REPORT OF TOWN CLERK


Voted: That the vote under Article 3, whereby the town voted to raise and appropriate the sum of $1,500.00 be reconsidered.


On motion by Mr. Wakefield


Voted: That the town raise and appropriate the sum of $3,000.00 (three thousand dollars) to be spent under the direction of the Water and Sewerage Board for the purpose of making pits, borings, soundings and tests in the different parts of the town for an additional source of water for the water supply of the town of which one thousand five hundred dollars ($1,500.00) of the above sum shall be taken from the maintenance account of the Water and Sewerage Department.


ARTICLE 10


Article 10. To see if the town will vote that any money received from insurance for damages from lightning to the Montrose School House shall be appropriated to the use of the Montrose School House Building Com- mittee .- Montrose School Building Committee by Willard B. Atwell.

Voted : That the town appropriate the sum of $768.00 for the use of Montrose Schoolhouse Building Committee in building the new Mont- rose Schoolhouse. This sum being now in the Town Treasury, having been received in adjustment of an insurance claim.


ARTICLE 11


Article 11. To see if the town will accept and allow a report of the Board of Selectmen altering Eustis Ave., by changing the grade in a part thereof. -Board of Selectmen.

Voted : That the town accept and allow a report of the Board of Se- lectmen altering Eustis Avenue by changing the grade in a part thereof, all as shown on a plan filed with the Town Clerk.


ARTICLE 12


Article 12. To see if the town will grant permission to the proprietors of Lakeside Cemetery, a corporation, to use for burial purposes land in said Wakefield adjoining their present cemetery and bounded and described as follows:


Westerly by North Ave., about 534 feet; Northerly by land now or

formerly of Boston Ice Company; Easterly by other land of said proprie- tors of Lakeside Cemetery; Southerly by other land of said proprietors of Lakeside Cemetery, 40 feet; Easterly again by other lands of said proprietors of Lakeside Cemetery 140 feet; and Southerly again by other land of said proprietors of Lakeside Cemetery and of Horace O. Green, 280 feet .- Board of Health.

ARTICLE 13


Article 13. To see if the town will vote to accept the provisions of Section 25 of Chapter 82 of the General Laws relating to laying sewers and water pipes in ways laid out but possession of which has not been taken for the purpose of construction .- Water and Sewerage Board.

ARTICLE 14


Article 14. To see if the town will vote to authorize the Board of Public Welfare to rebuild the slaughter house at the Poor Farm and raise and appropriate a sufficient sum of money therefor .- Board of Public Wel- fare.

Voted: That the town appropriate the sum of $2,198.00 for the use of the Board of Public Welfare in rebuilding the Slaughter House at the Town Farm. This sum being now in the Town Treasury having been re- ceived in adjustment of an insurance claim.

Voted: That the vote under Articles 15 and 16 be amended by add- ing at the end thereof the following-


"A more particular description of the said premises being as follows: a certain parcel of land, containing about 40,424 square feet, with dwelling house and other buildings thereon situated in said Wakefield and bounded and measuring as follows, viz; Easterly, by Main Street, one hundred fifty-seven (157) feet; Southerly by land now or late of heirs of Caleb Fos- ter, about three hundred twenty-one and 74/100 (321.74) feet; Westerly by a brook separating the land hereby described from land now or late of heirs of Cyrus Wakefield; Northerly by land now or late of George A. Brig- ham, about three hundred forty-seven (347) feet."


Unanimous vote.


ARTICLE 17


Article 17. To see if the town will appropriate for the Fire Depart- ment $84.84 being the sum received from insurance for damage to fire ap- paratus .- Chief of Fire Department.

Article 18. To see if the town will accept Section 12 of Chapter 40 of the General Laws relating to public baths and wash houses .- Board of Selectmen.

ARTICLE 19


Article 19. To see if the town will vote to purchase or authorize the Board of Selectmen to take for public baths and wash houses the following described premises known as the Hill property. Beginning at a point on the northerly side of Spaulding St., distant 65 feet westerly from westerly line of land formerly of John Morrill, thence northerly 136 feet by a line parallel with the westerly line of said land of Morrill, thence easterly 65

feet by a line parallel with Spaulding St., thence northerly by said Mor- rill's land about 70 feet to Lake Quannapowitt; thence westerly, south- westerly and southerly by said Lake to said Spaulding St., thence easterly by said Spaulding St., about 65 feet, to the point of beginning; containing 14,020 sq. ft., more or less, and raise and appropriate a sufficient sum there- for .- Board of Selectmen.

Voted : That the town for public baths and wash house purposes authorize the premises described in Article 19 of the warrant for the town meeting called for August 4, 1930, be purchased for the sum of $3,000.00 and authorize the Selectmen to take by eminent domain (but not under Chapter 380 of the Acts of 1929) the said premises whether a purchase be made or not, and raise and appropriate $3,000.00 therefor. But said sum appropriated hereby shall be in substitution of and not in addition to any sum heretofore appropriated therefor.

Article 20. To see if the town will accept and allow a report of the Board of Selectmen altering and relocating Spring St .- Board of Select- men.

Article 23. To see if the town will vote to amend the Town Zoning By-Laws by changing the property of Alfonso Martino at 138 Water St., with a frontage there of about 150 feet from a general residence district to a business district .- Alfonso Martino and others.

Voted: That the Zoning By-Laws of the town of Wakefield be amended so as to change the following described property from a general residence district to a business district :


A certain parcel of land bounded and described as follows: Northeasterly by Water Street 150 feet; Southeasterly by Oliver Street so-called 150 feet; Southwesterly by land of Martino 150 feet; Northwesterly by land of Mar- tino 150 feet.


Unanimous vote.


ARTICLE 24


Article 24. To see if the town will vote to amend the Zoning By-Laws of the town by changing from a general residence district to a business district that portion of the town along Main St., bounded southerly by the line of the City of Melrose; Northerly by the present business district near Hanson St .; Westerly by a line distant westerly 100 feet from Main Street, and parallel therewith; Easterly by a line distant easterly from Main Street 100 feet and parallel therewith .- Leslie E. Day and others.

REPORT OF TOWN CLERK


TOWN MEETING, DECEMBER 1, 1930


Meeting called to order at 7:30 o'clock P. M., by Moderator Eaton, who read the call for the meeting. Reading of articles waived and Con- stable's return read.


ARTICLE 1


Article 1. To see if the town will vote to transfer $4,000.00 from the unexpended balance in the Metropolitan Water Account to the Water Department by it to be used in cleaning the watershed of Crystal Lake for the preservation of the water supply .- Water and Sewerage Board.


Motion by Finance Committee


That the town appropriate the sum of $4,000.00 for the purpose out- lined in Article 1, and that $4,000.00 be transferred from the Metropolitan Water Account to the Water Department Maintenance Account.


Amendment by Mr. MacEnany


That in all labor paid for under this appropriation, that preference be given to the unemployed.


Amendment carried, and original motion as amended was then voted.


ARTICLE 2


Article 2. To see if the town will vote to transfer $1,000.00 from the unexpended balance in the Metropolitan Water Account; $500.00 from the unexpended balance of the Lake Quannapowitt Account; $1,000.00 from the unexpended balance in the Sewer Connection Account; $300.00 from the Grafton Street Sewer Account and $500.00 from the unexpended balance in the Water Service Account, to the Surface Drainage Account, to be ex- pended by the Highway Department, under the direction of the Board of Selectmen .- Board of Selectmen.


On motion by Finance Committee as amended by Mr. MacEnany


Voted: That the town appropriate the sum of $3,300.00 for the pur- poses outlined in Article 2, and that $1,000.00 be transferred from the Met- ropolitan Water Account, $500.00 from the Lake Quannapowitt Account, $1,000.00 from the Sewer Connection Account, $300.00 from the Grafton Street Sewer Account, and $500.00 from the Water Service Account to the

Land Account, $375.00 from the High Tension Wire Ac- count, $400.00 from the Planning Board Account, and $1,100.00 from the Albion Street Construction Account, to the Highway Department Account, or what it will do about it .- Board of Selectmen.


On motion by Finance Committee


Voted: That the town appropriate the sum of $3,375.00 for the pur- poses outlined in Article 3, and that $1,500.00 be transferred from the Bos- ton Ice Company Land Account, $375.00 from the High Tension Wire Account, $400.00 from the Planning Board Account and $1,100.00 from the Albion Street Construction Account, to the General Highway Account.
