will appropriate the amount author- ized under the previous article and authorize the Town Treasurer with the approval of the Selectmen to borrow the same, and issue bonds, notes and scrip of the town therefor.

Voted: That the subject matter of this article be laid upon the table.


Article 13. To see if the town will authorize the High School Build- ing Committee to begin work on the new High School at a later date than March 30th, 1919.


A Motion by J. J. Round to authorize the committee as per Article was lost.


On Motion of Mr. Bruorton.


Voted: That the subject matter of this article be laid upon the table.


Article 14. To see if the town will vote to change the time when the bonds authorized for building the High School under Article 23 of the town warrant for the meeting called for March 12th, 1917, shall be pay- able, or what they will do about it.

Voted: That the subject matter of this article be laid upon the table.


Article 15. To hear and act upon the report of the Montrose School Building Committee.


Report of committee was presented by Mr. J. Richard Lunt.


Voted: That report of committee be accepted.


Article 16. To see if the town will vote to erect a new school build- ing in the Woodville District, or what they will do about it.


On Motion of Finance Committee.


That the town erect a new school building in Woodville District and that a building committee of seven be appointed by the Moderator to carry out such purpose.

REPORT OF TOWN CLERK


Substitute motion by Mr. W. C. Robbins.


That the town erect and furnish a new school building in the Wood- ville District on land owned by the town contiguous to the land on which the present Woodville School is located, and that a committee of nine, of which the Superintendent of Schools and at least two members of the School Board shall be members, be appointed by the Moderator to carry out the vote under this article.


A Motion by Mr. Lowe to refer to a committee which would report back to the meeting was lost. "Yes" 65, "No" 74.

Voted: That this meeting and all subsequent meeting adjourn at 10 o'clock P. M.


Article 16


The substitute motion as made by Mr. Robbins was accepted by Mr. Taylor and after a brief discussion was voted in the affirmative.


Article 17


To see if the town will vote to issue its bonds, notes or scrip, to pro- vide funds for the erection of any building authorized under the pre- ceding article, or what they will do about it.


On Motion of Finance Committee.


Voted: That the sum of $52,000.00 is hereby appropriated for the erec- tion of a school in the Woodville District as authorized under Article 16 of the Warrant for the town meting of March 10, 1919, and that the Treasurer be and is hereby authorized with the approval of the Selectmen, to issue bonds or notes of the Town, not to exceed the aggregate sum of $52,000.00; said bonds or notes to be payable $3,000 in each of the years 1920 to 1923 inclusive, and $2,500 in each of the years 1924 to 1939 inclu- sive, all of said bonds or notes to bear interest payable semi-annually; all particulars as to date, interest, form, issuance and sale of said bonds or notes to be determined by the Treasurer with the approval of the Selectmen.
