ARTICLE 4


Article 4. To see if the town will authorize the Board of Selectmen to purchase for the highway department two motor trucks and one sand spreader, the cost thereof to be taken from the appropriation for maintenance for said department made at the annual meeting of the current year.

Voted: That the Selectmen be authorized to purchase for the High- way Department two motor trucks and one sand spreader, and the cost thereof, not exceeding $3,000.00 to be taken from the appropriation for maintenance for said Department, made at the Annual Meeting of the cur- rent year.


ARTICLE 5


Article 5. To see if the town will authorize the leasing and installation of a teletype police signal .- Board of Selectmen.

Voted: That the town authorize the leasing and installation of a Teletype Police Signal the cost of same, not exceeding $450.00 for the balance of current year, to be taken from the Police Department appropriation.

The business of the Special Town Meeting having been finished, the adjourned meeting was reopened and discussion under Article 41 continued.

Article 42. To see if the town will appoint a committee for the cur- rent year, the duties of this committee to consist of the following: To pro- mote and encourage co-operation and economy among the various town departments; to inquire into and inform themselves of expenditures of money raised in the course of town meetings of the current year for the purpose of informing the Finance Committee of the method of said expenditures if occasion requires; to encourage expenditures by the various town depart- ments to be made for the benefit of local business and local men when con- ditions warrant .- Eugene J. Article 57. To see if the town will authorize the School Committee to purchase or to take by eminent domain for school purposes a parcel of land supposed to belong to Harry Greenfield, bounded and described as follows: Northerly by Western Avenue, easterly by land of Merchants Co- operative Bank and land of the town of Wakefield, southerly by extension of Davidson Road, and westerly by land of the Walton heirs containing about 56,000 sq. ft. and raise and appropriate the sum of $2,500.00 there- for .- School Committee.

Voted: That Article 57 be taken up.

That the town purchase for school purposes the land described in Ar- ยท ticle 57, and raise and appropriate the sum of $2,500.00, therefor.

Article 44. To hear and act upon a report of the Town Planning Board with reference to the subject matter of Article 28 of the warrant of the last Annual Town Meeting which reads as follows: "To see if the town will vote to amend the zoning by-laws by changing from general residence dis- trict to a business district that portion of the town lying at the east side of North Avenue and the south side of Lake Quannapowitt Parkway bounded as follows: North by Quannapowitt Parkway about 250 feet; east by land of Quannapowitt Land Trust, 250 feet; south by land of Quannapowitt Land Trust, 200 feet; west by North Avenue, 200 feet .- Planning Board.

ARTICLE 45


Article 45. To hear and act upon a report of a committee appointed at the last Annual Town Meeting with reference to the subject matter of Article 29 of the warrant of said Town Meeting which reads as follows: "To see if the town will vote to amend the Zoning By-Laws, by changing from general residence district to a business district that portion of the town lying on the west side of North Avenue bounded as follows: North by the Wakefield Coal Supply Co .; east by North Avenue, 815 feet; south by owners facing on Winn Street; west by Boston & Maine Railroad .- Planning Board.


Mr. Reid reported for the committee, and moved indefinite postpone- ment, which was voted.

Article 46. To see if the town will vote to amend the zoning by-laws by changing from a business district to a single residence district that por- tion of the town now a business district at the intersection of Oak Street and Nahant Street .- Planning Board.

ARTICLE 50


Article 50. To see if the town will vote to amend the zoning by-laws by changing from a business district to a general residence district that portion of the town now a business district at the corner of Elm Street and Winn Street .- Planning Board.

Mr. Reid, for the Planning Board, reported that a Public Hearing had been advertised and held on the change proposed by this article, and that no opposition to the proposed change developed.

Voted: That the town amend the Zoning By-Laws by changing from a Business District to a General Residence District that portion of the town now a Business District at the corner of Elm Street and Winn St.

ARTICLE 51


Article 51. To see if the town will vote to amend the zoning by-laws by changing from a business district to a general residence district that portion of the town at the head of Lake Quannapowitt now a business dis- trict from a line at right angles to the center line of Lowell Street, 100 feet, northwesterly from the intersection of the center lines of Lowell Street and Pratt Street southeasterly to the limits of said business district .- Planning Board.

ARTICLE 52


Article 52. To see if the town will raise and appropriate one hundred dollars for the necessary expenses of the Superintendent of Schools traveling under the direction of the School Department outside the Commonwealth to secure information in which the town is interested or which may tend to improve the School Department .- School Committee.

Article 53. To see if the town will vote to purchase for school pur- poses, three lots of land on the southerly side of Converse Street, easterly of property owned by Ralph E. Whitney, said lots owned by the Wakefield Real Estate & Building Association, and listed as lots Nos. 23, 24 and 25 on plan No. 8 of the Assessors' plans, containing approximately 33,563 sq. ft. and raise and appropriate the sum of $1,500.00 or authorize an issue of bonds or notes therefor .- School Committee.

A motion by J. T. Stringer, that the town reconsider the vote where- by the town voted to raise and appropriate the sum of $2,000.00 to carry out the purposes of Article 30, was lost.

ARTICLE 54


Article 54. To see if the town will authorize the School Committee acting for the town, to pay Walton R. Carver and Mrs. Skidmore, sister of said Carver, a sum of money for a binding option under which the town may purchase for the sum already appropriated by the town therefor, namely $3,000.00 the property occupied by William H. B. Brigham, and raise and appropriate a sufficient sum of money therefor .- School Committee.

ARTICLE 55


Article 55. To see if the town will vote to purchase for school pur- poses, the property at 539 Main Street known as the Hawkes Estate, and raise and appropriate a sum of money or authorize an issue of bonds or notes therefor .- School Committee.

ARTICLE 56


Article 56. To see if the town will appoint a committee with authority to employ architects and engineers to furnish plans and specifications for, and estimates, of the cost of an Intermediate School, and report at the next Annual Town Meeting, and raise and appropriate a sufficient sum of money therefor .- School Committee.

That the town raise and appropriate the sum of $6,500.00 to carry out the purposes of Article 56.


Amendment by T. G. O'Connell


That a committee of nine be appointed by the Moderator to procure preliminary plans, including floor plans, elevations, sections and specifi- cations for, and contractor's estimates of the cost of an Intermediate School, from four or five architects, who are specialists in school building, design- ing and planning, and who of themselves or through associates have de- signed and planned at least two Intermediate Schools of a size comparable with the needs of Wakefield, and report at the next annual town meeting, and raise and appropriate the sum of $1,500.00 therefor.


Mr. O'Connell's amendment was lost; Affirmative 33; Negative 53.

Article 58. To see if the town will raise and appropriate for Municipal Advertising purposes, a sum of money, not exceeding the amount pre- viously raised by public subscription and paid into the Town Treasury .- J. Theodore Whitney and others.

ARTICLE 59


Article 59. To see if the town will vote to accept Sections 1, 5, 7, 8 of Chapter 402 of the Acts of 1928 being an Act entitled: "An Act providing for the payment of compensation to widows and children of policemen and firemen who are killed in the performance of duty."-Board of Selectmen.

ARTICLE 60


Article 60. To see if the town will vote to authorize the Board of As- sessors to use free cash in the treasury in fixing the tax rate for the current year .- Harry A. Simonds, Town Accountant.

Voted: That the Assessor's be authorized to use free cash in the Treas- ury to the amount of $25,000.00 or such lesser amount as is certified by the Town Accountant, in case the free cash is less than the amount stated, in fixing the tax rate for the current year to meet appropriations granted at the annual or special meetings held prior to the fixing of the tax rate.

ARTICLE 1


Article 1. To raise and appropriate a sufficient sum of money to pay for Metropolitan water during the present emergency .- Water and Sewer- age Board.


On motion by Finance Committee


Voted: That the town raise and appropriate the sum of $14,000.00 for the purpose stated in Article 1.


ARTICLE 2


Article 2. To see if the town will appoint a committee to investigate additional sources of water for the water supply of the town and report to this or a future town meeting .- Water and Sewerage Board.


Motion by Mr. Stantial


That a committee of nine, consisting of the Water and Sewerage Board, one member each of the Selectmen, Board of Health, Expansion Board, Planning Board and two other members be appointed to investigate the subject matter of Article 2.


An amendment by C. F. Young


That the committee be increased to fifteen, was accepted, and the mo- tion as amended was voted.


An amendment by Edward G. Lee


That the committee be instructed to report at the next annual town meeting, was lost.


ARTICLE 3


Article 3. To see if the town will authorize the Water and Sewerage Board to make pits, borings, soundings and tests in different parts of the town for an additional source of water for the water supply of the town and raise and appropriate a sufficient sum of money therefor, or authorize its maintenance account to be used therefor .- Water and Sewerage Board.

That the town appropriate the sum of $1,500.00, the same to be taken from the Maintenance Account of the Water and Sewerage Board, for the purposes stated in Article 3.

ARTICLE 6


Article 6. To see if the town will vote that two-thirds of the estimated average cost of the completion or extension of the existing sewer system or systems in said town be thereafter assessed upon the estates benefited by said system or systems .- Water and Sewerage Board.

ARTICLE 7


Article 7. To see if the town will vote to purchase, or authorize the Board of Selectmen to take by eminent domain, for school purposes, the property on Main Street, supposed owners being William R. Carver and Gertrude C. Skidmore with a life interest therein of William H. B. Brig- ham. Said property is situated on Main Street and shown on "Plan K of lands belonging formerly to the estate of Cyrus Wakefield, containing 37,253 square feet more or less and bounded :- Easterly by Main Street 63.8 feet; Southeasterly by land now or formerly of Adam Hawkes on two lines 347 feet; Westerly on the Easterly shore of a pond 162.4 feet and Northwesterly by land now or late of F. and L. Hawkes 340.5 feet; subject to a right of flowage if any exists, and raise and appropriate a sufficient sum of money for said purchase or taking or authorize an issue of bonds to provide money therefor .- School Committee by Willard B. Atwell.

That the town, for school purposes, authorize the premises described in Article 7, of the warrant for the town meeting called for August 4, 1930, be purchased for the sum of $8,000.00 and authorize the Selectmen to take by eminent domain (but not under Chapter 380 of the Acts of 1929) the said premises whether a purchase be made or not, and raise and appropriate $8,000.00 therefor. But said sum appropriated hereby shall be in substitu- tion of and not in addition to any sum heretofore appropriated therefor.

ARTICLE 8


Article 8. To see if the town will vote to purchase, or authorize the Board of Selectmen to take by eminent domain, for school purposes, the property at 539 Main Street, known as the Hawkes estate, substantially bounded and described as follows: Said real estate is situated on Westerly side of Main Street and contains about 25,000 square feet and bounded: Beginning at the Southeasterly corner of said land on said Main Street at land now or formerly of John Newman's estate, thence the line runs West- erly by land of said Newman's estate to the water course or brook at land now or formerly of Cyrus Wakefield; thence Northerly and Northeasterly in a curving line and then nearly Easterly by said water course of brook

Dist. Deeds Book of Plans 294, Plan 2, or however otherwise said lots may be bounded and described .- School Committee by Willard B. Atwell.
