TOWN MEETING, OCTOBER 20, 1919


Meeting called to order at 7:40 P. M. by Town Clerk Hartshorne,


- who, in the absence of the Moderator, read call for meeting.


On Motion of F. H. Emerson,


Voted: That the reading of the remainder of the warrant, with the exception of the Constables return, be omitted. Constables return read.


Announcement of absence of Moderator, made by Clerk.


On Motion of J. A. Meloney,


Voted: That the meeting proceed to the election of a Moderator pro tem.


The name of Maynard E. S. Clemons was placed in nomination by Mr. Meloney, and no other names being offered, the meeting proceded to ballot. Maynard E. S. Clemons received three ballots, and no other being cast he was declared elected Moderator pro tem, and was sworn in to office by the Clerk.


Article 1


To see if the Town will authorize the Water Department to expend twelve thousand dollars to relay the mains and services in Albion Street, from Main Street to North Avenue, preparatory to the resurfacing of the street by the Highway Department in 1920.


A Motion by the Finance Committee to indefinitely postpone was lost.


On Motion of J. J. Round,


Voted: That the subject matter of this article be referred back to the Finance Committee with instruction to confer with the Water Board, and report at the first adjourment of this meeting, or the next town meeting the amount necessary to spend on the water and sewer main and connections of Albion Street to put them in condition so that a new pavement may be laid with a reasonable likelihood of its not being necessary to take it up at frequent intervals for repairs.

Article 18


To hear and act upon a report of the High School Building Com- mittee.


Mr. Willard B. Atwell offered a report of the High School Building Committee as a report of progress, and read the same.


On Motion by W. F. Bowman.


That the town accept and adopt the report of the committee.


Motion by S. K. Hamilton.


That all action under this article be indefinitely postponed.


Motion by J. C. Hartshorne.


To postpone action under this article to an uncertain date was with- drawn.


No objection being made by the meeting, Mr. Bowman withdrew the words "and adopt" from his motion, making the same read, "That the town accept the report of the committee."


The motion to indefinitely postpone by Mr. Hamilton was also with- · drawn. The report of committee as moved by Mr. Bowman was then ac- cepted by a unanimous vote.


Article 19


To see if the Town will authorize the High School Building Com- mittee to expend a sum of money not exceeding $450,000 for the erection, equipment, etc., of a new High School Building.


On Motion of George A. Cowdrey.


Voted: That the Town authorize the High School Building Com- mittee to expend a sum of money not exceeding $450,000 for the erection, equipment, etc,, of a new High School Building.


Article 20


To see if the Town will appropriate the amount authorized in the preceamg article and authorize the Town Treasurer, with the approval of the Selectmen, to borrow said amount for the town, and issue the bonds, notes or scrip of the town therefor. Also to see what action, if. any, the town will take regarding the vote of the town on Article 23 of warrant of March 12th, 1917, whereby the issue of bonds was authorized for the building of a High School.

Voted: That the sum of $450,000 is hereby appropriated for the construction and equipment of a new high school building, and grading the surroundings thereof on the high school lot on Main Street adjoining the State Armory, and that the Town Treasurer be and hereby is author-

ized with the approval of the Selectmen to borrow for the town and issue its notes or bonds to an amount not exceeding $450,000, $300,000 of which shall be isuued under authority of Chapter 123 of the Special Acts of 1919, all of said notes or bonds to be payable as follows: $22,500 in each of the twenty years next succeeding their issue, all of said bonds to bear interest payable semi-annually; all particulars as to date, form, issuance and sale of said notes or bonds to be determined by the Town Treasurer with the approval of the Selectmen, and that the vote under Article 23 of the warrant for the meeting called for March 12, 1917, authorizing an issue of bonds be and hereby is rescinded.

Article 21. To see if the Town will vote to change the time when the bonds authorized for building the New High School under Article 23 of the warrant for the town meeting called for March 12th, 1917, shall be payable, or what they will do about it.

To see if the town will instruct the Board of Light Commissioners to install a street light on Byron Street, at or near No. 11, or what they will do about it.

Voted: That the Board of Light Commissioners be and hereby are instructed to install a street light on Byron Street as called for in Article 3, cost of same to be taken from depreciation fund.


Article 4


To see if the town will vote to instruct the Municipal Light Board to extend the gas mains from Parker Road to and into the private way known as Davidson Road, or what they will do about it.

Voted: The Municipal Light Board be and hereby are instructed to, extend at such time as it deems proper the electric light service to and in Davidson Road and to install electric lights therein as called for in. Article 5, the cost of same to be taken from depreciation fund.


Article 6


To see if the town will vote to instruct the Municipal Light Board' to extend the gas main from Harrison Street, Greenwood, through Essex: Street for about 400 ft., or what they will do about it. -


Voted: That the Municipal Light Board be and hereby is instructed to extend at such time as it deems proper the gas mains from Harrison Street, Greenwood, through Essex Street, as called for in Article 6, the- cost of same to be taken, from depreciation fund.


Article 7


To see if the town will vote to require certain hawkers and pedlers of fish, fruit and vegetables to be licensed, and fix the free therefor.

To see if the town will adopt in substance the following as an amend- ment to the town by-laws, "Article VIII, Section 16: No person shall hawk or peddle fish, fruit or vegetables within the limits of the town of Wakefield, except as authorized by law, without first obtaining a license so to do from the Selectmen upon payment of a fee of five dollars."

ing, now standing in the name of Evans, and the land now of Mrs. Hickok, the same to be used as a site for a library building for the use of the peo- ple of Wakefield, the purchase price of these premises having been raised by the Library Site Committee from contributions from twelve hundred citizens of the town.


On Motion of Arthur L. Evans.


Voted: That the Town authorize the acceptance of deeds of the premises mentioned in the article with the understanding that the Town "will erect a' library building on this land for the use of the people of Wakefield.


Article 10


To see if the town will accept a gift of sixty-five thousand dollars with its accumulations which has' been deposited in the Wakefield Trust "Company by the family of Lucius Beebe, the same to be used by the town for the purpose of erecting a library building for the use of the town to ibe known as the Beebe Public Library.


On Motion of H. M. Dolbeare.


Voted: That the Town authorize the acceptance of the gift of sixty- .. 'five thousand dollars with its accumulations which has been deposited in .: "the Wakefield Trust Company by the family of Lucius Beebe, and that this .. . money shall be used by the Town for the purpose of erecting a library building for the use of the Town to be known as the Beebe Public Library.


RESOLUTION


With the consent of the meeting Mr. J. Lowe McMahon offered the -following resolution, which was unanimously adopted:


The Town of Wakefield, having accepted at this meeting the gift of $65,000 from the family of the late Lucius Beebe, for the purpose of erecting a Library Building to be known as the Beebe Public Library, expresses hereby, through its legal voters assem- bled, its grateful appreciation of the generous offer, and records with genuine gratification the public spirit that has prompted the gift, and extends to Mr. Junius Beebe and other representatives of the Beebe family the sincere thanks of the citizens of the Town of Wakefield.


Article 11


." To see if the town will choose a committee who shall be authorized to procure plans and to enter into contracts for the erection of a library building on the land at the corner of Main Street and Avon Street, to be known as the Beebe Public Library and to bear) that inscription, the cost of which shall not exceed the amount deposited by the family of Lucius Beebe as a Library Building Fund in the Wakefield Trust Company plus any accumulations thereon or additions thereto, and to see if the town

will authorize the committee to expend said fund for the purposes stated. in this article.

Voted: That a committee of twelve be appointed by the Moderator who shall be authorized to procure plans and contracts for the erection of a library building on the land at the corner of Main and Avon Streets, to be known as the Beebe Public Library with that inscription, the cost of which shall not exceed the amount deposited by the family of Lucius; Beebe as a Library Building Fund in the Wakefield Trust Company plus any accumulations thereon or additions thereto, and that this committee shall be authorized to expend said fund for the purpose of erecting a libra- ry building as stated in this article.


Article 12


To see what action the Town wishes to take in reference to the dis- continuance of the trolley service on the Wakefield Park-Montrose line, as set forth in notice to Selectmen by the Trustees of the Eastern Massa- chusetts Street Railway Co., under date of Oct. 6th, 1919.


On Motion of W. E. Eaton.


Voted: That the Town appoint a committee of three, to confer with the trustees of the Eastern Massachusetts Street Railway Company on he subject matter of this article and report at an adjournment of this meeting or the next town meeting.


Article.13


To see if the Town will vote to increase the pay of the permanent members of the Fire Department, including the chief, thereof by the sum of fifty cents per day, and vote to provide the money therefor or what they will do about it.


On Motion of Finance Committee.


Voted: That the pay of the permanent members of the Fire Depart- ment, including the Chief, be and hereby is increased by the sum of fifty cents a day from and after November 1st, 1919, and that a sufficient sum of money be transferred from the general appropriation account of the Fire Department to the chief's salary account to take care of the in- creased salary of the chief for the balance of the year.


Article 14


To see if the Town will vote to increase the pay of the regular mem- bers of the Police Department including the chief, thereof by the sum of fifty cents per day, and vote to provide the money therefor, or what they will do about it.

priation acocunt of the Police Department to the Chief's salary account a sum sufficient to take care of any increase that may be granted by the Selectmen.


Amendment by J. A. Meloney.


That the compensation of the regular and permanent men of Police Department, including the chief, be increased by fifty cents per day per man from November 1, 1919, and that a sufficient sum of money be trans- ferred from the general appropriation account of the Police Department to the chief's salary account to take care of the increased salary of the Chief for the balance of the year.


Amendment was voted in the affirmative and the original motion as amended was then voted.


Article 15


To see if the town will accept a deed of the following described lot of land, bounded westerly by Main Street 210 feet, northerly by Richard- son Street 78 feet, easterly by land of the Boston & Maine R. R. 200 feet, southerly by Bennett Street about 25 feet, and direct the same be placed under the charge of the Park and Cemetery Commissioners.


On Motion of W. S. Goodwin.


Voted: That the Town accept a deed of the following described lot of land, bounded westerly by Main Street 210 feet, northerly by Rich- ardson Street 78 feet, easterly by land of the Boston & Maine R. R. 200 feet, southerly by Bennett Street about 25 feet, and direct the same be placed under the charge of the Park and Cemetery Commissioners.


Article 16


To see if the Town will place a screen at the outlet of Lake Quanna- powitt, and appropriate enough money to pay for the same and appoint a committee to do the work.

Voted: That the subject matter of this article be referred to the Selectmen.


Article 17


To see if the town will vote to discontinue the construction of the new schoolhouse now being built on Farm Street, and direct the Com- mittee to build said school in another location, and determine the new location.

To see if the Town will authorize and instruct the Board of Select- men to remove the barn on the Wakefield Estate, to land owned by the
