Record of Town Meetings
Meeting of March 10, 1930
Meeting called to order at 7.32 o'clock P. M., by Moderator Eaton, who read the call for the meeting.
There being no objections, the reading of the articles was dispensed with. Constable's Return read.
ARTICLE 1
Article 1. To act upon the reports of town officers as published.
On motion by C. F. Young
Voted: That the report of Town Officers as printed be accepted and laid upon the Table.
ARTICLE 2
Article 2. To choose all Town Officers not required to be chosen by ballot.
On motion by C. F. Young
Voted : That a committee of five be appointed by the Moderator to bring in nominations for all Town Officers not required to be chosen by ballot.
Committee: Patrick H. Tenney, Walter F. Carey, George F. Gard- ner, Shirley Dimick, John T. Stringer.
ARTICLE 3
Article 3: To see if the town will authorize the Treasurer, with the approval of the Selectmen, to borrow money from time to time in anticipa- tion of the revenue of the financial year, beginning January 1, 1930, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of said financial year.

Voted : That the Town Treasurer, with the approval of the Select- men, be and hereby is authorized to borrow money on and after January 1, 1930, in anticipation of the revenue of the financial year beginning January 1, 1930, and to issue a note or notes therefor, payable within one year, any debt or debts incurred under this vote to be paid from the revenue of the financial year beginning January 1, 1930.
ARTICLES 9, 10, 11, 12 AND 14
Article 9. To see if the town will authorize the Water and Sewerage Board to relay water mains in Nahant Street from Main Street southeasterly, approximately 6036 feet, and raise and appropriate a sufficient sum of money therefor, or authorize the Treasurer, with the approval of the Selectmen, to borrow and issue notes or bonds therefor .- Wakefield Water and Sewerage Board.
Article 10. To see if the Town will authorize the Water and Sewerage Board to lay water mains in Montrose Avenue from opposite house of W. B. Ames to opposite house of L. L. Rogers, 2355 feet, and appropriate the sum of four hundred and fifty-two dollars ($452.00) now in the hands of the Treasurer, and raise and appropriate a further sum of money, or authorize the Treasurer, with the approval of the Selectmen, to issue bonds of the Town, to carry out the purpose of this article. - Wakefield Water and Sewer- age Board.
. Article 11. To see if the Town will authorize the Water and Sewerage Board to construct sewers in the following streets :
Aborn Avenue from Vernon Street westerly, approximately 835 feet, also Aborn avenue from Pleasant Street westerly, approximately 213 feet.
Sweetser Street from Court Street westerly, approximately 902 feet. Pleasant Street from Sweetser Street southerly, approximately 920 feet. White Avenue from Pleasant Street westerly, approximately 200 feet.
Also across private land northerly from station 8 x 35 in Aborn Avenue to station 0 x 50 in Sweetser Street, approximately 500 feet.
Melvin Street from Hart Street northerly to Bennett Street, approxi- mately 768 feet; and raise and appropriate a sufficient sum of money there- for, or authorize the Treasurer, with the approval of the Selectmen, to bor- row and issue notes or bonds therefor, and in addition to the foregoing sums, to appropriate for the aforesaid purposes the unexpended balance of the 1929 Low Level Sewer Account .- Wakefield Board of Health.

Article 12. To see if the Town will authorize the Water and Sewer- age Board to construct sewers in the following streets:
Nelly Street from Bartley Street southerly 377 feet to Broadway.
Broadway from Albion Street easterly, approximately 1523 feet, and raise and appropriate a sufficient sum of money therefor, or authorize the Treasurer, with the approval of the Selectmen, to borrow and issue notes or bonds therefor .- Board of Health.
Article 14. To see if the Town will vote to construct a sewer in Graf- ton Street from Main Street easterly approximately 800 feet and raise and appropriate money therefor or issue notes or bonds of the Town therefor or see what the Town will do about it .- Board of Health.
On motion by Eugene J. Sullivan
Voted: That Articles 9, 10, 11, 12 and 14 be taken up. . Unanimous vote.
ARTICLE 9
Finance Committee recommends that the Water and Sewerage Board be authorized to relay water mains as proposed under Article 9, and that the Town appropriate by a 15 year issue of bonds inside the debt limit, a sum of $24,000.00 to carry out the purposes of Article 9.

Voted: That the sum of $24,000.00 is hereby appropriated for re- laying water mains in Nahant Street from Main Street southeasterly ap- proximately 6036 feet, such main to be not less than six inches but less than sixteen inches in diameter. Such appropriation shall be spent by the Water and Sewerage Board, and shall be raised by issuing $24,000.00 bonds of the Town which the Treasurer, with the approval of the Selectmen, is here- by authorized to issue and sell, such bonds to be payable in annual pay- ments of $2,000.00 a year for the first nine years and $1,000.00 a year for the next six years. Unanimous vote.
ARTICLE 10
Finance Committee recommends that the Water and Sewerage Board be authorized to lay water mains as proposed under Article 10, and that the Town appropriate the sum of $452.00 now in the treasury and ap- propriate by a fifteen-year issue of bonds inside the debt limit the sum of $13,000.00 to carry out the purposes of Article 10.

TOWN OF WAKEFIELD
Motion by A. H. Boardman that the sum of $13,452.00 is hereby ap- propriated for laying water mains in Montrose Avenue from opposite the house of W. B. Ames to opposite the house of L. L. Rogers, 2355 feet, such mains to be not less than six inches but less than sixteen inches in diameter. Such appropriation shall be spent by the Water and Sewerage Board. Of the said appropriation $452.00 shall be taken from money now in the hands of the Treasurer and the remaining $13,000.00 shall be raised by issuing $13,000.00 bonds of the Town which the Treasurer, with the approval of the Selectmen, is hereby authorized to issue and sell, such bonds to be pay- able in annual payments of $1,000.00 a year for thirteen years.
A motion by J. J. Butler that action under this article be laid upon the table for one week was lost.
Boardman motion was then voted.

ARTICLE 11
Motion by Finance Committee.
That the Water and Sewerage Board be authorized to construct sewers as proposed under Article 11 and that the town raise and appropriate the sum of $18,250.00 and appropriate the unexpended balance of $14,500.00 remaining in the Low Level Sewer Account to carry out the purposes of Article 11.
A motion by J. J. Butler to lay on table for one week was lost.
Finance Committee motion was then voted.
ARTICLE 12

Voted: That the Water and Sewerage Board be authorized to con- struct sewers as proposed under Article 12 and that the town raise and appropriate the sum of $5,300.00 to carry out the purposes of Article 12.

Voted: That the Water and Sewerage Board be authorized to con- struct a sewer as proposed under Article 14 and that the town raise and appropriate the sum of $3,600.00 to carry out the purposes of Article 14.

ARTICLES 5 AND 6
Article 5. To see if the town will appropriate the sum of $43,000.00 to be expended on streets, for macadam pavement, or other road materials under specifications approved by the State Division of Highways, in and upon the highways of the town, by the Supt. of Streets under the direction of the Board of Selectmen, and authorize an issue or issues of notes or bonds of the town to the amount of said $43,000.00 therefor.
Article 6. To see if the town will appropriate the sum of $40,000.00, for the construction of granolithic sidewalks, in the town, and authorize the issue or issues of notes or bonds of the town to the amount of said $40,000.00 therefor.

That subject matter of Articles 5 and 6 be indefinitely postponed.
A motion by Dr. McAuliffe to refer subject matter of Articles 5 and 6 to a committee of seven to report at next annual town meeting was lost.
